김정일 리더십 이미지 연구

Abstract

그 동안 북한 최고지도자 김정일 리더십에 관한 연구는 구조적, 거시적 측면에서 접근한 체제중심적인 연구가 주류를 이루면서 북한 최고지도자에 관한 이미지는 불안정하고 예측이 불가능한 지도자라는 인식이 대부분이었다. 변덕스럽고 예외적인 인물로 간주되어 왔던 김정일은 2000년대 이후 본격적인 외교무대에 나서면서 개성을 지닌 일반적인 리더의 한 유형의 가능성을 보여주기도 하였다. 그러나 여전히 우리사회에서는 김정일에 대한 이미지는 예측이 불가능한 인물이라는 견해가 지배적이다. 그렇다면 북한의 최고지도자였던 김정일은 리더십 유형이 존재하지 않은 지도자였는가? 김정일이 예측이 가능하지 않은 지도자였다면 1990년대 이후 북한이 처한 대내외적인 경제난과 위기 상황에서도 체제가 붕괴되지 않고 유지되었던 점을 설명하기가 어렵다. 본 연구는 그 동안 거시적인 틀 속에서 어떻게 최고지도자 리더십이 구축되고 지배권이 발휘되어왔는지를 보았던 체제중심적인 연구에서 벗어나 지도자의 리더십이 말과 언어와 같이 개인적 특성을 알 수 있는 담화문을 통해 어떻게 드러나고 변화하고 있는지를 살펴보고자 하였다. 이를 위해 담화문에서 보여지는 리더십 이미지와 개인적 특성간의 상관성을 시계열적으로 교차 분석하였다. 개인적인 특성의 변화가 야기되고 있다면 이는 장기적으로 리더십의 변화를 가져올 수 있고 이는 어려움에 처해 있던 북한체제를 유지하는 데 있어 중요한 축이라 보았기 때문이다. 이러한 분석을 위해 김정일의 정치적 영향력을 야기시키는 정치구조적 환경을 중심으로 크게 네 시기로 나누었다. 분석 결과 김정일에게는 기존연구에서 보았던 거시적인 측면에서의 리더십 외에도 개인적 특성에 따른 작지만 유의미한 변화를 볼 수 있었고 이러한 변화는 시대의 흐름, 상황, 조건과 적응하며 맥을 같이 하고 있음을 알 수 있었다. 즉, 리더의 개인적 특성은 담화문의 부문별 분석에서 보여지는 리더십 이미지와 결합을 통해 변화하는 대내외적 상황에 따라 미세한 리더십의 변화를 보이고 있었던 것이다. 결국 북한 최고지도자의 담화문이라는 것은 단순히 지도자 이미지를 부여하는데 그치는 것이 아니라 북한주민들로 하여금 북한체제에 순응하게 만들면서 체제를 유지하는 역할을 하고 있었다. 담화문분석에 사용되는 동기이미지는 크게 세 가지로 성취, 권력, 친화감 이미지로 분류된다. 성취 동기이미지는 뛰어남의 기준을 지표로 하며 긍정적인 목적이나 성과, 우수성을 바탕으로 한 경쟁, 유일무이한 성취를 수반하고, 전례가 없는 절대적 기준을 제시하는 행위나 목적 등을 이용하는 것을 의미한다. 권력 동기이미지는 사회적 권력이 갖는 영향력과 위신, 특권에 대한 관심을 나타내며 사람, 집단, 기관, 국가, 세계에 상당한 충격, 힘, 영향을 주는 표현이 있으면 권력 동기이미지를 의미한다. 이러한 권력을 얻기 위해 공격성이나 극단적인 위험을 감수하는 개인적 특징을 가지고 있고 사회적 힘과 공격을 취하는 것과 같이 낭비적이고 충동적인 행동을 이끌어낸다. 친화감 이미지는 타인과의 가까운 관계에 대한 관심을 포함하여 사람, 집단, 국가 사이의 우정이나 친화적 관계를 정립, 유지하고 회복하는 것을 의미한다. 본 연구가 갖는 함의는 다음과 같다. 북한학 연구에서 가장 취약한 부분이었던 이론적 접근을 바탕으로 연구분석틀을 만들고 이를 개인적 특성을 알 수 있는 동기이미지라는 계량적 분석을 통해 담화문을 분석하는 연구방법을 확대·적용하였다는 점이다. 이러한 접근은 그 동안 거시적인 측면에서 김정일 리더십의 작은 변화에 대해 설명하기 어려웠던 한계를 본질적으로 변하지 않는 개인적 특성과 처한 상황에 따라 적응하며 변화하는 개인적 특성으로 설명할 수 있다는 장점을 가진다. 이를 통해 이제까지 큰 틀 속에서 변화하는 모습을 보여주지 않았던 김정일 리더십이 사실은 조금씩 변화를 거치면서 이제껏 북한체제를 유지해왔다는 것을 알 수 있었다. 또한 본 연구에서 보여준 연구결과는 북한 지도자 리더십 유형은 개인적 특성과 상황적인 요소와 상관관계가 있으며 상황적 요소들을 바꾸어 주면 리더십의 변화를 야기시킬 수 있다는 시사점을 제공해 주었다. 이러한 연구결과는 40년을 담고 있는 문헌을 종단분석을 했기 때문에 가능하였다. 또한 『김정일선집』 부문별 분석을 통해 얻을 수 있는 함의는 김정일은 선군정치와 강성대국을 강조했지만 문헌을 분석해 본 결과 여전히 당 우위국가였다는 점이다. 특히, 유훈통치기부터 군사관련 문헌이 배제되기 시작했다는 것은 표면적으로 선군정치를 내세웠지만 내용적으로 보면 정치체계에서 선군보다 당군을 내세우려 했던 것이 아닌가 하는 해석이 가능하다. 더 나아가 김정일 리더십이 군을 기반으로 나왔다기 보다는 당을 기반으로 한 리더십이었음을 보여준다고 할 수 있다. 이러한 해석은 그 동안 기존 연구에서 발표되었던 대부분의 연구결과와 상반되는 주장이다. 따라서 이러한 분석결과가 일반화되기 위해서는 김정일 문헌에 대한 보다 많은 연구결과가 축척이 되어야 한다. 기존의 거시적인 리더십연구에서 탈피하여 발화자의 담론을 담고 있는 『김정일선집』을 대상으로 개인적 특성을 알 수 있는 성취, 권력, 친화감과 같은 세 가지 동기이미지분석과 부문별 분석을 통해 리더십의 미세한 변화를 밝히는 이러한 시계열적인 미시적 접근은 앞으로 담화문을 통해 다른 북한 최고지도자의 행위와 북한사회를 전망할 수 있는 단초가 될 수 있을 것이다.;In the past, most of the studies on the leadership of the supreme commander of North Korea were based on a structural, macro approach focusing on the North Korean system. However, after 2000, Kim Jong-il started to be active on the international diplomatic scene and began to show possible general leadership patterns that somewhat faded his bizarre and reclusive image. Nevertheless, in our society, the North Korean leader Kim Jong-il is still widely viewed as someone who is unstable, unpredictable, and capricious. Then again, was Kim Jong-il somebody unpredictable with no clear leadership pattern? If indeed Kim Jong-il was an unpredictable leader, nothing could explain the fact that the North Korean regime did not collapse and succeeded in maintaining itself despite the numerous economic hardships and crisis it faced in the 1990s. Based on that problematic observation, the author felt a new approach was needed in the leadership study of North Korea's supreme commander. This study effectuated a time-series analysis of the correlation between the leadership image reflected in the speeches and publications, which has been so far an area of no great interest to researchers, and the individual characteristics and it intends to demonstrate that the minute changes in leadership shown through the changes of personal characteristics at each period of analysis are one of the main pillar and driving force in maintaining the North Korean regime. To this end, I have distinguished 4 main periods in the politico-structural environment that triggers Kim Jong-il's political influence. I have effectuated a motive imagery analysis as well as a sectorial analysis to get knowledge of the personal characteristics. As a result, through the combination of the leader's personal characteristics and the leadership image shown from the sectorial content analysis, I was able to determine minute changes according to the changing external and internal environment. The minute leadership changes shown in the speeches and publications lead us to view those speeches and publications not just as a medium to instill the image of the leader but also as a force to make the North Korean population comply to the system and, in the end, maintain the regime. I have distinguished 3 major motive imageries: achievement, power and affiliation intimacy imageries. The achievement imagery serves an indicator of outstanding activity to achieve a positive objective or result, to compete over excellence, to bring an unique achievement and an unprecedented absolute standard. Power imagery shows the influence and prestige associated with social power and privileges. Expressions that give considerable impact, strength, or influence to people, groups, institutions, countries and the world are power imageries. In order to get this power, aggressiveness and extreme risk-taking are the personal characteristics of the leader and may result in wasteful and impulsive behavior. Affiliation intimacy imagery means the establishment, maintenance, restoration of friendship or intimacy between people, groups, and countries. The ambitions of this study are as follows: To provide an analytical framework for a theoretical approach of North Korean studies, which has been one of its weakest point. And to provide an expanded application method to analyze the speeches and publications through the quantitative motive imagery analysis highlighting personal characteristics. This approach has the merit of being able to explain the minutes changes in Kim Jong-il's leadership, an area which has been difficult to explain until now, through the changes of his personal characteristics that keep adapting to the situation he is facing at a particular point in time. Therefore, this tells us that Kim Jong-il's leadership, which did not show any change from a macro viewpoint, has in fact gradually changed in order to maintain the North Korean system. Moreover, the results of this study show us that the leadership pattern of the North Korean ruler has some correlation with the personal characteristics and the situational factors and that if we change the situational factors we can provoke a change of leadership pattern. These study results have been possible through a longitudinal analysis of 40 years of speeches and documents. On the other hand, although Kim Jong-il emphasized Songun (Military First) policy and Gangseongdaeguk (Strong and Prosperous Nation), the sectorial analysis of Kim Jong-il's Sonjib shows that the Party was still the predominant institution of the country. In particular, the fact that military documents have been excluded since Kim Jong-il came to power to continue the political legacy of his father shows that although on the surface emphasis is put on the Military First policy, in reality the Party comes first in the political system. Moreover, the numerous past studies on Kim Jong-il's leadership were not based on the military but on the Party. However, more studies on Kim Jong-il's speeches and documents are necessary so that the results of this analysis are generally accepted. Breaking from the conventional macro leadership study and through the three motive (achievement, power, and affiliation intimacy) imagery analysis and sectorial analysis of Kim Jong-il's Sonjib, allowing to know his personal characteristics, we will be able to reveal minute changes of leadership and this micro time-series approach will allow us to predict the behavior of other North Korean ruler and changes of the North Korean society.
