교육과학기술부에서 지원하는 서울·경기지역 학생 오케스트라의 운영실태 조사

Abstract

The purpose of this study is to examine the 'Student Orchestra' Program funded by the Ministry of Education, Science and Technology in order to analyze the effectiveness and efficiency of the program and to provide recommendations for future program development. This study examines 176 students from 5 schools and 6 music teachers from the 2011 Program based on survey instruments to measure the Program effectiveness, teaching effectiveness, and suggestion for improvement. Based on the analysis, students have shown an overall satisfaction with the Program and felt positively on the Program effectiveness. Students reported higher level of satisfaction in orchestral performance, in musical interests, in emotional stability, and group behavior. In undertaking the Program, students reported positively on free use musical instruments, instructions by instrument categories, and opportunities for concerts and performing events. On the other hands, there is a limited number of available musical scores for students and a general lack of community interest and involvement are reported as the areas of concerns that need to be improved. Subsequently, based on these analyses, the present study makes the following recommendations. First, the Ministry needs to provide a consistent funding for the Program and to provide a linkage with local communities, such as local, city, and providential orchestras and performing venues. Second, there is a need to provide resources for development of musical scores that are appropriate for students' level and also to support music teachers for instructional development and support network. Third, the Program needs to support beyond each school level so that there is a Program continuation from graduating students to incoming students particularly through incentive system in order to enhance overall quality of the Program. The 'Student Orchestra' Program has produced many positive effects on students and teachers and there are general satisfactions with the Program. With the recommendations provided above, the Program can be enhanced and improved further in order to facilitate education values of creativity and humanity of students.;본 연구의 목적은 교육과학기술부에서 지원하는 ‘학생 오케스트라’ 운영 실태를 조사한 후 교육의 효과성과 효용성에 대하여 입증하고, 이를 토대로 한 더 나은 발전방안을 모색하여 앞으로의 청소년 오케스트라 운영에 발전적인 방향을 제시함에 있다. 본 연구의 대상은 2011년에 선발된 학생 오케스트라 중, 서울 경기 지역 5개 학교의 학생 176명과 6개 학교의 지도교사 6명이며, 학생용 설문지와 교사용 설문지를 이용하여 오케스트라의 교육적 효과와 운영 실태, 합주 지도 실태, 발전 방안 등에 대하여 조사하였다. 조사 결과, 학생 오케스트라에 대한 학생들의 인식과 학생들이 느끼는 교육적 효과에 대해서는 대부분 긍정적인 반응을 보였다. 학생들은 오케스트라 공연에 대한 관심도가 높아졌고, 취미와 적성 계발, 음악 과목에 대한 이해, 자신감 등이 높아졌다고 응답했다. 교사들도 학생 오케스트라가 학생들의 진로 탐색, 정서 안정, 사회성과 협동심 발달 등에 도움이 된다고 응답했으며, 운영 면에서도 무상 악기 대여, 파트별 실기 지도 강사 섭외, 다수의 연주회 개최 등 효과적이고 활발한 운영을 하고 있다고 응답했다. 한편, 연주할 수 있는 악곡의 부족, 지역 사회의 낮은 관심도 등의 문제점들도 존재했는데 이를 토대로 한 발전 방안은 다음과 같다. 첫째, 정부의 지속적인 지원과 지역사회 연계를 더욱 강화해야 한다. 앞으로 이 시스템을 계속 유지해나가려면 어느 정도의 유지비용이 필요한데, 정부에서 꾸준히 적정한 운영비를 지원 한다면 학생 오케스트라가 계속적인 발전을 할 수 있을 것이다. 또한 정부가 직접 교육 지원청, 시·군·구청, 해당 지역의 교향악단 등과의 연결 네트워크를 조성하여 학교에 대한 지역사회의 실질적인 지원이 이루어지도록 해야 한다. 둘째, 청소년에게 맞는 악곡 개발 및 지도 교사에 대한 지속적인 교육 지원이 있어야 한다. 올해 악기를 시작하거나 악기를 연주한지 1~2년이 된 학생들이 연주 할 수 있는 곡은 한정되어 있으며, 이와 같은 이유 때문에 교사들도 연주곡 선정에 대한 어려움을 겪고 있다. 청소년 오케스트라를 위한 작곡 콩쿠르, 편곡 지원 사업 등 다양한 방법으로 청소년에게 맞는 악곡을 개발해야만 학생 오케스트라 활동이 더욱 활발해질 것이다. 더 나아가, 지휘자가 갖추어야 할 능력들은 청음, 독보 능력, 연습 지도 능력 등인데, 이러한 능력들을 지도 교사가 고루 갖출 수 있도록 다양한 지원 교육을 모든 교사에게 제공해야 할 것이다. 셋째, 진급 후에도 학생 오케스트라 활동을 학생들이 이어나갈 수 있는 제도적인 장치 마련을 제안해본다. 학생 오케스트라가 있는 상급학교로 진학하는 학생들에게 인센티브를 제공하는 제도적인 장치를 마련하여 오케스트라 교육이 연계가 되도록 한다면, 교육적인 효과도 확장될 것이고 학생들의 연주 및 연습 기간이 길어짐에 따라 오케스트라의 수준도 더욱 높아질 것이다. 학생들의 창의력과 인성을 기르기 위한 정부의 학생 오케스트라 지원 사업은 여러 가지 긍정적인 성과를 거두고 있다. 현재 보이는 문제점들을 보완하고 위의 제언들을 보충한 사업이 진행된다면 앞으로 더욱 발전적인 방향으로 나아갈 수 있을 것이다.
