아름다운 거리환경을 위한 쓰레기봉투 디자인 개선에 관한 연구

Abstract

오늘날 도시환경에서 가장 큰 문제점은 매일 쏟아지는 쓰레기와 그로 인한 도시미관의 침해일 것이다. 쓰레기는 인간생활의 불가피한 결과이기 때문에 인간의 활동 범위가 넓어질수록 쓰레기의 양과 종류도 증가하게 된다. 따라서 쓰레기가 부적절하게 관리될 때 환경오염은 물론 도시환경도 혼란스러워질 수밖에 없다. 우리나라는 국토에 비해 날로 증가하는 쓰레기의 발생량을 줄이기 위해 사전예방차원에서 지난 1995년부터 쓰레기 수수료 종량제를 시행해왔다. 쓰레기 수수료 종량제는 쓰레기의 배출량에 따라 수수료를 차등 부과하는 제도로서, 제도가 실시된 이후 쓰레기 발생량이 30-40%가 줄고 분리수거가 2배 이상 늘어나는 등 괄목할 만한 성과를 보였다. 최근에는 시민들이 문화적으로 성숙해지고 환경의식 또한 수준이 높아지면서, 쾌적하고 편리한 도시환경을 이루는 도시환경디자인에 대한 관심도 커지고 있다. 쓰레기봉투는 쓰레기를 위생적으로 처리하는 유용한 공공용품이지만, 도시 가로환경상의 이유로 사라졌다 나타나기를 반복하며 그동안 홀대를 받아왔다. 이로 인해 거리의 쓰레기봉투는 쾌적함을 해치고 도시미관을 떨어뜨리는 요소로 전락하고 말았다. 반면, 외국의 경우에는 일찍부터 쓰레기봉투를 디자인 활용성을 적극 모색, 거리에 활력을 주고 환경도시를 위한 경쟁력을 강화하고 있다 도시환경디자인은 단편적이고 부분적인 접근이 아닌, 도시의 전체 맥락에서 도시환경을 이루는 요소들과의 관계성을 고려해 적용하는 것이 바람직하다. 이 때문에 도시환경요소의 일부인 쓰레기봉투 역시 별도의 디자인 작업이 필요한 것이다. 본 연구에서는 현재 사용되고 있는 종량제봉투 디자인의 문제점을 밝히고 도시환경과 조화를 이루는 디자인의 당위성을 밝히고자 한다. 이는 아름다운 도시환경을 만들고 쓰레기를 배출하는 행위 자체가 즐겁고 활력 있는 생활의 요소가 되도록 하기 위함이다. 또한 기존 쓰레기봉투의 시각정보를 통일해 편리하게 사용 가능한 그래픽을 개발하기 위한 목적도 있다. 이를 통해 누구나 쉽고 빠르게 쓰레기배출에 대한 정보를 습득할 수 있게 될 것이다. 연구내용은 첫째, 도시환경디자인의 개념과 필요성, 그리고 도시환경측면에서의 쓰레기 종량제봉투 개선의 필요성을 서술할 것이다. 둘째, 국내 쓰레기 종량제의 현황과 성과, 문제점을 살펴보고 이 제도가 기능성면에서 다양한 개선방안이 제안된 반면, 심미성을 고려한 디자인 개선이 이뤄지지 못했음을 밝힐 것이다. 셋째, 쓰레기 종량제봉투에 대한 규정 및 수거, 제작, 처리 방법을 토대로 사용자에 맞는 디자인의 필요성을 역설할 것이다. 넷째, 국내·외 쓰레기 종량제봉투의 디자인 사례를 통해 현재 사용하고 있는 서울시 12개 자치구의 종량제봉투의 디자인 요소를 분석, 디자인 현황과 문제점 도출을 통해 향후 해결방안과 디자인 방향성을 제시할 것이다. 마지막으로, 앞서 연구한 내용을 바탕으로 디자인 콘셉트를 도출, 아름다운 거리환경을 위한 종량제봉투 그래픽을 제시하는 것으로 마무리된다. 앞으로 논의할 내용은 현재 사용 중인 종량제봉투의 문제점을 도시환경디자인의 관점에서 파악하고 아름다운 거리환경 조성을 위한 디자인 개선 방안을 제시하는 데 의의가 있다. 이는 단순히 생활환경의 겉모습을 개선하는 데 그치는 것이 아니라 쓰레기에 대한 사람들의 혐오감을 최소화하여 쓰레기를 새로운 자원으로 보는 환경 의식도 심어줄 수 있을 것이다. 아울러 이번 연구를 통해 다양한 도시환경을 위한 디자인 실현방안을 만들고, 종량제봉투의 디자인 개선으로 쾌적한 거리환경이 조성되길 기대해본다.;In our recent urban setting, one of the biggest problems we face is the spoiled beauty of urban environment resulting from unstoppable daily trash. Garbage is inevitable consequence of human living, and accordingly more human activities produces more waste of different kinds. Therefore, if we do not properly manage the garbage disposal system, we will have a serious problem with urban aesthetic view due to the environmental pollution. Korea, as a small country with limited land, has been implementing the volume-rate garbage disposal system from 1995 in order to reduce the amount of trash. The volume-rate garbage disposal system is imposing certain amount of fixed fee on the standard plastic trash bags according to its volume. After application of this system, the result was a remarkable success. The amount of waste decreased by 30%~40%, and the number of items for recycling doubled. Furthermore, Korean citizens became more mature in dealing with the littering issue and they now have better eco-awareness. This actually encouraged the interest in urban environment design pursuing cleaner, more pleasant, and more comfortable surroundings. Trash bags are useful item that dispose of garbage in a sanitary way, but they have been getting poor treatment because they defile the appearance of the street. The look of our current trash bags has been regard as the negative factor for urban aesthetic landscape. On the contrary to this, other countries constantly have considered trash bag design in light of harmonizing with the street look as eco-friendly cities. Urban environment design requires the overall approach on a macro scale which emphasizes the relationship among all the factors for cities’ aesthetic view. In this regard, even a standard plastic garbage bag needs an extra care on its design because it is a part of the urban environmental factors. This study is dedicated to indicating the design problem which standard plastic garbage bags have now, and make a case for better design harmonizing with urban environment. This is an effort to make our streets look better and cleaner even when disposing of rubbish. Besides, it is to develop comfortably usable graphics by unifying visual information of existing trash bags. By dint of this graphics, anyone can easily acquire information about waste discharge. This study focuses on the following five issues. First, the study describes the concept of urban environmental design and suggests its necessity in relation to the need for improving design of standard plastic garbage bags. Second, the study indicates current status of the volume-rate garbage disposal system and examines its advantages and disadvantages as a result. In addition, the study clarifies the reason why trash bag design has not improved much in an aesthetic way even though there have been many accepted suggestions about its improvement in a functional way. Third, the study asserts that a new design which is suitable for different types of users should be required. In order to do this, the study reviews the regulations, manufacturing, and handling process of standard plastic garbage bags in advance. Fourth, the study showcases various designs of not only domestic standard plastic trash bags but also foreign ones. The study analyzes all aesthetic factors of current bag designs from twelve different Gus of Seoul city, evaluates the status of each design, points out the respective problems, and then suggests the solutions for future bag design. Lastly, according to the result of studied issues stated above, the study introduces the new design concept and presents final graphic of standard plastic garbage bags for beautiful street look. What needs to be discussed in this study is a significant effort because it indicates the problems that current standard plastic garbage bags have and suggests solutions for making better urban setting from an aesthetic approach. This is not only to merely improve our living environment but also to inculcate people with eco-awareness in which they regard trash as new recycling resources by decreasing aversion to rubbish. In addition, the study expects new trash bag design for diverse urban settings and improved look of our surroundings.
