Korean Economic Crisis

Abstract

Korea had been praised to be among the few examples of economic success in the developing world up until the financial crisis erupted in late 1997. However, the crisis called for reassessment on the development model and establishment of a new economic system. The system of government-chaebol combine had well functioned to bring a brilliant economic growth over the past three decades. However, as new economic actors emerged with institutional changes, the system was challenged and eventually imploded, resulting in the crisis. Korean economy is on the turning point of evolving into an advanced economy. In order to create a new economic system all the economic players-government, banks, chaebol and corporations, and labor unions-must assume their roles and play their parts.;본 논문은 한국의 IMF 위기와 관련하여 근본원인을 내적요인, 즉 고도성장을 지향했던 개발도상국 시대의 경제시스템과 그 중심에 있었던 재벌의 파탄에서 찾고 경제시스템의 문제점에 대해 고찰해 보았다. 먼저, 기존의 경제시스템은 정부와 재벌 두 경제 주체에 의한 시스템으로 그 원류는 제3공화국에 두고 있으며 제도나 구조가 그 나름대로 상호보완성을 지니고 기능하여 높온 경제성장을 이루어왔음을 살펴보았다. 둘째는, 지난 30여년간 정부주도로 고성장을 이루어낸 경제시스템이 자유화, 개방화 등의 국내적, 국제적 환경변화로 더 이상 효율적으로 작용하지 못하고 한계에 달해 진화를 요구받게 되었음을 살펴보았다. 마지막으로는, 새로운 제도적 환경에 맞는 경제시스템의 창조가 절실하며, 새로운 시스템 설계를 위한 실천과제로 개혁의 리더십을 발휘할 정부의 역할, 낡은 금융시스템의 개혁, 재벌을 중심으로 한 기업구조조정을 제시해보았다.
