Abstract

본 연구는 아시아 통화 기금 (Asian Monetary Fund)과 같은 단체의 창설에 관한 찬반양론의 검토를 시도하고, 그러한 기관에 관한 정책적 제안을 제출하며, 현존하는 어떤 비정부기구(NGO)와 국제기구(IO)가 이러한 과업을 수행할 최적의 준비를 갖출 수 있는가(혹은 없는가)하는 것을 검토하고 있다. 필자는 하나의 준거체계를 수립하기 위하여 본 주제와 관련하여 여러 전문가들이 문제를 제기한 비정부기구(NGO)와 국제기구(IO)에 관한 상세한 기술(記述)뿐 아니라 입수 가능한 모든 문헌을 검토하였으며, 그 준거체계에 의거하여, 이러한 기관이 반드시 설립되어야 하며 기존의 대출기관으로부터 독립적이고 미합중국이나 유럽연합과 같은 서구 세력을 배제하여야 한다는 결론에 도달하였다. 국제 통화 기금(IMF), 아시아 태평양 경제 협력체(APEC), 세계은행(The World Bank), 아시아 개발 은행(ADB)이 창설되었으나, 충분한 신용과 권력, 그리고 성공을 위한 신속성을 갖춘 지역 통화 대출 단체로서의 업무를 수행하는 데에는 구조적으로 고유한 한계를 모두 드러내고 있다.;This body of work attempts to examine the pros and cons of creating an Asian Monetary Fund, puts forth policy recommendations regarding such a facility, and reviews which presently existing non-government organizations (NGOs)/international organizations (IOs) might be best equipped (or not) to handle the job. A review of the literature available on the subject as well as detailed descriptions of the NGOs and IOs called into question by the authorities on the subject were done by the author in order to establish a frame of reference by which to come to the conclusion that such a facility indeed should be created, but independent of the pre-existing lending institutions and excluding the Western powers such as the US and EU. The International Monetary Fund, the Asia Pacific Economic Cooperation forum (APEC), the World Bank, and the Asian Development Bank (ADB) were all found to have structurally inherent limitations to handling a task such as becoming a regional money lending body with enough credibility, power, and expeditiousness to succeed.
