THE EFFECTS OF ASIAN FINANCIAL CRISIS ON INCOME DISTRIBUTION AND POVERTY

Abstract

This study presents an analysis of the impact of the Asian economic crisis on income distribution and poverty in East Asia, in particular, South Korea. Special consideration is given to two theories on growth and equity, namely the "growth-induced" and "growth-elasticity" arguments. The focus of the analysis is on the drastically weakened labor market, brought on by the changes in employment and wage structures due to overall contraction of the economy, as a way of explaining the alarming level of inequality and poverty in the region. This study also investigates the role of the government in time of social distress and suggests possible policy options that could be adopted in the pursuit of equitable development.;본 논문의 목적은 최근의 경제위기가 동아시아 국가의 국민 소득분배와 빈곤에 미친 영향에 대한 고찰에 있으며, 특히 한국의 사례를 중심으로 살펴보고자 한다. 본 연구에서는 경제성장과 분배에 관한 두 가지 논쟁 즉, Growth-Induced 이론과 Growth-Elasticity 이론에 그 촛점을 두었다. 경제위축으로 인한 고용과 임금구조의 축소는 노동시장을 급속도로 약화시켰으며, 그 결과로 초래된 빈부격차의 심화를 지적하고자 하는 것이 본 논문의 주요 쟁점이다. 결론적으로 저자는 사회안정과 발전을 도모하기 위해 보다 더 적극적이고 효율적인 국가 개업의 필요성을 주장하는 동시에 지속적이고 공평한 경제발전을 이루기 위한 사회정책을 제시하고자 한다.
