Abstract
The fears of another global war have faded away with the end of the Cold War, but the seeds of regional warfare have yet to leave the human civilization. Independence movement of ethnic groups and minority races not only reflect the dark legacy of colonial times but also the rulers' suppression on independence movements and unimaginable atrocities. The legacy is well depicted through recent crises in Kosovo and East Timor. Yugoslavian president Milosevic tried to clamp down on independence movements in Kosovo, while Indonesia cruelly crushed any fervent hope of East Timor to gain independence. In the process, countless lives were lost, houses burnt down, and refugees generated, raising voices of concern from the rest of the world. Despite the principle of each nation trying to solve problems within its sovereign powers, many nations and international organizations could not turn their back to continuing inhumanity. Thus, international organizations, NGOs and governments pitched in to put a stop to the atrocities. Such movement is called humanitarian intervention. In International Studies theory, realism puts a strong emphasis on balance of power theory and recognizes present world as anarchy, while neo-liberalism stresses more on the arbitrary power of international organizations. Based on such theories of International Studies, the thesis reviews humanitarian issues of present and researches the relationship between national states and international organizations that are intervening to solve the problem. While it may be seen natural that international organizations cannot simply ignore in human undertakings occurring across the world, it is still doubtful whether the role of these groups can be interpreted in the realm of Neo-liberalism, with the United States and/or other nations' decision and influence working on such organizations. This thesis shall reflect theories of International Studies to actual cases and review them.;냉전이 끝나고 세계대전의 공포가 사라졌지만, 인류에게 전쟁의 모든 씨앗이 사라진 것은 아니었다. 각 소수 인종과 민족들의 독립의 움직임은 식민지 시대의 과거를 드러내고 독립의 움직임에 대한 탄압과 상상할 수 없는 잔혹함을 나타내게 된다. 최근에 발생한 코소보 유혈 사태와 동티모르 사태등은 이러한 상황을 여실하게 보여준다. 코소보의 독립 움직임을 유고슬라비아 지도자인 밀로세비치 대통령이 무참히 진압하려하였고, 동티모르의 독립에 관한 열망을 인도네시아는 짖밟아 버렸다. 그러한 과정 속에서 수많은 시민들이 죽어갔고 집들은 불탔으며 수많은 난민들이 생겨나 세계의 우려를 자아냈다. 각 국가들이 자의로 자신의 주권하에서 해결하려는 움직임 속에서도 세계의 많은 나라들과 단체들은 이러한 반인륜적인 상황을 그냥 내버려둘 수가 없었기에 국제기구와 단체 그리고 각 국가들이 합력하여 끔찍한 사태를 막아내려했다. 이것을 humanitarian intervention 이라고 부른다. 국제학 이론은 힘의 균형을 중시하며 이 세계를 무정부적인 상태라고 말하는 현실주의와 국제기구의 중재자 역할을 강조하는 신자유주의로 크게 나눌 수 있다. 이 논문은 이러한 국제학 이론을 바탕으로 지금 현재 발생하고 있는 인류적인 문제들을 고찰하고 이러한 문제들을 해결하기 위해 개입하고 있는 국제기구들과 각 국가들간의 관계를 조망하고자 했다. 국제 기구들이 세계에서 벌어지는 반인륜적인 상황을 그대로 보아넘길 수 없다는 것은 당연한 일이겠지만, 그러한 상황에서도 국제기구의 역할이 신자유주의의 논리속으로 적용될수있는가 하는 것에 의문을 제기할 수 밖에 없는 것은 미국이나 각 국가들의 개입과 관여가 국제기구의 그것의 배후에서 작용하고 있다고 할 수 있기 때문일 것이다. 이 논문은 실제적인 상황을 토대로 국제학이론을 접목하여 고찰하고자 했다.
