HOW CAN TAIWAN PROMOTE ITS INTERNATIONAL STATUS THROUGH APEC

Abstract

본 논문의 목적은 대만이 APEC을 통해서 국제적인 위상을 강화 시킬 수 있는 방법을 제시하는 데에 있다. 우선 대만의 경제, 지리적 현황과 정부 정책, 그리고 당면한 외교적인 어려움에 대해 살펴본 뒤, APEC의 성격과 목표를 알아보았다. 그리고, 대만이 APEC의 회원국, 특히 중국 대륙과의 관계를 발전시키는데 있어 직면한 문제들과 APEC을 통해 국제적인 위상을 높이는데 있어 겪게 되는 어려움들을 살펴보았다. 마지막으로, 대만이 APEC을 통해 어떻게 국제 무대에서 외교적인 발전을 이룩할 수 있는지 그 방법을 제시하였다. 대만의 미래는 아시아 태평양 국가와 밀접하게 관련되어 있다. 따라서 APEC은 대만과 세계를 이어주는 다리 역할을 하게 될 것이다. APEC 회원국으로서 대만은 곧 WTO에 가입할 수 있으며 ASEAN 국가들과 함께 소 지역 기구를 발전시킬 수 있다. 더 나아가 대만은 APEC을 통해 동등한 위치에서 중국 대륙과 국제 무대에서 활동할 수 있다. 중국 대륙과의 관계에 있어서도 대만은 APEC 이라는 열린 무대를 통해서 양국간의 문제를 국제화 시킬 수 있다. 대만의 경제적인 힘은 국제적인 위상을 강화 시킬 수 있는 가능성을 한층 높여줄 것이며, 중국 대륙과의 경제적인 관계는 양국간의 평화를 위해 기여할 것이다.;This thesis will focus on how Taiwan can promote its international status through APEC. The main text has four parts; the first part is a sketch of Taiwan. I will introduce the area of Taiwan, Taiwanese economic and financial power, the main plan of the Taiwanese government, which is to create the Asia-Pacific Regional Operations Center (APROC) in Taiwan, and finally point out the bottleneck of Taiwanese diplomacy. The second part includes an overview of APEC, its characteristics and main objectives. In the third part, I will point out the challenges Taiwan faces such as the relationship with the member countries, especially Mainland China and problems with exerting its advantage in APEC toward the international stage. In the conclusion, I will predict how Taiwan can promote its diplomatic development through APEC. Taiwan's future depends on the development of Asian-Pacific countries; therefore, APEC is the best outlet for Taiwan. When we observe the intemational situation, many factors are disadvantageous to Taiwan. Therefore, APEC is the most important bridse connecting Taiwan and the world. Under APEC's operation, Taiwan may join WTO soon; perhaps in the year 1999 and develop sub-regional organizations with other countries, especially with ASEAN countries. Furthermore, in the interactions of APEC, Taiwan can directly face Mainland China with equal status. Today, economic importance progressively replaces politic status. Low political obstructs and high economic chips strategy can improve Taiwan's international role and bring a win-win result between Beijing and Taipei even multi-win result in the Asian Pacific region. Lively economic relations with China may enhance peace for both sides of the Taiwan Straits. After all, missiles are difficult to deploy into a lively commodity exchange region. On the other hand, through implementing the APROC plan Taiwan can become the technology center of the twenty-first century and play a more important role in the international community.
