우리나라 교육 텔리비젼 프로그램의 현황에 관한 연구

Abstract

In this thesis, I intend to observe and analyse the trend and furthermore the problems within the dually structured educational broadcasting program in Korea by comparing KBS Tv 3(Educational Broadcasting Program)with various developed foreign countries and the objective of this thesis is to present the future course of KBS TV 3. In order to accomplish this objective, I have observed the background and programming tendencies of the American, Japanese, English, Russian and Korean educational programs. Focusing on this theoretical framework, I have selected by random 3 periods of the reformed KBS TV 3, where each period was before and after reorganization of the program. Through observing and analysing its contents as according to the basic program schedule, the following conclusions were found. 1. Educational programs for infants and younger childrenmounted to about 10% of the total viewing time; therefore an increase in the future is required and the trend to emphasize high-school educational broadcasts only should be eliminated. 2. Entertainment and information programs for the younger generation are non-existant; hense programs which are different from that being broadcasted already by other, station in the sense that a different approach is applied f or similar programs must be introduced. 3. The program emphasizes a lecture-type format whose variety is limited; therefore diversity in the program format itself is required and the subjects should also include education concerning living and social education. 4. Due to absence of morning broadcasts, the lack of broadcasting time prevents repeat broadcasts of necessary subjects in the continuous school curriculum. As a result, the number of channels should be increased or at least, morning broadcasts should be introduced. 5. Special programs should be availiable for those specialists who deal in that particular field and also for those 'minority' classes in society. 6. A specialized research institute that will deal primarily with educational programs should be established. This institute will be requi.red to devise a blueprint for good educational programs by forming a fundamental but lasting policy through long-term research. 7. Finally, in order to slove problems, the structurally dualistic system must be unified.;본 논문은 구조적으로 이원화되어 있는 교육방송 프로그램을 분석 고찰하여 그 경향을 알아보고 더 나아가 문제점을 찾아 선진외국의 교육방송과 비교하여 제3TV교육방송의 앞으로의 방향을 제시하고자 하는 목적에서 씌여진 것이다. 이러한 목적을 위하여 우리나라와 미국, 일본, 영국 및 소련의 교육방송 배경과 프로그램 경향을 고찰하였다. 이와같은 이론적 배경을 중심으로 KBS 제3TV프로그램 개편을 전후로 3기간을 임의로 선정하여 시청하고 프로그램 기본편성표에 따라 그 내용을 분석한 결과 다음과 같은 결론을 얻었다. 1. 총 방송시간에 대한 유아와 어린이 교육프로그램의 비율은 10%정도로 앞으로 좀 더 증가되어야 하겠고 고교방송 편중경향을 없애야겠다. 2. 오락·보도프로그램이 전혀 없으나 청소년을 위한 교육적 가치있는 오락·보도프로그램이 일반방송에서 제공되는 프로그램과는 다른 각도에서 제공되어야겠다. 3. 프로그램의 포맷이 강의에 치중되어 있고 그 종류가 한정되어 있으니 포맷에 있어 다양성이 요구되며 주제도 생활교육, 사회교육에 관한 것도 다루어야겠다. 4. 오전방송이 없기 때문에 방송시간 부족으로, 연속되는 교과과정에 필요한 재방송이 제공되니 못하고 있다. 채널의 수를 늘리거나 혹은 오전방송만이라도 실시해야겠다. 5. 소외된 계층이나 특수분야의 전문인을 위한 대상프로그램이 있어야 한다. 6. 교육방송 프로그램에 관한 전문연구기관을 설립하여 장기간에 걸쳐 연구하고, 기본적이며 영구적인 정책을 수립하여 좋은 방송을 위한 청사진을 마련해야하겠다. 7. 결론적으로, 모든 문제를 해결하기 위해서는 구조적으로 이원화(二元化)되어 있는 체제를 일원화(一元化)시켜야 하겠다.
