현직교육에 대한 교사들의 기대에 관한 연구

Abstract

교원의 개인적 성장을 자극하고 고도의 전문성을 함양시켜야 하는 현직교육은 변천하는 시대에 필수적이다. 현직교육은 조직의 요구와 개인의 욕구를 다같이 충족시킬 수 있을 때 그 의미가 있는 것이다. 그러나 인사행정상의 목적과 절차가 미흡하여 조직에의 형식적 기대에만 급급한 나머지 개인의 욕구실현에는 의문이 야기된다. 이에 본 연구는 현직교육의 목적·내용·절차 및 실시기관, 방법 및 배경, 평가에 대한 교사들의 기대를 알아봄을 그 목적으로 한다. 위와 같은 목적을 가지고 본 연구는 문헌연구와 조사연구 방법으로 수행되었다. 조사연구에 의한 질문지는 서울시내 및 지방의 중등학교 20개교의 현직교사 700명에게 배포한 후 그 중 502명이 회수되어 분석하였다. 각 문항에 대한 남녀·연령별 반응의 차이는 χ^(2)검증을 시행하였다. 연구의 결과는 다음과 같다. 1. 전체교사의 72.2%에 해당하는 교사들이 현직교육은 필요하다고 반응하였으나 뚜렷한 목적 없이 상부의 지시가 있으므로 부득이 받는 다라고 하였다. 2. 제공된 자료(교과내용)에 대해서는 그저 그랬다는 반응이 전체 교사의 54.1%였고 나머지는 언제나 꼭 같은 내용의 되풀이와 비체계적이며 단편적인 교과내용이며 일선교육현장에서 활용될 수 없는 것이라고 생각하고 있었다. 3. 현직교육의 절차 및 실시기관에 대해서는 교사의 개인의 능력·사정 등이 거의 참고 되지 않고 있으며 기회부여 문제에 대해서도 개인이 원하는 교육기회는 주어지지 않고 있었다. 실시기관에 대해서는 교육연구기관 즉 한국교육개발원 중앙교육연구원 한국 행동과학연구소 등에서 하는 것이 바람직하다고 하였다. 4. 방법 및 배경 면에 있어서는 현직교육의 계획수립과정에 교사들도 참여해야 한다고 전체교사의 63.2%에 해당하는 교사가 반응을 보였으며 행정적인 절차의 문제도 적극적으로 간소화되어야 한다고 했다. 또한 행정가들의 인식에 대한 교사들의 반응은 극히 부정적이었다. 즉 깊은 고려 없이 근시안적인 안목으로 현직교육을 계획·실시한다고 생각하며 학교와 동료교사들의 심리적인 지원에 대해서는 심리적으로 지원을 해주는 긍정적인 면과 심리적으로 지원을 해주지 않는 부정적인 면의 반응이 반반으로써 심리적인 지원은 부정도 긍정도 안하는 경향으로 나타났다. 그리고 현직교육프로그램 진행에 대하여는 진행과정이 연구되어져야 한다고 반응을 보였으며 변화와 다양성이 결여되어 있어서 대체로 피동적으로 참여하고 있었다. 교육이 실시되는 장소(소재지)에 대해서는 서울(중앙)과, 대도시에 집중되어 있어서 지방차출 시 어려움이 있다고 하였으며 교내 연수는 대부분의 학교가 실시하고 있으며 강사는 주로 교내의 동료교사가 맡고 있었다. 5. 현직교육에 대한 결과평가에 대하여는 평가의 기준이 보호하며 획일적이어서 신뢰할 수 없으며 현직교육결과의 평가는 별로 도움이 되지 않는다는 반응이었다. 또한 교육의 결과는 다음의 교육계획에 반영되고 있지 못한 것으로 나타났다.;The in-service Education to adjust the individual desires with the request from the organization leads to the insufficiency of the evaluation and to the inefficiency of contents and procedures for the obscurity of its purpose. This study has the objective to research on the expectations of the teachers to the in-service education. Hence, the study through literature and investigation is conducted as to purpose, contents, procedure, organization, method and evaluation of the in-service education. In literature study, mutual relationships and identification between the personnel administration and the individuals, and the function of in-service education are observed. The object of the in-service training is the personnel administration of all the schools and it has been initiated to satisfy the individual contribution to the school systems and the physical and mental compensation which individuals expect. In-Service education includes both formal and informal programs as the planned activities to increase the individual abilities. In the study of investigation, questionaire is made due to the field of study and given to present five hundreds and two teachers and then analyzed from the collected data. TheX^(2) methods (chi square methods) is used to estimate the difference between the responses of the two groups in each items. It may be concluded as followings in this study; 1. The response of the teachers to the purpose of the in-service education is incredulous. Most teachers attend it due to the directions of the superior institutes unwillingly. 2. The contents are far from the individual's desires because of lacking the rationality and the propriety. The teachers want that the contents are utilized on the educational spots and responded to the individual's desires. 3. The teachers want that the problems of the educational opportunity and the criterion of choice is done in accordance with the teacher's desires and expect the enforcement of various methods breaking off the conventional lectures. 4. The teacher's desires is that they have to take part in the procedure of establishing the educational plans, and the positive assistance of the schools and administrative organizations is placed emphasis on the teachers for realizing the importance of the problems. 5. The teachers expect that the methods of evaluation must be improved and the results should be analyzed and reflected in next educational plans.
