韓國 老人福祉에 관한 硏究

Abstract

오늘날 老人問題는 세계각국에서 하나의 社會問題로 크게 대두되어 있고 老人福祉問題도 老年化 硏究라는 새로운 學問的 硏究次元에서 活發히 硏究가 진행되고 있으며 福祉對策도 多樣하게 연구 실천되고 있다. 이러한 觀点에서 본 硏究의 目的은 첫째, 老人의 槪念과 老人의 特性과 그리고 老人福祉의 槪念에 대한 理論的 究明과 둘째, 先進外國의 老人福祉制度와 最近의 動向을 考察하고 韓國老人福祉의 歷史的 背景과 現況을 고찰, 검토하여 老人福祉對策의 樹立과 具體的 實踐方案모색에 참고 할 수 있는 資料와 문제점을 제시 하며 셋째, 위와 같은 고찰을 통하여 얻은 資料와 추출된 문제점을 토대로, 韓國的 現實性에 立脚한 老人福祉對策과 方向을 摸索, 提示,하여 보려 한다. 硏究의 內容은 위에서 제시한 硏究目的을 달성하기 위해서 다음과 같은 內容을 硏究, 검토 하였다. 1. 文獻的 考察을 통하여 (1) 老人의 槪念, (2) 老人의 特性과 문제를 살펴 보았고 (3) 老人福祉의 槪念에 대하여 理論的으로 究明하였으며, 2. 老人福祉의 先進國이라고 할 수 있는 美國, 英國, 佛蘭西, 西獨, 日本, 스웨덴 등의 (1) 老人福祉의 制度的 發展과 福祉事業 (2) 老年學의 成立과 發達 (3) 老人의 就業과 役割 (4) 現實的 問題点등을 고찰 하였고, 3. 韓國老人福祉의 歷史的 背景과 現況에서, (1) 歷史的 背景 (2) 人口의 老齡化 推移 (3) 老人福祉의 法的 근거와 保障 (4) 行政的 支援 (5) 老人福祉施設과 事業 (6) 老年學의 導入과 敎育 (7) 現實的 문제와 展望등의 側面에서 고찰 검토하였다. 4. 以上과 같이 고찰, 검토한 연구내용, 資料와 추출된 문제점을 토대로 오늘날 韓國的 現實性에 비추어 '80年代' 老人福祉對策과 方向을 摸索 提示하였다. 5. 結語에서는 以上에서 考察한 결과 韓國老人福祉制度 및 그 운영은 先進諸國에 비해서 현저히 落後性을 면치 못하고 많은 문제점을 들어내고 있음을 발견하고 그 改善方案을 提示하였는데 要約하면 다음과 같다. 첫째, 老人福祉對策은 어디까지나 歷史的 傳統性을 지닌 「敬老思想」과 「孝思想」에 바탕을 두어야하며 모든老人이 平等하게 惠澤을 받도록 해 나가야 할것이며 先進外國의 制度的 脆弱点과 우리社會의 長點을 銳意檢討 韓國的 現實性에 맞도록 그 形態를 갖추어 나가야 할 것이다. 둘째, 韓國에서 老人福祉事業을 支援할 獨自的인 法體系를 마련하여 老人福祉事業을 制度化 하여야 할 것이다. 셋째, 老人年金制度를 施行하여 은퇴한 후의 소득을 保障하여 經濟的으로 安定을 줄수 있는 制度的인 바탕을 마련해야 한다. 넷째, 老人들에게 醫療保險制度가 確立되어야 할 것이다. 다섯째, 老人들에 대한 就業對策 社會봉사 알선, 適切한 職業의 개척, 老人俱樂部 活動등 老人들을 社會活動에 參與시키는데 많은 배려가 있어야 하겠다고 提示하였다.;Today old age problem appears as one of the social problems world-wide. In line with this welfare problem of the aged is in the middle of being studied on the academic level of research on getting aged. In this regard the purposes of this study could be summarized as follows; 1) Analysis of the life concept and sense structure of the aged, thereby taking a look into the senses of welfare of the aged, and 2) Comparative studies and examinations of trends of old age welfare in advanced nations and institutional development process and, present situation of Korean old age welfare; thereby probing the ways for welfare policies of the Korean old people. 3) Based on the data and problems getting through this examination, mentioning of the aged welfare in Korea. To fulfill the above - mentioned goals, the followings were followed up in the contents. 1) Made a theoratical observations by surveys through books to establish ① the concept of old age, ② the character of old age, and ③ the general concept of the aged welfare systems. 2) Comparative studies of old age welfare in advanced countries, that is America, England, France, Germany, Sweden and Japan, were done about ① the reality of the aged welfare system, ② the origination and advancement of Studies on the Aged, ③ the trends of function and role system of the aged, and ④ the problems facing us at present. 3) The old welfare system in Korea was analyzed on the level of ① the historical backgrounds, ② the increase of old generation, ③ the legal matters, ④ the welfare policies, ⑤ the facilities and workplan for the aged, ⑥ the introduction of Studies on the Aged, ⑦ the problems facing us at present and future prospect. 4) Also, devised a counterplan to establish the aged welfare system in the 1980's in Korea. 5) Realized our welfare system fell behind advanced countries, now following should be considered in establishing basic guidelines for old age welfare policies; ① Old age welfare policy should be founded on Kyung No (respect for the aged) and Hyo (filial piety), which are traditional value systems of our nation. In performing the welfare policy every old man should be given equal welfare service. Considering the vulnerable points of the welfare systems in advanced countries and the merits of our nation, the welfare policy should be shaped suitable for our nation. ② The institution for the aged welfare policies should be established. ③ The pension system for the aged should be prepared so that they could lead their lives by themselves in old age. ④ A medical insurance policy should be practiced for the aged. ⑤ Old age welfare should be probed and practiced on the point of their participation in the society.
