한국 가족복지정책의 실태와 발전과제에 관한 연구

Abstract

본 연구는 가족학적 관점에서 현재 한국 가족복지정책의 실태를 분석하고, 문제점을 파악하여 앞으로 가족복지정책의 방향을 제안하는데 목적이 있다. 이에 따라 본 연구에서는 첫째, 한국 가족의 현황을 한국 고유의 역사적 맥락에서 이해함으로써 한국 가족에 적합한 가족복지정책의 접근법을 탐색해 보고, 둘째, 현재 한국 가족복지정책의 실태를 파악한 후 한국 가족의 특성에 비추어 가족복지정책의 특성과 문제점을 분석하고 평가한 후, 셋째, 이를 바탕으로 현대 한국 가족의 복지증진을 위한 한국 가족복지정책의 발전과제에 대해서 논의하고자 하였다. 한국 사회의 산업화가 진전된 1960년대 이후 한국 가족은 산업사회가 요구하는 기능에 순응하는 과정으로서 가족생활 전반에 거쳐 커다란 변화를 겪어왔다. 즉, 가족규모의 축소, 가족주기의 변화, 전통적으로 가족이 담당해온 가족기능의 약화 그리고 다양한 가족가치관의 혼재 등이 나타고 있다. 또한 다양한 가족유형의 출현과 함께 앞으로도 그 증가가 예상되고 있다. 그러나 한국 가족의 변화에 있어 주목해야 할 점으로 한국 가족은 전통적인 가족주의에 대한 이해를 바탕으로 현대적인 요구에 따라 변화해 가고 있다는 사실이다. 즉, 한국 가족의 변화 속에는 여전히 직계가족을 이상적으로 지향하고, 가족의식이나 가족관계측면에서는 부계혈통 중심의 전통적인 가족주의적인 성향을 나타내고 있어 서구적 특성의 수용뿐만 아니라 전통적 특성의 유지도 함께 나타나고 있다. 이와 같은 한국 가족의 변화에 따른 한국 가족복지정책의 실태와 문제점을 분석하기 위해 본 연구에서는 현재 실행중인 가족관련 법과 정책 그리고 서비스를 중심으로 한 문헌연구를 통해서 한국 가족복지정책을 정리하였다. 정책대상과 지원내용에 따라 정리한 현행 한국 가족복지정책은 정책의 대상을'일반 가족 대상'과'특정 가족 대상'으로 나누고 다시 특정 가족 대상을 저소득 가족, 한부모가족, 장애인이 있는 가족, 아동이 있는 가족, 노인이 있는 가족으로 분류하였다. 그리고 이러한 가족에 대한 국가의 지원내용은 소득보장, 의료보장, 주거보장, 양육 및 부양지원, 여가지원으로 가족의 일반적인 복지욕구를 중심으로 구성하였다. 연구결과 우리나라의 가족복지정책은 현재 한국 가족의 변화를 반영한 다양한 가족과 가족생활을 대상으로 하고 있는 정책보다는 사회적 취약계층인 저소득층, 노인, 아동, 장애인, 여성 등 요보호대상자를 중심으로 하는 정책들이 대부분이다. 또한 가족복지를 일차적으로 가족과 친족이 책임지고 이를 충족시킬 수 없는 경우 국가가 소극적으로 개입하는'가족에 의한 복지'를 실행하고 있어 사전 예방적이라기보다는 사후 치료적인 성격이 강하다고 할 수 있다. 때문에 현재 한국 가족복지정책은 일상적인 가족생활에서 요구되는 다양한 가족들의 복지욕구를 수용할 수 있는 총체적이면서도 포괄적인 가족복지정책이라 평가하기 어렵다. 또한 우리나라의 가족복지정책의 경우 가족관련 정책을 담당하는 독립된 행정부처가 없이 행정자치부, 보건복지부, 여성부 등 다양한 부처에 산재되어 있어 부처간의 조정 및 협조기능이 미약하여 비효율성을 보이고 있다. 가족학적 관점에서의 가족복지정책은 사회 변화에 따라 나타나게 되는 가족의 다양성을 존중하는 것이다. 그리고 이러한 다양한 가족의 가족생활에서 나타나는 욕구에 부응함으로써 가족생활의 질을 향상시키는데 목적이 있다. 또한 가족문제를 최소화하고 가족관계를 증진하여 현재 존재하고 있는 가족이 최대한 행복한 삶을 유지할 수 있도록 하는 예방적 차원의 개입이 일차적인 목적이며, 문제가 발생한 가족에 대해서는 적절한 개입과 조절을 통하여 이를 치료하고자 하는 것이다. 그러므로 가족학적 관점에서의 가족복지정책은 가족과 가족구성원의 욕구가 모두 고려되고 가족유형에 따라 차별이 없이 다양한 가족의 욕구가 반영될 수 있는 보편성을 지향하는 정책이라 할 수 있다. 이에 따라 본 연구에서는 가족학적 관점에서 가족복지증진을 위한 한국 가족복지정책의 발전과제에 대해서 다음과 같이 논의하고자 한다. 첫째, 한국 가족복지정책은 다양한 가족과 가족생활을 정책의 대상으로 삼아야 한다. 한국 가족은 그동안 사회의 변화를 경험하면서 가족생활 전반에 거쳐 변화하였고 또한 그 유형이 다양해짐에 따라 가족복지정책의 유연성을 요구하고 있다. 따라서 한국 가족복지정책은 변화하는 한국 가족의 다양성을 수용하고, 가족원의 다양한 삶에서 나오는 욕구에 부응함으로써 가족생활의 질을 향상시킬 수 있어야 한다. 둘째, 한국 가족복지정책은 다양한 가족문제의 예방과 해결에 있어'가족을 위한 복지'로 그 정책적 방향을 삼아야 한다. 지금까지 가족복지정책은'가족에 의한 복지'를 지향함에 따라 가족과 친족의 책임을 강조하였다. 그러나 현재 한국 사회에는 가족의 제반 기능을 정상적으로 수행하지 못하는 가족이 늘고 있을 뿐만 아니라 가족의 노력만으로 사회의 변화에 적응하기 어려운 것이 현실이다. 따라서 사회와 가족의 안전유지·발전을 위한'가족을 위한 복지'를 지향하는 가족복지정책의 강화가 필요하다. 셋째, 한국 가족복지정책의 효율성을 높이기 위한 체계적인 행정체계를 구축해야 한다. 이를 위해 가족학적 관점이 반영될 수 있는 가족복지정책 담당 기구를 마련해야 하고 중앙정부와 지방자치단체의 원활한 교류를 위한 네트워크의 구축이 필요하다. 이상으로 한국 가족복지정책의 발전을 위해 문헌연구를 수행한 본 연구는 기존의 연구관점과 차별을 둔 가족학적 관점에서 한국 가족복지정책의 발전과제를 제안하였다는 데에서 의의를 찾을 수 있다. ;The main purpose of this study is to propose the direction of the family welfare policy by examining actual conditions of Korean family welfare policy and having a thorough grasp of the problem of it in the viewpoint of the Family Studies. Therefore in this study, we suggest three discussions followingly. First, it is to look into the access method for the family welfare policy by having a right understanding of the present state of the Korean family in the traditional Korean history. Secondly, after understanding the actual conditions of the current Korean family welfare policy, we will examine features and problems of the family welfare policy with the Korean family's features. Lastly, we will discuss about the developmental subject of the Korean family welfare policy for the welfare promotion of the current Korean family. From the 1960's with the industrialization of Korean society, the Korean family has undergone some major changes over the family life in the process of adapting functions in which the industrial society needed. Some major changes such as reduction of family size, change of family life cycle, family function's weakening of which the family has taken charge traditionally, and loading various family values together has appeared. Besides, the appearance of diverse family type is expected to increase forwardly. But the important thing in the changes of the Korean family is that the Korean family is changing in accordance with up-to-date needs based on understanding of the traditional familism. In the changing of the Korean family, people esteems the stem family ideal one. And because there is a inclination toward the traditional familism centering around patrilineal stem from the standpoint of the family consciousness or the family relation, both the acceptance of western features and the preservation of traditional one are appearing on. In order to investigate the actual conditions and the problems of the Korean family welfare policy along with the changes of the Korean family mentioned above, in this study we compile the Korean family welfare policy with accomplishing documents studies centering on law, policy and service related family In the Korean family welfare policy at present that consists of the policy subject and the supporting substance, the policy subject is classified into an general family and a specified family. Then a specified family divides into a low-income family, a single parent family and a family which is with the disabled, children or the aged. And this study is constructed with general welfare needs of the family such as income guarantee, medical guarantee, residence guarantee, the rearing of children, sustaining parents and leisure that the government supports. According to the results of this study, the Korean family welfare policy is mostly centering around more of social weakness class (such as the low-income bracket, the aged, children, the disabled, womankind, and others) than the diverse family type and family life reflecting changes of the Korean family. The family and relatives have the responsibility for the family welfare primarily, but if they couldn't, the government just intervenes in passively. This is called 'the welfare by family' that is in the characteristic of post treatment, not preliminary prevention. On this account, the presently Korean family welfare policy can hardly be evaluated as the whole and inclusive family welfare policy that is able to accept welfare needs of the diverse family. In relation to the Korean family welfare policy, as various departments such as Ministry of government and home affairs, Ministry of health and welfare, Ministry of gender equality take charge of the family policies, so mediation and mutual assistance between government departments is weak and inefficient. The family welfare policy from the viewpoint of the Family Studies is to value the variety of the family along with changes of the society and aims to promote the standard of family life by acting up needs which is shown in the family life. The primary purpose of the family welfare policy in the viewpoint of Family Studies is the precautionary intervention that the family can keep up the live happily in the greatest by minimizing the family problems and promoting the family relationship, treating the family with problems thorough pertinent intervention and adjustment. Therefore, the family welfare policy in the viewpoint of Family Studies should consider the need of family members and pursue the universality that can reflect the various needs of the family without any discrimination. In this study, we will discuss the developmental subject of the Korean family welfare policy following for welfare promotion of the current Korean family in the viewpoint of the Family Studies. Firstly, the diverse family and family life should become the object in the Korean family welfare policy. As the Korean family has undergone a lot of changes over the all of the family life with changes of the society in the meantime, it needs the flexibility of the family welfare policy. Accordingly, the Korean family welfare policy has to be able to improve quality of the family life, receiving the variety of the Korean family and meeting needs from diverse life of family member. Secondly, the Korean family welfare policy has to regard the welfare for family as policy direction in order to prevent and solve the various family problems. By this time, the family welfare policy has stressed the responsibility of the family and relatives as welfare by family has weighed with it. But the incapable family in the present Korean society is increasing, and hardly adapting themselves to the changes of society realistically. Hence it needs to enforce the family welfare policy intended to be 'the welfare for family' aimed at safety, preservation, development of society and family. Thirdly, the systematic administrative organization should be constructed in order to promote efficiency of Korean family welfare policy. For that reason, we should arrange an organization (reflecting viewpoint of the Family Studies) in charge of the family welfare policy and need to construct the network for harmonious interchange between the central government and local governments. In conclusion, this study is meaningful in suggesting the developmental subject of the Korean welfare policy in the viewpoint of the Family Studies different from existing studies.
