우리나라 사회복지 발달유형에 관한 연구

Abstract

본 논문의 목적은, 우리나라 사회복지 발달에 영향을 미친 요인들을 정치, 경제, 사회, 문화 등의 배경에서 찾아내고, 그것에 의해 우리나라 사회복지 발달유형을 개념화하고자 하는 것이다. 이러한 목적을 위한 연구내용으로서 해방이후 우리나라 사회복지 발달을 3단계로 구분하고 제2단계(1961∼1972)와 제3단계(1973년 이후)만을 연구범위로 한정하여 각 단계별로 사회복지 발달에 영향을 미친 배경적 요인들을 고찰하였다. 그리고 각 단계의 주요 사회복지법안의 창설과정을 통해 그 배경적 요인들이 어떻게 작용했는지 검토하였다. 그 내용을 요약하면 다음과 같다. 사회복지의 제도적 형성기라고 할 수 있는 60년대의 사회복지 발달은 군사 정권의 정통성 문제와 관련한 정치적 요인, 공업화중심의 경제개발전략이라는 경제적 요인, 사회보장심의위원회의 사회보장이념이라는 문화적 요인이 상호 작용한 결과라고 할 수 있다. 사회복지의 실험적 실천기라고 할 수 있는 70년대의 사회복지발달은 전반기에는 내자 동원 책 이라는 경제적 요인, 후반기에는 정치안정을 위한 국민통합이라는 정치적 요인에 의해서 이루어졌다고 할 수 있다. 이러한 60년대와 70년대의 사회복지 발달은 공통적으로 수단적 성격을 지니고 있다 하겠다. 그러나 그 수단적 성격은 60년대에는 일방적 수단화, 70년대에는 당위적 수단화라는 점에서 그 차이를 찾아 볼 수 있다. 끝으로 우리나라 사회복지 발달유형은, 정치적 요인이 전반적으로 가장 무겁게 작용했다는 점에서 정치 도구적 유형으로 개념화를 시도하였다. ;This study is to analyze factors affecting the development of social welfare in Korea, based upon political, economic, socio-cu1tura1 conditions, and then to conceptualize the type of the development. For this purpose, first of all, the development of social welfare in Korea is divided into the 3 periods; the 1st period (1945 to 1960), the 2nd period (1961 to 1972), the 3rd period (1973 to now). This thesis, however, concentrates only the 2nd period and the 3rd period, due to the limitation of the scope of this study. This thesis consists of 4 chapter as follow; Chapter 1 presents the purpose, scope, and limitation of the study. Chapter 2 deals with the theoretical background of the development of social welfare. Chapter 3 analyzes the political, economic, socio-cultural factors affecting the development of social welfare in Korea the period of the institutional formation of social welfare(2nd period) and the period of the experimental practice of social welfare (3rd period). Chapter 4 comes to an end that the overall development of social welfare in Korea is significantly affected by the political factor. Therefore the type of the development of social welfare in Korea is to be conceptualized by political instrumentalism.
