地域社會開發에 奇與하는 要因 硏究

Abstract

이 論文은 地域社會 開發에 기여하는 要因을 抽出하고 그 관계 여부를 檢證하여 地域社會 開發活動이 成功할 수 있는 前提條件을 제시함으로서 他地域의 地域社會 開發活動에 참고로 삼고자 하는 것이다. 地域社會開發은 UN國家들의 共同關心事로서 行動에 옮기게 된 것은 1950年代 이지만 오랫동안 各國에서 念願의 대상으로 삼아왔던 것이다. 1950年代 부터는 농촌에 대한 開發뿐만 아니라 都市에서도 地域社會開發이 크게 관심을 끌게된 것이다. 우리나라는 1960年代에 이르러서야 社會開發의 必要性을 깨닫고 많은 機關들이 地域社會 開發活動을 展開하였다. 그러나 어느 기관은 이 開發事業을 成功的으로 수행하였고 어느 기관은 失敗의 結果를 가져왔다. 그렇다면 成敗의 결과에 기여하는 要因은 무엇인가 하는 質問이 제기된다. 이 問題를 硏究하기 위하여 本 硏究에서는 地域社會開發에 미치는 諸 效果는 몇몇 要因의 相互作用에서 온다는 根本的 假定下에서 한 主婦聯合會 活動의 結果 그 地域社會의 開發이 成功的이었다고 생각되는 서울市 永登浦區 禾谷洞을 調査地域으로 선정하여 이곳 主婦聯合會의 活動을 中心으로 하여 이 문제를 연구하여 보았다. 調査地域인 木谷洞은 주택지로서 갖추어야 하는 物理的 施設은 미비한 상태이나 도시계획상 住宅團地로 造成된 신흥개발지역으로서 住民들 사이에 단위지역으로서의 共同所屬感이 비교적 강한곳이었다. 硏究方法은 地域社會開發에 관한 관계 文獻을 참고로 하여 理論的 背景 및 사시련구에 도움을 얻었고 主婦聯合會 會員을 對象으로 質問紙에 의한 調査, 面接, 觀察등의 調査方法을 동원하여 연구하였다. 그 結果 얻은 主要한 事實을 要約하면 다음과 같다. A. 이 地域 主婦聯合會 活動의 결과 얻은 開發的 成果로는 ① 會員의 半 程度가 취미개발과 여가선용을 통하여 個人的인 發展을 얻은 것으로 나타났다. ② 物理的인 成果로서 지역사회가 지닌 문제중 道路擴張, 交通便易等 행정적지원이 강하게 요청되는 것은 成果가 미약한 반면 주부들이 자발적으로 쉽게 해결할 수 있는 環境美化, 이웃관계 조성 등은 그 成果가 至大한 것으로 나타났다. ③ 社會的인 成果로서 교육기회의 조성에 主婦聯合會의 活動이 도움이 되었다는 것이 67.9%로 나타났다. ④ 經濟的인 成果로서 공동구입에 의한 消費者保護에 이바지 했다는 것이 79.5%로 나타났다. 특히 禾谷洞 主婦聯合會의 活動은 住民의 自體能力의 범위내에서 자발적으로 해결할 수 있는 分野(例, 환경미화, 이웃관계개선 등)에서 괄목할만한 成果를 보여 주었다. B. 木谷洞 主婦聯合會 活動의 결과 얻은 成果를 토대로 하여 地域社會 開發에 기여하는 關係要因을 分析하여 보았더니 다음과 같았다. 1. 外部 開發機關(本 硏究에서는 梨大 女性資源開發硏究所)의 技術的, 敎育的 協助는 地域社會 住民들의 開發活動에 많은 도움을 주고 있었다. 2. 관계 行政機關의 地域社會開發에 대한 觀心과 協助는 또한 많은 도움을 주고 있었다. 3. 開發活動을 論議하는 一定한 集會場所(機關)의 존재는 會員에게 安定感을 주어 지속적인 참여를 유발시킬 수 있었다. 4. 지도자의 리더쉽(Leadership)은 開發活動의 초기단계에서는 큰 役割을 수행하였고 活動이 진전도어감에 따라 會員 各者에게도 배양될 수 있는 것으로 나타났다. 5. 적절한 프로그램(Program)은 個人의 向上과 家庭, 地域社會 開發에 關心과 흥미를 유발시키는 자극유인이 되었다. 6. 會員 各者의 地域社會 開發에 대한 參與意識은 다른 要因들 보다 더 重要하였다. 이 參與意識에 關聯되는 要素로는 敎育程度, 經濟水準, 家庭生活의 만족여하, 自由詩間의 有無가 有義한 영향을 주는 것으로 검증되었다. C. 其他 主婦聯合會 活動에 영향을 미치는 要素로는 1. 會員의 63.5%가 배우자의 同意를 얻어 活動하고 있었고 會員의 40%가 家族의 反應態度에 直接·間接의 影響을 받는 것으로 나타났다. 2. 主婦들이 團體活動에 참여하는데 가장 편리한 시간은 12時~16時 사이였고, 61.4%가 참여하는 날의 日課와 平素의 日課사이에 별다른 차이가 없는 것으로 나타났다. 3. 會員의 25%가 경제적 부담(會費의 지출)등을 들어 聯合會의 活動의 결과 야기되는 否定的 成果를 들고 있었다. 以上의 연구가 앞으로 他 地域社會 開發에 有用한 資料가 되었으면 한다.;This is to develope the fundmntal factoes that could be of a contribution to community development, and to provide the prerequisites for a successful community developments by examining its relationship which will be a reference in other community development activity. The community development has been a common interests among international states, and its actual realization took place in 1950 that has been a long desired aspiration internationally. From 1950s the rural development as well as urban area development has attracted our conspicuous interests in development of community. In our country the authority concerned, recognized the necessity for social development in 1960s, and has initiated community development activity, and thereupon we have seen many unsuccessful community development and some fruitful agency. Then, we should quest for the reason of failure in community development by authority concerned. In quest of those reason I must assume that inter-relationship of several factoes affects the development of community; one of the house wives' association at Hwakokdong Youngdeungpoku Seoul Korea, whose activity resulted in successful development of community, and I am pleased to take this house wives' association as a quest subject in relationship with community development facto. The subjected town "Hwakokdong" lacks in facilities as a housing complex, it has been designated as newly developing housing complex of a high sense of common participation among the residents. This study has been furnished with a logical background and fact finding along with the pertinent reference of community development, by taking the house wives' association as the quest subject through questionnaire, investigation, interview, and fact-finding tour. The results of this study breaks down into as following : A) The predominant members of house wives' association activity for community development; (1). The predominat members of house wives' association have obtained personal achievments of hobby, and enjoyed the leisure times. (2). As a physical results it lacks an efficiency in expansion of roads and promotion of transportation conveniency that require a strong adminstrative supports, while it shows a prominent results in beautification of circumstance and improvement of neighbor relationship, which could be achieved by the vulantary base. (3). As a social achievement the house wives' association role was remarkable in providing an educational opportunity to members, which shows 67.9 % according to statistic. (4). As an economical achievement house wives' association's joint purchasing has protected menber's consuming economy, which shows 79.5 %. Especially, Hwakokdong house wives' association activity has contributed to the beautification of circumstance and the promotion of neighbor relationship that is within their vulantary ability. B) The analysis of community development contributing facto relationship achieved by Hwakokdong House Wives'' Association activity could be broke down ihto following categories : (1) The related developing authority (Development & Research Center for women's resources, Eahwa Women's University)'s technical and educational assistances has played a considerable role in community residents' development activity. (2) The related authority(administration)'s interest and assistance has been of a great contribution in community development. (3) A fixed-place(organization) to hold a conference for development activity has provided a feeling of stability to continue its persistant participation. (4) The leadership has played a vital role in initial stage of development activity, and thereafter it could be transfered to each member along with continuation of activity. (5) An appropriate program has improved a professional qualities, also, it has been a stimulus to increase interests for the development of home-life and community life. (6) Each members participation consciousness facto is much more important than other factoes. It has been proven that educational status, economical level, satisfaction degree in home life, and existance of leisure time have affected remarkablly in improving participation consciousness. C) Other factoes affecting house wives's association activity : (1) 63.5% of the member have enjoyed spouce's agreement in development activity, while 40% of the member receive an objection from their family members which directly affects development activity. (2) A convenient time for house wives' participation in group activity were from 12 : 00 P.M. to 16 : 00 P.M., and 61.4 % of the member's participation has not affected the normal schedule in daily life. (3) 25% of the members have pointed out an economical duty (payment of membership fee) which resulted in unsuccessful house wives' association activity. It is hoped that this study will be of a service to other community development as a useful datas.
