dc.description.abstractThis thesis observes the ill effects appearing among trade merchants of Chosun and Japan, who had resumed their trade routes after the Japanese Invasion of Korea in 1592(壬辰倭亂), and examines the efforts Chosun had made to correct such ill practices with focus on the situation at the time the Gisayakjo(己巳約條, 1809) was signed. Trade activities cut off due to Japan's invasion in 1592(壬辰倭亂) were restored in 1609 with the signing of the Giyuyakjo(己酉約條, 1609). Afterwards in the 1630's, there was vigorous trade between the two countries, as the framework of amicable trade relations with Japan was reformed and reorganized with the implementation of the Envoy System(兼帶制). Among the growth of this Chosun-Japan trade, numerous adverse effects were accumulated, aggravating the economic trouble of Chosun. The Lord of Tsushima(對馬島主), which had been in charge of diplomatic and trade relations with Chosun, continually sent excessive numbers of ships and envoys not stipulated in the Giyuyakjo, depending on trade with Chosun for their life. As Chosun accommodated these visits, it had to cover a great deal of expenses to that purpose. In addition, by request of Tsushima, the Payment with Rice Policy(公作米制) was in effect from the 2nd year of King Hyojong(1651), in which the payment for import of public trade goods was not paid fully in the usual material(公木), but a portion, 400 dongs(同), was exchanged with rice for a limited period of 5 years. The change into rice seems to have resulted not just from the request by Tsushima, but also from the deterioration of the material quality. It seems that Chosun's intention was to avoid friction with Tsushima in terms of material quality and provide an economic privilege to Tsushima, a so-called barbaric foreign(外夷) land, as a means to subjugate them and promote international peace. But differences in understanding between Chosun and Japan on such Rice payments(公作米制), rising burden on Chosun's farmers due to unfair application of exchange rate, and ill effects of the embezzlement of public rice payments(公作米 逋欠) within the palace were accumulating. Thus, in order to correct and improve such adverse effects, Chosun had decided to use the opportunity of the Tsushima off-shore ceremony(對馬島 易地聘禮) in 1811. In other words, instead of Edo(江戶) where Tongsinsa(通信使) ceremony was held, Japan had requested for the ceremony to be held in Tsushima, to which Chosun responded by asking Tsushima for reforms of the numerous ill effects in trade relations, decisive for success or failure of the relationship. When Moon Wi-heng(問慰行) was dispatched to Tsushima in 1809 to discuss the off-shore Tongsinsa ceremony(通信使 易地聘禮), the Gisayakjo was born through direct negotiation between Moon Wi-heng and Tsushima authorities. The signing of the Gisayakjo could be considere d a reduction in economic benefits Chosun had given to Tsushima, which played the role of mediator between Chosun and Japan, but it was also an endeavor to reorganize the old system of trade with Japan and to re-establish amicable trade relations between Chosun and Japan in a period of recession in Chosun-Japan trade by correcting the accumulated problems, and it was also an effort to alleviate the economic burden Chosun had to deal with.;본 논문은 임진왜란 이후 재개된 조선과 일본 양국 무역상에서 일어나고 있었던 폐해들을 살펴보고, 그러한 폐해를 개선하려고 조선 측이 어떠한 노력을 했었는지를 己巳約條(1809)가 체결되기까지의 상황을 중심으로 살펴보고 있다. 임진왜란으로 단절되었던 양국의 교역은 1609년 己酉約條가 체결되면서 재개되었고, 이후 1630년대에는 兼帶制의 실시로 일본과의 통교 무역에 관한 틀이 개편재·정비되면서 양국의 무역은 활발하게 전개되었다. 이러한 조일무역의 발달 속에서, 한편으로 여러 가지 폐해들이 누적되어 조선의 경제적인 부담을 증가시키게 된다. 對조선 외교와 무역 업무를 담당하고 있던 대마도주는 조선과의 무역에 사활을 걸며 己酉約條에 규정되지 않은 필요 이상의 선박과 使者를 계속적으로 보내왔고, 조선 측에서는 이에 대한 접대를 하게 되면서 그에 소요되는 비용이 만만치 않았던 것이다. 또한 대마도 측의 요청으로 효종 2년(1651)부터 공무역품 수입 대가를 전액 公木으로 지급하지 않고, 公木의 일부인 400同을 5년을 한정으로 하여 쌀로 바꾸어 주는 公作米制를 실시하게 되었다. 公木을 쌀로 바꾸어 주게 된 데에는 대마도 측의 요청 뿐만 아니라, 公木 품질의 악화로 인한 대마도 측과의 마찰을 피하고, 이른바 外夷인 대마도에게 경제적 시혜를 베풀어줌으로써 外夷를 복속시키고 대외적인 평화를 도모하려고 했던 조선 측의 의도도 작용했던 것으로 보인다. 그러나 이러한 公作米制를 둘러싼 조선과 일본 양국 인식의 차이, 불공평한 환산율의 적용으로 인한 조선 농민의 부담과, 여기에 官을 중심으로 이루어진 公作米 逋欠으로 인하여 폐해들이 누적되고 있었다. 이에 조선 측에서는 그러한 폐해들을 개선하기 위하여 1811년 대마도 易地聘禮라는 기회를 이용하게 되었던 것이다. 즉 일본 측에서 그동안 통신사 聘禮가 행해졌던 江戶가 아닌 對馬島에서 聘禮를 거행하자고 요청해 왔으니, 조선 측에서는 그 대신 省弊를 전제조건으로 하여 대일 통교상에서의 여러 폐해의 개선을 대마도 측에 요청하기로 했던 것이다. 그리고 이것이 통신사 易地聘禮를 논의하기 위해 1809년 問慰行이 대마도에 파견되었을 때, 問慰行과 대마도 측과의 직접 교섭을 거쳐 己巳約條로서 체결되었던 것이다. 이러한 己巳約條의 체결은 그동안 조선이 조선과 일본 양국관계의 매개자 역할을 해 온 대마도에게 베풀어 주었던 경제적인 우대 조치를 삭감한 것이라 할 수 있고, 또한 대일 통교상의 구체제를 개편하고 누적된 폐해를 개선함으로써 대일무역 쇠퇴기의 조선과 일본 양국 통교 무역을 재정립하려고 하였으며, 조선의 경제적인 부담을 줄이려는 노력이었던 것이다.-
