韓國社會福祉文獻에 관한 調査硏究

Abstract

韓國에 있어서 社會事業의 歷史는 古代로부터 찾아볼 수 있을것이나 慈善事業, 形態를 脫皮한 근대적 의미의 사회사업은 8.15 해방을 起點으로 해서 자유우방 국가들의 民主主義 물결이 우리나라에 들어옴에 따라 민주주의 具現의 한 方法論으로 專門的 사회사업의 導入을 重視하게 되었다. 특히 그에 뒤따른 6.25動亂은 無數한 社會問題를 招來하였으며 근대화의 潮流를 타고 들어온 西歐의 物質文明과 복잡한 社會構造 및 價値觀의 變化, 인구의 都市集中化, 産業構造의 변화는 失業, 貧困, 疾病, 自殺, 犯罪, 등의 사회문제를 더 한층 增加시키기에 이르렀다. 이러한 現實에 따라 諸 사회문제를 解決 내지 豫防하는 것을 그 목적으로 삼고 있는 사회사업학의 硏究가 時急함을 認識하게 되었다. 그리하여 1947年 최초로 이화여자대학교에 사회사업전문교육이 始作된 以來 현재 10여개의 대학에서 전문교육을 實施하고 있고 기타 社會福祉硏究機關에서도 그 연구활동이 점점 活潑해지고 있다. 이에 따라 이 分野의 硏究文獻의 많은 生産을 보게 되었으나 그것이 所在不明하기 때문에 사회복지연구가나 사회사업학도가 體系的 연구를 함에 있어 불편함을 느끼고 있음을 엿볼 수 있었다. 그러므로 本 論文은 이의 必要함을 絶感하여 다음과 같은 目的으로 연구를 試圖한 것이다. 첫째, 1945年 8月 15日부터 1973年 8月 30日까지 27年間에 걸쳐 한국에서 發刊된 사회복지관계 著書, 飜譯書, 飜譯文, 論文, 學術誌, 專門誌, Article, 등을 考察함으로서, 한국에 있어서의 사회복지의 연구현황을 把握하고, 둘째, 각 機關과 기관에서 발간된 資料를 쉽게 찾아 交換함으로서 좀 더 效率的인 사회복지활동을 하게 함이며, 셋째, 사회사업학도나 이에 관심있는 사람들에게 사회사업의 체계적인 연구를 爲한 것이다. 문헌조사에 관해서는 국립중앙도서관을 비롯하여 사회사업학과가 설치된 11개 대학을 중심으로, 연구기관으로는 한국사회복지연구소를 비롯한 9개 기관에서 調査蒐集하였다. 본 연구조사에서 나타난 결과를 간단히 要約하면 다음과 같다. 조사된 전체문헌은 2558편이다. 이 문헌들을 구체적으로 살펴보면, 비교적 연구가 활발한 분야로는 제1, 兒童福祉, 제2 청소년복지, 제3 社會保障, 제4 地域社會開發, 제5 社會調査의 順으로 나타났으며 參考文獻資料가 불충분한 분야로는 제1 地域社會組織 및 老人福祉 제2 特殊敎育에 관한 것, 제3 社會福祉行政, 제4 집단사회사업 및 身體障碍, 제5 婦女福祉 임을 발견할 수 있었다. 본 논문을 통해 조사자는 우리나라의 사회복지면의 落後性을 발견할 수 있었다. 따라서 앞에서 이미 고찰해 본 불충분한 분야에 대한 연구와 사회복지 諸분야에서의 활발한 연구를 위하여서는 정부, 연구자, 전문가의 정신적, 물질적 支持(Support)가 필요하다고 생각된다.;The history of social work in Korea probably originated from the ancient era. However, it was important fact that the professional social work that is to say the modern social work which surpasses the form of charity work, was introduced to our country as a method in enbodying democracy under the tide of influx of democracy from the freindly free nations since the liberation of Korea on August 15, 1945. Especially, immense social problems resulted in due to the Korean War after the Korean liberation. In other words, such social problems as unemployment, poverty, disease, suicide and various crimes have increased due to the factors such as occidentaltype material civilization, complicated social structure, change in the value evaluation, concentration of population into the urban area and the change in the industrial structure which have been introduced to our country with the tide of modernization. Because of the foregoing realities, we have become to realize that it would be very urgent matter for us to conduct research on the study of social work that has the aims in settling and preventing a number of social problems. Thus, the social work course was initiated for the first time in our country in 1947 at Ewha Womans University. At present, it is taught at more than 10 universities. Besides, the research activities thereof have been progressively accelerated at the other social welfare agencies. Accordingly, many literatures of research in this field have been produced. But because of uncertainty of their locations, the social welfare researchers and social work students feel inconvenience in studying the social work systematically. Feeling the necessity thereof, the studies have been conducted in this thesis with the following purposes : 1. The present status of social welfare research in Korea is fully understood by studying on the books related to the social welfare, translated books and articles, thesis, academic magazines, professional magazines and articles thereof which have been published in Korea over the 27 years from August 15, 1945 until August 30, 1973. 2. More efficient social welfare activities should be conducted through the exchange of data thereof by finding easily them published by the each social welfare agencies. 3. A systemized social work research can be made for the social work students and the persons interested in it, The survey and collection of literatures thereof have been made at the National Central Library, universities with social work courses and such research agencies as Korea Social Welfare Research Agency and other 9 agencies. The summarized results of this survey and collection are as follows; In all, 2558 volumes of literatures have been studied and surveyed. According to these literatures, the fields for which relatively active research have been conducted. range from (1) c'iild welfare (2) youth welfare (3) social security (4) community development (5) social research. On the other hand, the fields of insufficient literatures range from (1) community organization and Aged men's welfare (2) specific education (3) social welfare administration (4) group work and crippled body (5) wanent s welfare Through the study of this thesis, the researcher has found the retarded phase of social welfare work in our country. Accordingly, both the mental and physical support of the government, researchers and specialists are required in order to conduct active research in the fields of insufficient literatures mentioned above and in the various fields of the social welfare.
