초등교사의 일반연수 요구 분석 연구

Abstract

교육의 질을 높이기 위하여 국가 차원에서 실시되는 교원 현직연수는 교사들의 요구를 충실히 반영할 때에 본래의 취지대로 교직의 전문성 신장에 기여할 수가 있다. 본 연구는 교원현직교육 중 일반연수에 대한 초등교사들의 요구가 무엇인지를 조사·분석하여 이를 기초로 일반연수의 개선 방안을 모색하는 데 그 목적이 있다. 이러한 목적을 달성하기 위한 연구 내용은 다음과 같다. 첫째, 일반연수의 교육내용, 교육방법, 성적평가, 연수기회, 연수시설 및 프로그램 사전 홍보 등에 대한 교사들의 만족도는 어떠한가? 둘째, 앞으로 실시·운영되어야 할 바람직한 연수의 내용 및 방향에 대한 교사의 요구는 무엇인가? 셋째, 교과영역별로 교사들이 개설되기를 희망하는 연수 프로그램의 내용은 무엇인가? 연구 방법으로는 문헌연구와 현장 조사 연구를 병행하였으며, 문헌연구는 교원연수의 의의, 주요 선진국의 교원연수제도, 우리나라 교원연수제도의 현황 및 문제점에 대한 선행 연구결과를 중심으로 진행하였다. 현장 조사 연구는 서울특별시내에 소재하고 있는 국민학교 중 각 교육구청별로 1∼2개교씩 15개교를 선정하여 표본을 추출하여 이들을 대상으로 현행 교원연수제도의 문제점과 교사들의 요구, 그리고 개선 방안에 대한 의견을 설문지를 통해 조사하였다. 본 연구의 결과는 다음과 갈다. 첫째, 교사들이 재직중에 받은 일반연수의 영역 중 가장 일반적인 것은 과학실험연수(79.8%), 컴퓨터심화과정(34.8%) 등이며, 과목별로 볼 때 일부의 교사만이 이수한 영역도 많은 것으로 나타났다. 이는 교사들의 연수가 몇몇 소수에 크게 편중되어 불균형적으로 운영되고 있음을 보여 주는 것이다. 둘째, 교사들이 일반연수의 필요성에 대하여는 긍정적으로 응답하였으나 종래 연수형태의 연수기회가 다시 주어질 경우 참여하지 않거나 (36.8%), 명령시에 참여하겠다는 반응(37.7%)이 총 3/4 정도로 나타나 이는 현행 연수에 대한 교사들의 불만족을 나타내고 있다. 셋째, 일반연수에서 다루어야 할 바람직한 연수내용으로는 학습지도 방법을 교육방법으로는 공동실습 및 실험을 가장 많이 선호하였다. 한편 평가방법으로는 절대기준에 의한 합격여부만 판정하거나 시험없이 이수 시간만 표시하는 것이 좋다는 견해가 많았다. 넷째, 연수 시기는 남교사는 '학기중 수업후'와 '방학기간'중의 선호도의 차이가 적은데 비해 여교사는 '학기중 수업 후'를 더 많이 원하고 있는 것으로 나타났다. 한편 연수의 강사는 자격있는 일선교사를 가장 많이 선호하고 다음으로 대학교수였는데 개인 배경별로는 연령이 많을수록 대학교수를, 연령이 적을수록 자격있는 일선교사를 원하는 것으로 나타났다. 다섯째, 일반연수를 자격연수로 인정하고 일반연수 수준을 높여가며 필수적으로 받도록 해야 한다는 의견에 찬성하는 응답이 매우 높았다. 이는 교사들의 요구에 맞는 연수프로그램이 개설된다면 교사들의 자발적인 참여가 크게 증가할 것이라는 가능성을 보여주고 있다. 여섯째, 각 과목 중에서 개설되기를 희망하는 분야가 현저하게 높은 영역을 보면. 국어과목에서는 말하기·듣기와 발표력 지도, 수학에서는 문장제 문제 지도, 사회과에서는 단원에 따른 학습지도 모델, 과학분야에서는 관찰 탐구학습 지도, 체육과에서는 수영 및 공운동 지도, 음악과에서는 국악지도, 미술과는 그리기 지도, 실과에서는 영양 및 보건 지도로 나타났다. 따라서 연수 프로그램을 개설할 때는 교사들의 이러한 요구를 최대한 수렴하여 받아들여야 할 것이다. 일곱째, 단기 연수 프로그램의 희망 개설 영역은 열린 교육 운영방법이 60.5%로 압도적으로 많았고, 레크리에이션 지도 54.3%, PC 이용 사무처리, 부진아 지도, 민속놀이 지도가 각각 40%를 점하여 비교적 많았다. 본 연구의 결론에 근거하여 다음과 같은 제언을 하고자 한다. 첫째, 연수를 주관하는 기관은 일반연수의 결과가 실질적으로 현장교육에 도움이 될 수 있도록 교사들의 연수 요구내용을 사전에 충분히 수렴하여 연수의 교육내용을 결정하여야 한다. 이를 위하여는 교사들의 연수 요구 분석을 주기적으로 실시한다. 둘째, 특정분야 중심으로 운영되고 있는 일반연수의 내용영역을 보다 다양화 하고, 특히 현장에서 요구되는 다양한 단기 연수 프로그램을 개발한다. 이와 함께 연수 프로그램에 대한 교사의 선택의 폭을 넓혀 준다. 셋째, 연수의 방법은 강의식 중심의 방법을 탈피하여 실습 및 실험, 시청각 교육 및 사례발표 등 다양한 종류의 방법을 사용하고 평가방법도 연수의 성격에 맞추어 다양화한다.;Teacher training programres which are provided enforced by goverment in order to improve the quality of education can contribute to the extension of the speciality of teaching profession, only if teacher's demand is reflected in it. The purpose of this research is to investigate and analyze the primary school teachers' demand of the training program. The followings are the contents of this research. 1. Are teachers satisfied with the contents, system, opportunity, facilities, publicity of the training program? 2. What are the teachers' demands of the contents and course of the training program? 3. What is the contents of the training program that teachers expect to be opened in each field of curriculum? The bibliographic research was proceeded by investigating the result of preceding researches which is about significance of the teacher training program, the teacher training program of main advanced nations, and the present condition and the problem of the teacher training program of Korea. Outdoor survey research was proceeded by selecting 500 primary school teacher randomly, and surveying the problem, demand, and reform measure of the teacher trainig program. As a result of this research, the main facts are followings; 1. The most general subject among the courses of general training program is science experiment training(79.8%) and intensive computer training(34.8%). There are a lot of courses which have been completed by only a small number of teacher. This data indicate that the teacher training program is managed in an unbalanced way such as preponderance of a few courses. 2. Teachers answered the general training program is necessary, but 3/4 of them answered they would not participate(36.8%) in the training program if it is not improved or they would participate (37.7%) only if they are commanded to do. This data shows their dissatisfaction with the present training program. 3. They prefered a course study as a desirable contents of the training program, co-operated practice and experiment as a desirable training method, and Decision of success or failure by absolute standard, or indication of the course completed as personal evaluation. 4. There's a difference of opinion about the proper training time between male and female. Male respondents answered both after class during the school term and th vacation, but female respondents prefered after class during the school term. Teachers prefered Qualified teacher as a instructor th most, and college professor the second, but aged teacher prefered college professor the most. 5 . A lot of teachers agreed to regard the general training program as a qualification trainig, and improve the level to enforce them to take training courses. This data shows if traing programreflect teacher's demand is opened, a great number of teachers will participate in the teacher training program spontaneously. 6. Fields that teacher want them to be opened for each subject are folowings, direction of speaking, listening, and expression for the subgect of Korean, exercises for mathmatics, model for each unit for sociology, observation and research for science, swimming and ball playing for gymnastics, korean classical music for th subject of music, drawing for th subject of art, and nutrition and health education for the subject of practical course. Therefore, when the training program is opened, teachers' demands which are previously stated have to be accepted. 7. Teachers want open education system(60%), direction of recreation (54.3%), office management by using PC(about 40%), direction of the poor progressed children(about 40%), and traditional folk play(about 40%) to be opened for short term training program. I'd like to offer the following proposals on the basis of the result of this research. 1. Organization that manages the teacher's training program have to accept teachers' demands, decide the contents of program in order to help them to teach at school on the basis of the result of the training program, and make researches in the teachers' demands of the training program periodically. 2. Organization have to diversify the contents of the general training program which have been managed centering around specific fields, develop various short term program which are demanded by teachers, and widen the range of choice. 3. Training method have to be come out of lecture, and diversified such as practice, experimentand audio-visual teaching method. Not only college professor but also well experoenced primary school teacher have to be applied to the instructor of the training program, and the evaluation method have to be biversified in accordance with the various training program as well.
