공공도서관 관외대출 활성화에 대한 연구

Abstract

The circulation system of public libraries has been begun to execute recently in our country. And although the circulation system is executed, the materials are very limited to be able to circulate and the circulation process is relatively difficult, As a result, users are suffered from many difficulties in leading library materials. This study, concerned about individual lending out for community residents, surveied and analyzed the managerial realities of the twenty sub-libraries of the Seoul City Library. The study made use of the methods of literary research and questionnaire. The results are as follows: 1. membership registration upon required documents is requisite for lending-out. Here, 18 sub-libraries(90%) call for handing in copies of Resident ID Register, among the requisite documents. 2. One registered, issued are lending-out membership card, upon which one can borrow materials. Eight sub-libraries(40%) issue membership cards by individuals, and twelve sub-libries (60%) issue membership cards by family 3. The case that one can borrow less than two books includes six teen sub-libraries(80%) and the case of less than three books includes four sub-libraries. 4. The term of lending-out of two weeks includes eighteen sub-libraries(90%), and ten days and one week appear one respectively. 5. There are ten sub-libraries(50%) that limit the circulation material to only lending-out room's. There are six sub-libraries(30%) that circulate the materials of lending-out room and children's room. There are four sub-libraries(20%) that circulate whole materials of the library, including the general room and children's room. 6. Thirteen sub-libraries(65%) have lending-out time of 09:00-18:00 and seven libraries have that of 09:00-19:00. Based on the results from the research several suggestions are made: 1. Requisite documents should be simplified so that all the users can receive the benefit of lending-out. That is, instead of handing in the resident ID register, ID should be converted to presentation of the individual ID card. 2. The lending-out membership card should be issued by individuals so that all the users who want to borrow can do it in accordance with their tastes. 3. Considering that materials are lent out without any limit in some foreign countries, upward adjustment of the member of books to be lent out is required. 4. Materials that come under the category of objects to be lent out must be expanded to all the collections, and lending-out of audio-visual materials and periodicals must be implemented. 5. Time of lending-out must he administered extended.;우리나라 공공도서관이 관외대출을 시작한 것은 최근의 일이며 설령 관외대출을 실시하고 있다하더라도 극히 제한된 자료만을 대출해 줄 뿐만 아니라 그 절차도 비교적 까다로워 이용자들이 자료 대출시 불편한 점이 많은 것이 현실이다. 이에 본 연구는 지역주민 개인 관외대출에 대하여 서울특별시립도서관 20개관을 대상으로 그 운영실태를 조사·분석, 운영상의 개선점을 찾아 공공도서관의 관외대출을 활성화시킴으로써 독서인구 저변 확대와 평생교육을 지원하는 데 그 목적이 있다. 연구방법은 문헌조사와 설문지법을 이용하였다. 설문조사 기간은 1992년 9월 1일부터 9월 30일까지였다. 설문대상은 서울특별시립도서관 20개관으로 했으며 회수율은 100%였다. 제2장에서는 자료를 대출할 때 중요한 비중을 차지하는 대출제도의 변천을 살펴보았고, 또 공공도서관이 관외대출을 실시할 때 필요한 사항을 문헌 조사를 통해 고찰하였다. 제3장에서는 서울특별시립도서관의 일반 현황을 살펴봄으로써 공공도서관의 현 위치를 점검하였고, 설문조사를 통해 운영실태를 조사·분석하였다. 그 결과는 다음과 같다. 1. 관외대출을 받고자 할 때는 구비서류를 갖춰 회원으로 등록하여야 한다. 이때 구비서류중 주민등록등본 제출을 18개(90%) 도서관에서 요구하고 있었다. 2. 회원에 등록하면 관외대출 회원카드를 발급받아 자료를 대출받을 수 있는데 개인별로 회원카드를 발급하고 있는 도서관이 8개관(40%)이었고, 세대별로 회원카드를 발급하고 있는 도서관이 12개관(60%)이었다. 3. 1회 대출책수가 2책인 경우가 16개관(80%)이었고 3책인 경우가 4개관으로 나타났다. 4. 대출기간은 2주일이 18개관(90%)이며 10일, 1주일이 각각 1개관으로 나타났다. 5. 관외대출대상 자료가 관외대출실 자료만으로 한정된 곳이 10개관(50%)이고, 관외대출실과 어린이실 자료를 대출해 주는 곳이 5개관(30%)이며 종합자료실과 어린이실 자료를 대출해 주는 도서관이 4개관이었다. 6. 관외대출을 할 수 있는 시간은 09:00-18:00까지가 13개관(65%)이며 09:00-19:00까지가 7개관(35%)으로 나타났다. 조사 결과를 토대로 개선점을 제시하면 다음과 같다. 1. 구비서류의 간소화로 모든 이용자가 관외대출을 받을 수 있도록 해야 한다. 즉, 주민등록등본 제출 대신에 신분증 제시로 전환하여야 할 것이다. 2. 관외대출 회원카드를 개인별로 발급, 대출받고 싶은 이용자는 누구든지 자기 취향에 맞게 대출할 수 있도록 해야 할 것이다. 3. 무제한 대출을 하는 외국 도서관의 경우를 감안, 대출책수의 상향조정이 요구된다. 4. 관외대출 대상자료를 전 장서로 확대하고, 시청각자료, 정기간행물의 대출도 실시하여야 한다. 5. 직장인, 학생들을 위하여 관외대출 시간을 연장 운영하여야 한다.
