교원 복지 의식에 관한 분석적 연구

Abstract

For the purpose of educational growth, the economic security of teachers of superior ability is essential. From the need to enable them the to concentrate their whole attention upon the teaching profession, arises the urgent question of a welfare system for teachers. The concept teachers' welfare is influenced according to the viewpoint of people who are engaged in educational administrative positions. The purpose of this study is to furnish the necessary fundamental materials for grouping means for improving a welfare system for teachers, by examining the present welfare situation of primary and high school teachers in our country and by performing a comparative analysis of the welfare consciousness for educational professionals and general administrators in each service area, and for each school to be employed at by the educational administraion. The contents for accomplishing the objective of this study are as follows: First, the concept of teachers' welfare is investigated. Second, the importance and realm of teachers' welfare are investigated. Third, the present system of teachers' welfare in our country and foreign countries are looked into. Fourth, the opinions of each service area toward teachers' welfare are examined and analyzed. Sixth, the opinions of each school toward teachers' welfare are examined and analyzed. As for the method of study, research of various published materials, as well as individual research were utilized. Results from a survey distributed by National Institute for Educational Research & Training(N.I.E.R.T) to 484 persons involving teachers, educational professionals and general administrators training all over the country were researched and analyzed. The contents of the questionnaire for examination and analysis of opinions on teachers' welfare are composed of 8 welfare scopes such as work burden, training, residence, school expenses and scholarship of children, pensions, teachers' mutual funds, medical insuarance and welfare facilities, which were disclosed through theoretical examination of teachers' welfare. Each part of the questionnaire results are divided into the various positions of workers, each service area, and each school is represented by a percent and at .05 level. The margin of error is interpreted by x² test. The following are the results of the research conducted on opinions concerning teachers' welfare as conducted above. First, the fact is that teachers' welfare is far below the level of foreign countries in light of the heavy work burden in school, with research and training expenses the difficulty of financing for house preparation. Teachers want to exempt their children, who are in university, from educational expense, to raise retirement pay, to have regular health examination and to enjoy medical benefits. Second, the efforts of those working in the professional educational and general administrative positions need to understand the actual conditions in the welfare scopes of teachers' work burden, training, residence, school expense and scholarship of children, etc. on account of low awareness for the need of teachers' welfare in particular. Third, those working in professional educational and general administrative positions receive higher recognition than teachers in the viewpoint of such welfare as pensions and teachers' mutual funds. The efforts to improve teachers' welfare by the Government Pension Management Cooperation and Teachers' Mutual Fund are continually increasing. Public relations for welfare facilities utilization are also being further strengthened. Fourth, in terms of the place of employment, there are many restriction below Eub and Myon. Thus, the consideration of a uniform system of policy is necessary, so that some will not suffer disadvantages. Lastly, compared to middle and high schools, the primary school in particular emerged as having problems due to heavy work burden, the deficiency of research and training volition and insufficiency of intramural welfare facilities. From the viewpoint of school welfare institution, the need for cafeterias is strongly recommended for middle schools, the need for a public nursery is pointed out for primary schools from the standpoint of the welfare of female teachers with young children. Finally, the establishment of a resting place of lounge is pointed out in high schools.;교육의 발전을 위해서는 우수한 교사의 확보가 필수적이다. 또 우수한 교사가 교직에 전념할 수 있도록 하기 위해서는 교원복지제도의 확립이 시급하다할 수 있다. 이러한 교원 복지는 교육 행정에 종사하는 사람들의 복지 시각에 따라 크게 영향을 받는다. 따라서 본 연구는 우리나라 초·중등 교원의 후생·복지현황을 검토하고 이에 대한 교사와 교육 전문직· 일반 행정직의 복지 의식 및 근무지별, 학교(급)별 복지의식을 비교·분석하여 교원복지제도의 개선 방향 모색을 위한 기초 자료로 제시하는 데 그 목적이 있다. 이러한 목적을 달성하기 위한 연구 내용은 다음과 같다. 첫째, 교원 복지의 개념을 알아보았다. 둘째, 교원 복지의 중요성 및 영역에 대해 고찰하였다. 세째, 한국과 외국의 교원복지제도를 알아보았다. 네째, 교원 복지에 대한 교사, 교육 전문직, 일반 행정직의 의견을 조사, 분석하였다. 다섯째, 교원 복지에 대한 근무지별 의견을 조사·분석하였다. 여섯째, 교원 복지에 대한 학교(급)별 의견을 조사·분석하였다. 연구의 방법으로는 문헌 연구와 조사 연구를 병행하였으며 조사 분석은 중앙교육연수원에서 전국 규모로 연수중인 교사, 교육 전문직, 일반 행정직 484명에게 설문지를 배부하였다. 교원 복지 의식을 조사 분석하기 위한 설문지의 내용은 교원 복지에 관한 이론적 고찰을 통해 밝혀진 근무 부담, 연수, 주택, 자녀 학비 및 장학금, 연금, 교원 공제회, 의료보험 및 후생·복지시설 등 8개 영역으로 이루어졌다. 설문지의 각 문항은 직위별, 근무지별, 학교(급)별 변인에 따라 백분율을 내었고, .05 수준에서 유의도를 χ^(2) 검증으로 해석하였다. 이상과 같이 실시된 조사의 결과로 나타난 교원 복지 의식은 다음과 같다. 1. 교원 복지는 교사의 교내 근무 부담 과중, 연수 경비 지원 부족, 주택 마련을 위한 융자 혜택의 어려움, 교내 복지 시설 미비 등 외국에 비해 아직 낮은 수준에 머물고 있는 실정이다. 또한 대학생 자녀 학비 면제, 퇴직급여금 인상 요구, 건강 진단·병리 검사시 의료 혜택 등을 희망하였다. 2. 교원 근무부담, 연수, 주택, 자녀 학비 및 장학금 등의 복지 영역에서 교육 전문직과 일반 행정직은 특히 교원 복지에 대한 인식이 부족하므로 실태 파악을 위한 노력이 필요하다. 3. 연금과 교원 공제회에 관해서는 교사보다 교육 전문직과 일반 행정직의 복지 의식이 더 높았다. 연금관리공단과 교원 공제회는 교원 복지 사업을 지속적으로 전개하고 후생·복지시설 이용 활성화를 위한 홍보활동이 필요하다. 4. 대도시, 중·소도시, 읍·면이하 등 근무지별로 볼때는 지역적인 제약이 큰 요인으로 작용하고 있으므로 읍·면이하로 내려갈수록 불이익을 당하는 일이 없도록 제도나 정책의 배려가 필요하다. 5. 국민학교, 중학교, 고등학교의 학교(급)별로 볼때 특히 국민학교가 근무부담이 가장 높고 연수 의욕이 부족하였으며 복지 시설이 미비해 심각한 문제점으로 지적되었다. 또 교내 복지 시설로 중학교가 식당의 필요성을 강하게 지적하였으며 여교원 복지 시설로 국민학교가 탁아소 설치를 희망한 데 비해 고등학교에서는 전용 휴게실을 희망하는 등 의식의 차가 있었다.
