사회복지기관에서의 자원봉사자 교육프로그램 연구

Abstract

본 연구는 사회복지기관에서 활용하고 있는 자원봉사인력에 대한 교육프로그램 모델을 개발하고 그 내용을 실용적 측면에서 구체화 하고자 하는 것이다. 사회복지기관이 가지는 재정적·인적 불완전성의 보완과 개개인의 자발적 봉사의지를 조직하여 하나의 사회운동으로 승화시켜가는 자원봉사활동은 날이 갈수록 그 중요성이 증대되고 있다. 실제로 자원봉사자들이 하고 있는 활동이 매우 다양하며 그들의 잠재력을 볼 때 그 중요성을 인정하지 않을 수 없다. 그들은 자신의 경제와 노력과 시간을 도움을 요청하는 이에게 제공하지만 물질적인 보상을 기대하지 않는다. 또한 사회복지기관에서 일하는 Worker들에 비해 직접적으로 Client를 대면하는 서비스의 매체이기도 하다. 그러나 사람을 대하고 돕는 기술에 대하여 경험적 방법에 의존할 뿐 이론적 지식은 미흡한 것이 사실이어서 그 결과의 효율성을 증대시키지 못하는 아쉬운 점이 있다. 현재 각 사회복지기관에서는 자원봉사자를 모집하여 나름대로 교육을 실시하여 자체활용하거나 다른 기관으로 배치하고 있다. 그러나 자원봉사자의 교육적 욕구에 대한 충분한 고려가 부족하고 기초교육에서 전문교육, 재교육에 이르는 교육프로그램의 단계와 내용에 대한 체계가 확립되지 않아 효율적인 교육이 이루어지지 못하고 있다. 따라서 본 연구는 교육프로그램의 보편적 모델을 제시한 Tyler의 모델과 성인교육 프로그램 모델을 제시한 Houle의 모델을 비교하여 자원봉사자 교육프로그램에 활용할 수 있는 단계를 개발하였다. 첫째, 봉사에 도움되는 지식을 요구하는 자원봉사자의 개인적 욕구의 분석단계가 선행되어야 한다. 둘째, 개인적 욕구와 더불어 기관이 의도하는 교육적 목표를 반영하여 구체적인 교육목표설정의 단계가 있어야 한다. 셋째, 대부분이 성인여성인 자원봉사자의 학습능력과 다양한 학력을 고려한 교육프로그램개발의 단계로서 기초교육, 전문교육, 재교육으로 구분하여 실시한다. 넷째, 자원봉사자의 부족한 시간속에서 자발적 참여를 유도하기 위한 시행전략수립의 단계로서 협조체제 수립, 시간표 작성, 교육장소준비, 자원확보, 교육방법확정, 교재준비, 안내 및 홍보, 수료증(기념품)준비 그리고 기타 학습비품 준비 등이 있다. 끝으로, 전과정에 대한 평가로서 다음교육의 목표설정을 위한 자료로 환류 ( feed- back ) 되는 단계이다. 이 교육프로그램은 자원봉사자로서의 활동을 하기전에 받는 교육과 봉사활동을 하다가 본인의 희망에 의해 받게 되는 전문교육 모두를 포함하고 있다. 그러므로 교육을 받게되는 자원봉사자가 어떤 범주에 속하는지를 파악하여 그에 맞는 교육단계를 선택하게 될 것이다. 그러나, 본 연구는 주로 일반적인 봉사활동에 참여하는 자원봉사자에 대한 교육에 촛점을 맞추었으므로 이 외에 각 기관이 요구하는 특수한 경우에는 보다 발전된 교육프로그램이 개발되어져야 할 것이다.;Recently, people's recognition on the voluntary service activities is increasing day by clay, and the role of volunteers in the social welfare institutions become very various and important. For their services range from activities for those who need protection at home or all the social welfare facilities through all sorts of services for community members to business support for the administration and projects of the social welfare institutions, and they are agents supplementing the human and material resources of various social welfare facilities and carrying out direct services. Therefore, volunteers' education for giving services accord-ing to clients' need raises Its head as a very important problem, and it is revealed that volunteers themselves feel the necessity of education which is useful in their activities. But programs for volunteers' education has not been established, which brings forward difficulty In managing volunteers. Actually, since education for volunteers differs greatly from general school education or adult education that systematigation of the programs is not easy. That is, as for the object of education, women of above forty years old with diversified academic career take the most part of it, and they are different from any other object of education by the fact that they demand Learning to use practically for their services des pile they don't have enough time to devote to learning. Also, as for the educational programs, difficulty comes out from the necessities to reflect both individual need of education and educational aim of the organs, and to induce voluntary participation of adult learners while considering their ability. In this study, to design educational programs for voluntary workers considering the above two aspects, Tyler's model for general education programs and Houle's model that .has provided a foundation to the programs of adult education have been investigated and analyzed. And the consequences consist in an educational program model as follows : Details of service and analysis of educational need Settlement of education aim Foundation of cooperatvie system Development of educational programs Drawing up time tables Pepartation for education Establishment of carrying out strategy Securing resocurces (lecturer funds) Settelement of educational method Evaluation Preparing teaching materials Guidance or public information Preparation of certificate of training or memorials Preparation of the other teaching fixtures This model emphasizes the details of volunteers' services and the necessity of analyzing their educational need before establishing the educational aim, and characteristically accounts minutely for the educational programs and practical establishment of carrying out strategies. But since the significance of this model lies in the development of basic educational programs for voluntary workers that I expect more studies continue for the special education required by each social welfare institution.
