공업소유권정보 관리에 관한 연구

Abstract

특허, 실용신안, 의장, 상표제도로 구성되는 공업소유권제도는 기술자립과 경제발전을 위한 효과적인 제도로 운영되고 있다. 공업소유권제도 운영으로 파생되는 공업소유권정보는 과학자, 기술자, 디자이너, 경제학자, 제조·판매분야 경영자들에게 수준높은 기술정보인 동시에 권리정보로서 그 이용범위는 더욱 확대되고 있다. 따라서 우리나라 산업과 과학기술을 진흥시키기 위하여 공업소유권정보의 활발한 이용과 효율적인 관리는 필수적인 과제라 할 수 있다. 본 연구는 각 도서관에서 취해야 할 공업소유권정보의 수집, 정리, 이용에 관한 구체적인 관리방안 및 국가적 차원에서의 유통방안을 모색하는데 목적이 있다. 연구방법은 관계된 문헌조사와 각 기관 방문을 통한 면담방법을 병행하였다. 본 논문의 전반부에서는 공업소유권정보의 의의와 정보관리에 관한 제반 사항들을 문헌을 통하여 살펴보았다. 그리고 후반부에서는 우리나라에서의 공업소유권 정보관리 현황파악을 위해 국내 정보의 생산 및 유통현황, 주요 생산 및 이용기관에서의 정보관리를 조사하였다. 조사대상기관은 국내 공업소유권정보 주요 생산기관 3곳과, 주요 이용집단 중 8기관을 선정하였으며, 각 기관별로 수집, 정리, 이용에 관한 관리상황과 문제점을 알아보았다. 방문 기관들은 공업소유권정보에 대한 관심이 상당히 높았고, 이를 활용하기 위한 관리방안들이 다각도로 시도되고 있었다. 이들의 공통된 관리상의 문제점은 자료발생량의 증대로 인한 소장공간 부족, 검색효율 저하, 자료선택 및 정리의 어려움을 들 수 있었다. 기관들에 대한 현황조사 결과 다음과 같은 제안을 얻게 되었다. 1. 우리나라의 공업소유권정보 주요생산기관인 특허청, 한국산업연구원, 한국발명특허협회는 분담수집을 통하여 다양한 국내외 자료를 확보하여야 한다. 동시에 장서종합목록을 작성하여 자료의 소재파악을 용이하게 하여야 한다. 2. 방대한 공업소유권정보의 다양한 접근과 효율적인 검색을 위하여 다양한 분류자료, 색인, 초록 및 데이터베이스 제작이 요청된다. 특히 국문초록과 최신성있는 색인발행은 정보이용에 많은 도움이 될 것이다. 3. 현재 발행하고 있는 공보류를 한 주제씩 세분하여 발행함으로써 선택적으로 구입할 수 있게 하거나, 마이크로형태로도 발행하여 소장공간 부족문제를 해결하여야 한다. 4. 국내외 공업소유권정보를 효과적으로 유통시키기 위해서는 전문적인 정보 기관이 필요하다. 5. 국가적 차원에서 다양한 이용자층에 대한 구체적인 조사를 실시하여 요구사항을 수렴하여야 한다. 이러한 조사결과는 현재 특허청에서 추진중인 지적소유권정보 종합전산망에 효율적으로 이용될 것이다.;An Industrial Property System is composed of patent, utility model, industrial design, and trademark system, and is used to safegard independence of technology and economic development. Industrial property information derived form an industrial property system is partly technological, partly legal and commercial. Its useful range is expanded to provide an important source of information for scientists, engineers, designers, economists, and marketing managers. Consequently, it is essential then active use and efficient management of industrial property information be available for promotion of industry, science and technology. This thesis aims to study concrete management schemes for industrial property information which can be utilized by individual libraries, while, the same time, circulating that information on a national scale. The research methods used for this study are search of related literatures and individual interview which specialists of related institutions. In researching literature, works concerning the significance and management of industrial property information were consulted. And as in surveying the current state of Korean industrial property information management, visits were made to 3 institutions proving information in the field, and 8 institutions among the user groups. They were studied form the stand point of what management stated concerning acquisition, procedure, using and problems with industrial property literature. All institutions visited were highly concerned with industrial property information and had tried multiple devices of its practical application. The common problem of management was the enormous volumn of publications on industrial property issues, the lacking of storage space, the declining retrieval efficency, and the difficulty of selection, establishing procedure for materials. Based on above abservation suggestions for effective industrial property information management ares : 1. The main producing institutions of industrial property information- Korea Patent Office, Korea Institute for Economics & Technology (KIET), and Korea Invention & Patent Association - have to secure variety of Korean and foreign literature through sharing acquisition. And they should publish a union catalog and distribute to principal institutions. 2. It is proposed that various classifying materials, indexes, abstracts, and data bases be produced to increase retrival efficiency and to provide easier use of the vast amount of industrial property information. 3. The gazettes which are not published should be subdivided as to suject or as a microform in order to solve the problem of storage space. 4. Special service institution to circulate efficiently the Korean and foreign industrial property information should be formed. 5. A definitive user study should be done at the national level. Ther result of such a user study will be useful source for the Intellectual Property Information Union network which is now propelled by Korea Patent Office.
