음악영재선발의 관찰추천제도에 대한 교사인식과 개선방안연구

Abstract

21세기 지식기반 사회에서의 영재교육은 잠재적인 능력을 끌어내어 창의적이고 탁월한 전문 인력을 양성하는 교육의 형태로 정착되고 있다. 이와 함께 수학, 과학중심에서 예술분야로 그 중요성과 가치를 재조명하면서 확대 발전해오고 있는데, 예술영재교육은 특성상 사교육에 의존하는 경우가 많으며 잠재성을 지닌 학생을 위한 효율적 전략이 요구되고 있다. 본 연구는 그러한 문제점과 시대적 요구에 부응하기 위해 개선된 영재선발제도에서 최근 추진되고 있는 관찰 추천 제도를 중심으로, 음악영재 선발 방식에 대해 국내외 연구사례와 실행사례를 살펴보고 그 효용성과 바람직한 방향을 제시하는데 목적을 둔다. 본 연구를 수행하기 위해 서울시 교육청 산하 초, 중고등학교 영재교육기관에서 음악영재 교육을 담당하는 교사 47명을 대상으로 설문지 조사를 실시하여 영재교육에 대한 의식과 관찰 추천제도에 대한 견해를 조사하였으며, 영재담당교사 3명과 심층면담을 실시하였다. 연구에서 사용된 설문지는 관련 문헌과 서울시 교육청 관찰 추천 영재선발 전형을 기초로 하여 작성하였으며, 제도의 신뢰성과 객관성, 선발과정의 문제점, 교사가 바라본 선발에 대한 개선 방안 등으로 구성하였다. 본 연구 결과는 다음과 같다. 첫째, 음악영재 담당교사들은 영재의 개념 및 특성에 관한 이론적인 내용은 친숙하나, 선발기준이나 평가방법, 영재를 발견한 경험 등 실무적이고 전문적인 부분은 잘 알고 있다고 할 수 없으므로 연수와 같은 직무 교육이 우선적으로 이루어져야 한다. 둘째, 음악영재 선발기준으로 연주능력, 즉 현재의 성취도를 가장 중요하게 여긴다고 생각하는 교사가 많다는 결과로 볼 때 아직 영재선발이 현재의 성취도 중심으로 진행되고 있음을 알 수 있으며 앞으로 잠재능력을 가진 탁월한 영재가 많이 선발되기 위해서는 교사의 인식 변화와 함께 집중관찰 시간 확보, 관찰체크시트 및 평가기준의 세분화, 다양한 평가 방법 등이 도입되어야 한다. 셋째, 음악영재교육이 실질적인 효과를 이루기 위해서는 현행의 격주1회 수업시간보다 많은 주1회 이상의 연속성을 갖춘 수업이 이루어져야하며, 초등학교부터 중·고등학교까지 연계하여 일관성 있게 교육이 이루어져야 한다. 또한 음악영재 담당교사의 전문성을 위한 연수기회 확대와 과중한 업무환경 개선, 신뢰도와 객관성 있는 검사도구 개발, 연습실과 기자재의 투자 등 교육환경의 개선이 필요하다. 본 연구를 통해서 관찰 추천제도가 교육자의 인식 부족, 세부 제도의 보완, 교육 환경의 확충 등 문제점이 우려되고 있으나, 영재 교육의 본연의 목적인 기회 균등을 통한 잠재 능력이 높은 영재를 발굴하는데 용이하며 사교육 중심의 음악영재 교육에서 탈피하여 학교 교육의 내실화에 기여할 수 있다고 본다.;The purpose of this study was to examine teacher's perception on the observation and recommendation procedure in the selection of gifted students in music and further gather opinions of better strategies for development of its assessment. A total of 47 teachers who are involved with gifted students' class provided by the Seoul Metropolitan Office of Education participated in the survey. The survey was administered to gather opinions and perspectives on the assessment procedure of selecting gifted students in music, focusing on the observation and recommendation procedure. In addition, three teachers participated in the in-depth interviews which were qualitatively analyzed to derive strategies for assessment of gifted students in music. The results was analyzed and showed that firstly, the teachers were not fully aware of practical application of evaluation method and selection criteria even though they were had enough understanding of the theoretical concepts of gifted education. Secondly, many teachers still believed that the gifted-ness in music should take account of one's performance skills, which imply that current system puts more emphasis on the skill-based assessment, rather than identifying students' innate potentials. These results suggest that various methods of assessment skills for potentials in gifted students are needed. Third, weekly classes are needed instead of bi-weekly class, and continuity of education from elementary to highschool is needed. Lastly, continuing education for teachers who are running gifted education class needs to be provided. Also assessment tool development is needed with adjustment of practical loads of teaching with better equipped teaching environment, etc. The results of this study showed that current observation and recommendation system for selecting gifted students in music yields some concerns on teacher perception on genuine purpose of gifted education and lack of detailed information. However what it offers are chances to verify students with potentials, minimizing individual tutoring impact, and substantialization of gifted education within the school curriculum.
