中共의 實用主義 外交政策이 北韓에 미치는 영향

Abstract

中共은 1976年 毛澤東死亡後 亡後 政治·經濟·外交的 측면에서 정책 변화를 보이고 있다. 華國鋒과 鄧小平體制下에서 추진되고 있는 實用主義 政策은 革命과 變革을 강조하는 毛澤東의 '紅' 中心 路線을 버리고 安定과 發展을 추구하며 世界共産主義를 주도할 수 있는 강대국으로 성장하고자 하는 專中心 路線을 의미한다. 鄧小平은 四個現代化를 내세우면서 '國民經濟10個年計劃'과 '中·外合資經營企業法'과 '經濟特區'를 설정 운영하고 있는데 이를 추진하기 위해서 종래의 自力更生의 원칙을 버리고, 1979년까지 美國·日本과 국교를 정상화했고 1970年代 중반부터 西方先進國들로 부터 資本과 技術을 유치하는데 적극적이다. 더불어 中共은 中·蘇紛爭이후 소련의 영향력에서 탈피, 經濟建設에 주력할 수 있는 여유를 얻기 위하여 특히 동북아시아지역에서 美國·日本과 삼각협력체제를 구축하고 있는 것으로 보인다. 中共이 美·日과 관계를 개선하고, 한국과 간접무역등을 가지면서 1970年代初 우호적이었던 中共·北韓關係는 1978年이후 냉각되고 북한은 친소적인 성향을 보이게 된다. 그러나 북한은 소련·중공과 등거리외교를 통해 實利를 추구해 왔으며 소련의 영향력 행사에 우려를 품고 있으므로 中共의 지지를 필요로 하고 있다. 中共 역시 蘇聯을 견제하기 위해서는 북한과의 유대를 강화할 필요가 있다. 그러나 中共과 北韓간에는 해소되기 어려운 外交的 爭點이 존재하고 있다. 먼저 中共의 實用主義政策과 북한의 韓半島赤化統一에 대한 전략이 다소 상충됨을 들게 된다. 한반도 정세의 安定을 추구하는 中共과 '힘'에 의한 顚覆을 기도하는 북한은 駐韓美軍의 徹收問題를 둘러싸고 대립하고 있는 것이다. 북한의 미국에 대한 오랜 적대감과 美·日을 중요한 우방으로 취급하는 中共의 실리추구의 태도사이에도 갈등이 內在해 있다. 이외에도 鄧小平의 毛澤東格下運動이 金日成 個人崇拜에 미치는 영향과 金正日 後繼體制에 대한 中共 지식인들의 비판이 兩國關係를 불편하게 하고 있다. 더불어 1980年代이후로 두드러지고 있는 韓國·中共간의 간접무역과 非政治的 交流가 中共·北韓關係를 더욱 어렵게 하고 있다. 결과적으로 1970年代 후반부터 鄧小平體制下에서 시행되고 있는 實用主義外交政策은 북한으로 하여금 內外政策의 변화를 강요하고 있고 1980年代 北韓의 태도여하에 따라 中共·北韓關係는 다양하게 변모해갈 것이다.;After the death of Mao Zedong in 1976, the People's Republic of China appears to be changing in politics, economy, and diplomatic areas. The nation's progmatic economic policy, which is promoting with the leaders of Wha Kuk bong and Deng Xiaoping, aims at developing china into an advanced industrial nation through modernizations in the four major fields. In addition, China has to introduce advanced technology and capital of the West in pursuing its pragmatic economic policy and to that aim, needs its open-door policy. China's progmatic economic and diplomatic policies since the 1970's have been making a great impact on its neightboring nations, such as North Korea maintains close links with china for long. This paper is study the targets of China's new diplomacy, that is the substance of pragmatic foreign policy and the influence of China's progmatic policy one the Sino-North Korea relationship. It includes: 1. The aims of China's foreign policy is to build a super powers, status enhaucing the nation's practical interests and allying itself with socialist brothers' nations forcusing on fundamental ideology such as international proletarian revolution. 2. China's pragmatic diplomacy emerges from the desire that the sluggish economy in the late 1970's and early 1980's international atmosphere and developed into a new advanced strong power while it doesn't veer too far from the main stream of China's foreign policy. China tries to achieve modernization in the four fields of agriculture, industry, scientific technology and defense. All these things need western advanced technology and foreign capital. Thus China needs to nomalize relations with super powers such as U.S.A to counterbalance the soviet threat and to acquire free time for concentrating on its economic construction. 3. The relationship of China and North Korea have changed a lot since the 1970's From the early 1970's, North Korea maintains relations with China in friendly manner. But fancing the cooperative relationships of China, U.S.A and Japan, North Korea tends to lean toward Soviet. But China still is very important to North Korea and in the point of checking the excessive Soviet influence, North Korea needs strengthening links with China Despite the imperative, there are five major conflicting elements between North Korea & China: discrepancies in economic policies, the Kim I1 Sung and his attempt to transfer Power to Kim' Chung I1 the views concerning Korea's unifications issue and the withdrawal of U.S. military presense from the korean penisula and China's relationships with U . S . A and Japan. All in all, China's progmatic policy influences greatly on the relationship with North Korea and intertwinese the two nation subtly. Given the situation, North Korea is adjusting its economic policy accepting China's changing policy and attempts to gain the upper hand in reunification policy in the Korean peninsula through improving relationships with U.S.A and Japan as well as China.
