중등교사 전보에 관한 연구

Abstract

This study has the purpose of acquiring the basic data of personnel changes in Kang Won-Do secondary education through the analysis and study of Kang Won-Do secondary teacher'supplement system and administrations of secondary teachers' supplement analyzed with the precedent survey. In this study, the followings were set up as the subject of study. 1. Dose the current secondary teachers' supplement maintain the improvement of speciality? 2. Dose the current secondary teachers' supplement maintain the impartiality? 3. Is the proper distribution of teachers in the current secondary teachers' supplement achieved? The object of study were sixteen middle schools (two hundred and fifty-five persons) and twelve high schools (two hundred and forty-five persons) in Kang Won-Do. In order to investigate the acknowledgement of Kang Won-Do secondary teachers' supplement system and administration, the preparation for questioning paper was based on the previous survey through the method of preliminary interview with the school inspector of Kang Won-Do Boards of Education office, the president of Hak-sung Middle School of Wonju City, and the School inspector of Wonju Municipal Education Office. The acknowledgement was measured after the factors were corrected with the questioning paper which was based on the Korean Federation of Education Association's (K.F.E.A.) Questioning Paper on the supplement and change of job system of the educational public services. The collected data as a result of survey was analyzed with a programme of LISP of KAIST. The outcome of study classifying the objects of study according to the distinction of sex, position, and service career are as following. At the first, the concern on the current supplement of secondary teachers was on the whole represented to be very high, and the contentment was common. In the aspect of Comprehention, the responds to the question in which sense the current secondary teachers' supplement are importantly administered, showed that accordingly the adjustment and the complementation of quorum came first, the prevention of educational activity stagnation next and lastly, the instruction of the inadequate teachers. On the basis of the above survey, the outcomes collected from the three aspects are as following: Firstly, from the results of opinion survey on the speciality improvement, both of education and teachers in the contribution regarding the aspect of speciality improvement of the current secondary teachers' supplement, it was showed that the principle of continuance of the service in the same region and same school and the principle of service continuance of teachers in the islands and the isolated places has comparatively much help school development. It was presented that the principle of supplement limitation is of little assistance to the school development. The fierce reaction was also showed to that the application of merit system would influence the teachers for the speciality improvement of teachers. General training has no conspicuous difference in the positive and negative response. The consent and opposition to the consideration of additional points in general training showed nearly the same counteraction. In the application of a merit system, the intensive response was presented to the working performance as the items that should be considered in advance. Then, the hospitality toward the exemplary guidance teachers, the study performance, and the commendation point came in accordance. Therefore, it can be presumed that teachers might consider the working performance as the most important thing. Secondly, to analyze the contribution regarding the impartiality maintenance of the current secondary teachers' supplement, it was divided into administrative side and systemical side. As a result of this analysis, the principle of supplement order and the consideration of personnel management power by the president in the administrative side, was comparatively considered to be fairly operated. The hospitality for the supplement exception had only a slight difference in positive and negative counteractions. But, it was presented that the supply of equal working conditions to teachers were nearly impartial. In addition, the opinion in the systemical side that it was not so bad in the establishment of personnel management area was intensively represented. When the opinion about re-establishment of personnel management area with the opposite one was investigated, the results showed sharply high response to the opinion that would establish the personnel management area by uniting the first district as a municipal district and to the opinion that would establish the second district as Gun district neighboring the city. The poinion that would create Dong Hae city as the third district showed a similar phase in the positive and negative. Thirdly, from the results of how much the current supplement of teachers in the administrative aspects had the contribution to the consideration of adequate distributions, the response showed that it was relatively considered in the distribution of a desirable working place. Both the positive and negative responses were similar to each other in the consideration of living center, morale elevation, and service contentment. It was reacted that it was rarely considered both in the obliteration of regional education difference and the development of the island and isolated places and in the quidance of student life. It was also highly counteracted that the factors which give the morale elevation and service contentment would be helped in the consideration of residental area and the children's education.;본 연구는 강원도 중등교사 전보의 제도와 운영면을 분석 연구함으로써 강원도 중등교육 인사이동에 기초자료를 얻고자 함에 목적이 있다. 이러한 목적을 위해 중등교사 전보의 실태와 운영을 선행 연구를 중심으로 분석하였고, 본 연구에서는 다음을 연구 문제로 설정하였다. 1. 현행 중등교사 전보가 전문성 향상을 유도하고 있는가? 2. 현행 중등교사 전보가 공정성을 유지하고 있는가? 3. 현행 중등교사 전보에서 교사의 적재적소 배치가 이루어지고 있는가? 연구 대상은 강원도 내 중학교 16개교(255명), 고등학교 12개교(245명)로 강원도 중등교사 전보의 제도와 운영면에 대한 의식을 조사하기 위하여 질문지 작성은 강원도 교육위원회 장학관, 평창군 교육청 학무과장, 원주시 학성중학교 교장, 원주시 교육청 장학사와 예비 면접 방법을 통해 사전 조사를 기초로 했으며, 대한 교육연합회의 「교육공무원 전보·전직제도에 관한 질문지」를 기초로 해서 요인을 수정하여 작성한 질문지를 이용하여 측정하였다. 조사결과 수집된 자료는 한국과학기술원(KAIST) 전산실의 LISP Program을 이용하여 분석하였다. 분석 방법은 성별, 직위별, 근무 경력별로 분류했으며 연구결과는 다음과 같다. 먼저 현행 중등교사 전보에 대한 관심도는 매우 높게 나타났으며 만족도는 대체적으로 무난한 편이며, 이해도 면에서 현행 중등교사 전보가 어느면에서 중요시 되어 운영되고 있는가에 대한 반응으로는 과목조절 및 정원보충을 위해서가 제일 순위였고, 그 다음이 교육활동 침체 방지며, 제일 하위순위에 부적응교사 선도로 나타났다. 위의 조사를 기초로 하여 다음 세가지 측면에서 얻은 결과는 다음과 같다. 첫째, 현행 중등교사 전보의 전문성 향상 측면에 대한 기여도에서 교육의 전문성 향상과 교사의 전문성 향상에 대한 의견조사를 실시한 결과 교육의 전문성 향상을 위해서는 현행 교사전보에서 동일구역 및 동일교 근속기간 근무연한 원칙과 도서·벽지교원 근무연한 원칙에는 비교적 학교발전에 도움이 많이 되고 있다는 반응을 나타냈으며, 전보제한연한 원칙에는 학교발전에 도움이 약간되고 있다는 반응을 보이고 있다. 또한 교사의 전문성 향상을 위해서 실적주의 원칙적용은 교사에게 영향을 미치는 편이다에 높은 반응을 보였으며, 일반연수는 긍정적 반응과 부정적 반응에서 별차이를 보이지 않고 있다. 일반연수 가산점 고려에서도 찬성과 반대가 거의 비슷한 반응을 나타내고 있다. 실적주의 원칙 적용에서는 우선 고려할 사항으로 근무성적에 제일 높은 반응을 보였으며 그 다음으로 모범수업 지도교사우대, 연구실적, 표창점수 순으로 반응이 나타난 것으로 보아 교원들은 근무성적을 제일 중요시 여기고 있음을 볼 수 있다. 둘째, 현행 중등교사 전보의 공정성 유지 측면에 대한 기여도에서는 운영면과 제도면으로 나누어 조사한 결과, 운영면에서 전보순위 원칙과 교장의 인사내신권 반영은 비교적 공정하게 운영되고 있다고 생각하고 있으며, 전보특례 우대는 긍정적 반응과 부정적 반응에서 별차이가 없었고, 교사에게 균등한 근무조건 기회제공은 거의 공정하지 못하다고 생각하는 경향으로 나타나고 있다. 또한 제도면에서는 현행 인사구역 설정에 대해서 그런대로 괜찮다는 의견에 가장 높은 반응을 나타냈다. 반대한다는 의견을 중심으로 인사구역 재설정에 대한 의견을 조사한 결과 반응은, 1지구를 시지구로 통일하여 설정하고져 하는 의견과 2 지구를 시에 인접한 군지구로 설정하고져 하는 의견에는 매우 높은 찬성을 나타냈고, 동해시를 3지구로 설정하고져 하는 의견에는 찬성한다와 반대한다가 서로 비슷하게 나타나고 있다. 세째, 현행 교사전보가 적재적소 배치 고려를 운영면에서 어느정도 기여하고 있는가에 대해 조사한 반응 결과는 희망지근무지 배치에는 비교적 고려되고 있다는 경향을 나타냈으며, 생활근거지 중심과 사기앙양, 근무만족 고려에는 긍정적 반응과 부정적 반응 양자가 서로 비슷했고, 지역간 교육격차 해소와 도서·벽지진흥, 학생 생활지도면에서는 거의 고려되고 있지 못하는 것으로 반응을 나타냈다. 또한 사기앙양과 근무만족을 주는 요인으로는 생활근거지 고려와 자녀교육에 도움이 된다는 점에 가장 반응이 높게 나타났다.
