Abstract
대학도서관의 수서부서는 교수 및 학생의 연구와 교육 지원을 위한 다양한 분야의 자료와 정보를 신속하게 제공하기 위해 보다 전문적인 장서개발정책과 수집기법을 필요로 한다. 외부의 서적상을 통해 서적을 구입하는 수서부서는 서적상의 전문화된 서비스가 제공되어야 비로소 수서업무의 완전한 자동화가 가능할 것이다. 미국의 경우 1960년대에 더욱 정교한 수서시스템의 자동화가 시작되었고, 또한 서적상이 개발한 어프루벌 플랜은 대학 및 연구도서관의 효율적인 수서와 장서개발의 수단이 되었다. 최근 정보기술이 발달함에 따라 도서관 기술봉사업무의 아웃소싱이 확산되고 어프루벌 플랜 도서의 처리 속도를 향상시켜 신속한 배가가 가능해졌다. 본 연구는 국내의 서적상이 이와 같은 서비스를 도서관에 공급하고, 도서관이 이를 통해 수서업무의 효율성을 높이기 위해서 필요한 방안을 마련하는 데 그 목적이 있다. 이를 위해 문헌연구, 사례연구, 설문조사의 연구방법을 병행하였다. 문헌연구를 통해 수서업무와 서적상의 역할, 그리고 어프루벌 플랜과 이를 이용하고 있는 미국 대학도서관의 사례에 대해 고찰하였다. 또한 국내 대학도서관에서 어프루벌 플랜을 적용하여 수서업무를 수행하고 있는 사례를 예시하였다. 국내 대학도서관과 서적상의 업무 현황을 파악하기 위해 설문조사를 실시하였다. 조사대상 도서관은『한국도서관통계 1998』을 기준자료로 삼아 연간 자료구입 예산이 10억원 이상인 전국의 29개 대학도서관을 선정하여 설문지를 우송하고 이중 회신을 받은 27개 대학도서관(회수율 93.1%)을 대상으로 분석하였다. 설문지는 도서관의 일반적인 배경과 수서, 정리업무 현황, 그리고 어프루벌 플랜 관련 문항으로 구성되었다. 또한 서적상은 인터넷 서점과 판매도서에 대한 전산화를 구축한 서울소재 대형서점 4곳을 선정하여 서적상의 일반적인 배경 및 업무 현황에 관한 설문지를 FAX로 우송하여 조사하였다. 이와 같이 문헌연구와 설문지조사를 통한 연구 결과, 어프루벌 플랜과 같은 도서구입 제도의 활용을 통해 보다 효율적인 도서구입을 위한 방안을 요약하면 다음과 같다. 첫째, 도서관은 장서개발정책 지침의 확립으로 체계적인 도서 선정을 위한 제도를 마련하고 자동적인 구입 방법을 통해 업무를 간소화해야 한다. 이를 위해 세부적인 수서 업무의 자동화를 추진하고 외부의 서적상, 서지 유틸리티와 상호작용할 수 있는 인터페이스를 구축하여 업무 처리의 효율성을 높여야 한다. 또한 서적상의 선정 및 거래 방법을 개선하고 서적상과의 지속적인 거래를 통해 서적상의 전문화를 위해 협력해야 할 것이다. 둘째, 서적상은 판매 자료의 DB 구축에 더하여 KDC, DDC 등 분류표에 기반을 둔 주제 구분을 통한 신간안내서비스를 도서관에 제공하고, 아울러 주제 시소러스의 개발에 관심을 가져야 할 것이다. 또한 MARC 레코드의 제공 등 부가 서비스를 개발하여 도서관에 제공해야 한다. 국립중앙도서관, 한국교육학술정보원, 도서관 자동화시스템회사, 출판유통업계와 협력하여 도서 선정/주문 업무의 온라인 시스템 구축과 도서관 시스템과의 인터페이스 확립을 위해 노력해야 할 것이다. 셋째, 도서관과 서적상이 자동적인 수서방법 및 판매 제도를 구축하기 위해서는 출판계 및 국가 도서관, 서지기관 등의 협력이 필수적이다. 출판유통시스템의 현대화와 정보 전산화는 도서관과 서적상, 출판산업 전반의 발전에 기여할 것이다. 또한 국립중앙도서관은 납본도서의 CIP 부여 업무를 지속적으로 추진하고 신간자료의 신속한 KORMARC 제공으로 도서관의 장서개발과 DB구축을 위한 자료로 활용되게 해야 한다. 1997년부터 분담목록시스템을 시작한 한국교육학술정보원은 국가적인 서지기관으로서 OCLC와 같이 다양한 서비스를 개발하여 도서관 자료의 정보공유와 처리 업무의 개선을 도모하고 도서관과 서적상의 발전에 협력해야 할 것이다. ; Acquisitions departments in academic libraries need more professional collection development policies and techniques to rapidly provide materials and information on various fields to support faculty and students education and research needs. Acquisitions departments that purchase books from external book vendors can achieve a complete automation by providing professional book services. Libraries in the United States have used sophisticated automated acquisitions systems since the 1960 s and also approval plans developed by book vendors have been used as means of effective acquisition and collection development. As information technology developedand outsourcing of technical services utilized,librariesbecame able to acquire shelf-ready books by improving book approval plan processes. The purpose of this study is to advise libraries to prepare to improve acquisition efficiencies, and permit local book dealers similar services to libraries. A literature review, case study and survey study were done. Through literature review, the role of acquisitions work and book dealers, and approval plans, and the cases of American academic libraries using the plans were examined. Also, a model case was presented where a domestic university library purchases books applying the approval plan. And surveys to assess the actual roles of academic libraries and book dealers in Korea were done. The subject libraries of this survey were 29 college universities throughout the nation, having a combined annual book procurement budget of more than one billion Won based on Statistics on Libraries in Korea, 1998, and completed questionnaires from 27 of these libraries(93.1% return rate) were analyzed. The content of questionnaires includes the general background of the libraries, and their present acquisition arrangement and approval plan processes. The questionnaires on the general background and the present situation of business of four large book stores in Seoul were sent via facsimile. Plans for an effective book purchasing system based on the results of this study are as follows. First, libraries should make plans for the systematic selection of books by establishing collection development policies, and streamline internal work processes through automated book purchasing methods. For this, they should promote the development of detailed book-receiving task and increase the efficiency of work processing by building interfaces with bibliographic utilities and outside booksellers. Also, libraries should cooperate to identify specialized book dealers, improve the efficiency of book dealer selection and transaction processes, and constantly trade with book dealers. Second, book dealers should provide new titles announcement services to libraries by developing coding of book subjects based on the standards such as KDC and DDC in addition to database building of selling books. And they need to have an interest in developing the subject thesaurus. Book dealers should provide additional services such as MARC record supplies to libraries. They should also establish interfaces with library systems and on-line systems of book selection/ordering by cooperating with National Central Library, Korea Education & Research Information Service, library automation system vendors and publication trade associations. Third, to build an automated book-receiving and sales system, libraries and book dealers should collaborate with the publications industry, national libraries, and bibliographic utilities. The modernization of publications trade systems and information computerization will contribute to the general development of the publishing industry. Also, the National Central Library should continue CIP supply work and immediately establish KORMARC for new books for library collection development and database building. Korea Education & Research Information Service, which started sharing its cataloging system in 1997, should also cooperate with book dealers and libraries to develop various services such as OCLC as a national bibliographic utility, information sharing, and work improvement.
