정보화 사회의 주거, 도시 변화와 개발 방향에 관한 연구

Abstract

정보화 사회는 대체로 주요 인간 활동이 정보 및 통신 기술이 제공하는 서비스의 지원을 받아 이루어지는 사회를 뜻한다. 인류의 역사 가운데 혁명적 변화는 종종 인간이 의존하는 기술체계의 근본적 변화와 상응하는 경우가 많다. 정보혁명은 산업혁명의 기초를 이루었던 물질문명의 기술에서 정보기술이라는 새로운 기술로 대체되면서 인간들의 삶과 사회구조에 근본적인 변화를 가져오게 된 상황을 지칭한다. 이러한 정보 혁명은 물리적 시간과 공간의 개념을 변화시키고, 컴퓨터 통신 망 속에서 존재하는 새로운 사이버 공간(cyber space)을 등장시켰다. 정보화 사회에서는 기존의 물리적 도시 공간과 사이버 공간이 상호 작용하면서 주택 및 지역, 도시 생활 양식을 기존의 패턴과는 다른 새로운 형태로 변화시키고 있다. 현재 정보화 사회의 주거, 지역, 도시 공간의 변화에 대해 다양한 용어와 개념들이 산발적으로 적용되고 있다. 용어와 개념이 정립 되지 않은 상황에서의 개발은 한계에 부딪히며 많은 문제점을 내포하게 되므로 본 논문은 용어와 개념 정립을 우선하였다. 정보통신 기술의 발달과 그에 따른 사회 변화를 포괄하는 하나의 상징어로 확립된 "cyber" 용어를 사용하여 변화된 주거, 지역, 도시 공간을 사이버 아파트, 사이버 빌리, 사이버 도시로 지칭하면서 개념을 정립하였다. 또 우리나라의 사이버 아파트, 사이버 빌리, 사이버 도시의 개발 현황을 분석하여 우리나라 상황에 적합한 개발 방향을 제시하였다. 주거 분야에서 정보통신 기술의 영향은 사이버 아파트의 등장이다. 1) 사이버 아파트의 개념은 초고속정보 통신망 등의 인프라 구축을 통해 다양한 지역 커뮤니티 컨텐츠가 제공되는 인터넷 이용 환경과 외국의 인텔리전트 주택의 개념인 다양한 자동화 시스템이 통합된 주택을 일컫는다. 2) 지역 차원의 사이버 빌리는 네트워크로 연결된 정보 통신 인프라 환경으로 전통적 지역 공동체 뿐만 아니라 새로운 가상 공동체 형성이 활발하게 이루어지는 특정 지역이다. 사이버 빌리는 새롭게 등장한 사이버 공간을 활용함으로써 지역 사회와 이익사회의 이익을 함께 추구할 수 있는 총체적 생활 공간이다. 3) 사이버 도시는 물리적 건축적 형태와 도시 공간의 형태 뿐만 아니라 경제, 사회, 문화 등 전반에 걸친 정보화 사회의 변화를 일컫는 총체적 개념이다. 또 현실 도시의 공간적 제약을 벗어난 사이버 공간 상에서만 존재하는 가상도시(Virtual City)도 다른 사이버 도시의 개념으로 정립하였다. 이러한 개념 정립과 현황 분석을 통해 우리나라의 개발의 문제점을 분석하였다. 1) 사이버 아파트의 개발은 공동주택 관련 제도의 미비와 거주자의 생활 환경을 고정화 시키는 문제, 중. 대형 아파트 단지에 집중된 개발이므로 소형 아파트와 단독 주거지의 정보화 소외 계층 발생의 문제점의 개발 자체의 문제점을 지적할 수 있으며 정보화 촉진을 위해 새롭게 제정한 초고속정보통신 건물 인증 제도는 예비 인증의 문제점과 융통성 없는 단기적 기준으로 종합적 건물 성능에 대한 고려가 미흡하다. 2) 사이버 빌리 개발의 문제점은 아파트 단지 중심의 집중된 개발과 지역 특정이 배제된 획일한 서비스 제공의 개발이다. 또 지나친 상업주의적 성향과 일방향 정보 제공 서비스 역시 문제시 된다. 3) 사이버 도시의 개발에는 체계적이고 종합적 계획의 미비와 연계성 없는 단독 개발로 비용의 낭비되고 있으며, 지역 격차에 따른 양극화 등의 문제점을 지적하였다. 개발 현황과 문제점을 토대로 개발 방향을 제시하였다. 1) 사이버 아파트는 현재의 다양한 법령과 기준이 적용되고 있는 관련 법규를 종합하여 일원화 시켜야 하며, 사이버 아파트 개발의 궁극적 목적인 인간의 삶의 질을 향상을 위해 지나친 상업화는 배제시켜야 한다. 또 획일화된 서비스 제공 보다는 정보화 사회의 다양한 가구 형태와 가구 특성에 대응하는 형태로 개발해야 한다. 마지막으로 사이버 아파트의 효율적 성능 발휘를 위해 각 분야의 기술을 협력하여 종합적인 개발이 되도록 해야 한다. 2) 사이버 빌리의 개발 방향은 인프라 구축 비용의 문제로 아파트 단지 중심의 사이버 빌리 구축의 문제를 해결하기 위해서는 정부와 민간 업체의 협력을 통한 개발이 이루어져야 한다. 지역 공동체 이익 중심의 사이버 빌리를 위해서는 지나친 상업화는 배제되어야 한다. 30 사이버 도시는 경쟁적 개발로 중복 투자의 낭비를 막기 위해서는 종합적이고 체계적인 개발 계획 수립과 합의가 선행된 후 개발이 이루어져야 한다. 또 획일화된 개발보다는 도시별 수요에 맞는 개발이어야 하며 정보화 지역 격차가 없도록 민간 부분의 적극적 참여를 유도하면서 개발되어야 한다. 본 논문은 정보화 사회의 주거, 지역, 도시를 중심으로 변화된 개념을 'cyber'의 용어를 사용하여 체계적으로 개념을 정립한 것에 의의가 있다고 할 수 있다. 그러나 주거, 지역, 도시의 변화는 정보 통신 기술의 발달과 함께 끊임없이 이루어지고 있는 상황이므로 앞으로 다른 개념으로 대체될 수 한계가 있다. 또 개념 정립을 우선하였기에 개발 현황을 통해 제시한 개발 방향은 향후 좀 더 체계적이고 총체적인 분석이 필요할 것이다.;In information society, human's main behavior is supported by services of the information and communication technology. In Human's history, there are many cases that revolution of human's life is concerned with fundamental change of technical structure that human was depending on. Information revolution designates situation that substituted technology of information civilization technology of material civilization. Information revolution like this, changed concept of physical time and space, made 'Cyber Space' existing in computer communication appear. In information society, Interacting between physical urban space and cyber space, so, life style of previous house and region and city are changed into different form from existing pattern. At present, various words and concepts for change of house and district and urban space of information society are unsuitably applied. Development in situation that words and concept is not defined, has the limitation and the problem, so in this thesis, it was taken precedence that words and concepts was defined. Using term 'cyber' that includes development of information communication technology and change of society following those, I defined concept of cyber: changed housing and region and urban space. And analyzing condition of cyber apartments, ville and city of Korea, I suggested guidelines of appropriate development. Influence of information communication technology in residence field is appearance of Cyber apartments 1) The concept of cyber apartment is the house served social community contents with infra like high-speed communication net, that Internet atmosphere and various automatic systems like case of foreign intelligent house are integrated. 2) Cyber ville is a kind of a word that is information communication atmosphere of region linked with network, and is an area that of information of new imaginary community can be activated. Cyber ville is general life space that can induce benefit of district society and individual society. 3) Cyber city is a general concept that is designated the change of information society: forms of physical architecture, urban space, and economy, society, culture etc. are included in this category. And in cyber space without spatial limitation of real world, visual city is also included in concept of cyber city. With definition of concept and condition analysis, I analyzed problems of development in Korea. 1) In the development of cyber apartments, Imperfection of system concerned with communal houses and problems of unified life atmosphere of dwellers, low class people because almost development is concentrated on apartments for high class are also problem. And building authentication system has problem pre-authentication system because of temporary standard without flexibility. That is imperfection of consideration for total capacity of building. 2) Development of cyber ville is being concentrated on development apartment and development of uniform service without regional character and overflow of excessive commercialism and information supply without interface between dwellers and suppliers. 3) In the development of cyber city, there is the insufficiency of systematic and synthetic plans, the expense waste by reason of individual development without connection. And the gulf between regions became deepen. Through development condition and point of issue, I suggested the direction of development. 1) We have to fix concerned law force that applied with various laws and standards and to exclude excessive commercialism for improvement of life, the ultimate goal of cyber apartment. And we have to develop various house form that can confront character of information society. And we avoid the uniform service. Finally we need to encourage each field to display capacity of cyber apartment. 2) To solve problems on cyber ville construction, the direction of cyber ville has to lead development with cooperation between the government and private companies. To make cyber ville that is concentrating on profit of regional communities, we have to avoid excessive commercialism. 3) To avoid loss by duplication investment, cyber city is developed after establishing unified and systematical plan. And that has to focus on development that is fit for urban requirements: to avoid uniform development.
