Glass ceiling barriers to women's accession to decision-making positions

Abstract

전세계의 여성들은 현재, 과거 그 어느 때 보다도 높은 수준의 교육을 받게 되었고 노동시장에의 참여 또한 마찬가지이다. 현재 세계 인력의 40% 이상이 여성이다 (2001 국제노동기구). 그러나 이러한 여성의 지위 향상에도 불구하고 의사결정단계에 있어서 여성의 참여는 매우 적다. 이들 여성 중 단지 소수만이 높은 벽을 뛰어 넘어 회사 조직이나 다른 여러 분야에서 두각을 나타내고 있을 뿐이다. 이 논문에서 필자는 이러한 여성의 의사결정단계의 참여를 방해하는 주요 장애물을 알아보고 그 극복방안을 살펴보고자 한다. 이를 위해 필자는 여성의 직장에서의 승진이 어느 높이까지 가능한지를 먼저 알아보고자 한다. 필자가 한국에서 했던 예비조사와 미국의 회사조직에서의 조사를 연구사례로 들어서 여성의 승진을 방해하는 요소가 무엇이며 어떻게 이러한 장애물을 극복할 것인지를 논의해 보고자 한다. 미국 회사의 사례는 신흥 개발도상국이나 제 3세계에게 모범이 될 것이다. 나아가 이 논문이 또한 사회전반에 걸쳐 여성의 지위향상에 작은 보탬이 되어주리라 사료되는 바이다. ; Women all over the world have achieved higher levels of education and participation in the workforce than ever before. Presently, women constitute over 40% of the global workforce (ILO 2001). However, despite these gains their level of representation in decision-making positions remains abysmally low. Only a handful of them have succeeded in breaking through the artificial barriers that prevent them from advancing within the corporate and other sectors of human endeavor and reaching their full potential. In this paper, I attempt to identify the major obstacles to women s accession to decision-making positions as well as suggest ways that these obstacles could be overcome. In order to reach this goal I will review related articles/studies on the glass ceiling. Using the corporate sector in the United States of America as a case study of the glass ceiling and a pilot study on the glass ceiling I conducted in South Korea, an explanation of what the glass ceiling is all about will be given. Recommendations for breaking the glass ceiling will also be made. The cases of the glass ceiling in Corporate America given as examples will serve as an eye-opener to the people in "newly industrializing countries" and the Third World in exposing new avenues of combating the glass ceiling. The paper will further give a better insight into the effect of the glass ceiling on women s progress and the society at large.
