Abstract
본 논문의 목적은 비정부기구(NGO)가 국제안보영역에서 수행하는 역할과 그 가능성에 대해 고찰하는 것이다. 탈냉전 시기 변화하는 국제 정치 상황은 국제정치학에도 새로운 시각을 요구한다. 이에 국제 관계에서 국가 중심적 시각을 견지하는 현실주의 정치학에 대한 대안으로써 신자유주의적인 상호의존이론이 그 적실성을 인정받고 있다. 90년대 이후 구성주의 또한 주목을 받고 있으나 물적 설명의 토대가 아직 부족한 실정이다. 본 논문은 이에 상호의존 이론에 입각하여 현재 국제안보영역에서 활동하고 있는 비정부기구의 활동상을 살펴보았다. UN의 비정부기구 위원회, 영국의 무기거래에 반대하는 시민운동, 그리고 대인지뢰금지운동이 그것이다. 이들은 모두 정보와 지식의 보급 및 연대의 강화라는 기존 비정부기구의 역할 뿐만 아니라 국가의 안보 정책에 압력단체로써 역할 하거나 좀더 적극적인 경우에는 조약의 체결과 같은 제도의 설립도 주도하고 있었다. 이러한 실례로 볼 때, 상호의존이론에서 주장하듯 군사력을 바탕으로 하는 국가 주도의 국제안보레짐은 좀더 다양한 협상력과 상호 의존적 관계를 바탕으로 하는 국가와 국제기구, 비정부기구 간 협력과 견제의 형태로 변화하고 있다고 볼 수 있다. 그러나 국가의 역할이 완전히 소멸되었다고 보는 것에는 무리가 있으며 안보 문제의 특성상 이슈에 따라 국가가 레짐의 주도권을 장악하는 경우도 있다는 점은 주지할 바이다. 또한 본 논문에서 다룬 세 가지 비정부기구의 경우는 극히 일부이므로 앞으로 더욱 많은 비정부기구 활동에 대한 연구가 요망된다. ; In this paper, I am discussing the role of NGOs in international security issues. My interest lies in the rising voice of civil power in international relations and examining its potentiality as a prominent actor in world politics After dismantling the Cold War structure, not only the ordinary people but also the scholars in international politics have faced the need for the perceptual change of the present world situation. State-centric viewpoint of realists is challenged by the more liberal, interdependent arguments which sound much relevant to the analysis of world polity. Especially, NGO, as a non-state actor, has enlarged its influence on security matter. While it is difficult to draw the clear definition of security from the literature, surely its conceptual boundary becomes extended. One of the strong cases of NGO s intervention in security issues may be the successful campaign of banning landmine. ICBL, which many NGOs over the world involved, took initiative in distributing the issues to make the world public opinion arouse, and finally forcing almost 100 countries to sign the treaty to band landmine. Its accomplishment is quite outstanding because the organization succeeded not only in its original job of education and mobilization of the people, but also in influencing the nation-state policy Although NGOs practices in security issue area seem quite positive, it still has some hurdles ahead; sanctions, for example, is one that NGOs cannot effectively use to the states to make them cooperate. Its own capacity to solve the security problem is still limited compared to the state. However, NGOs influence over the international issues will be strengthened more and more.
