Gender and development approach : application for women entreprenuership development in SMIs

Abstract

본 논문의 연구목표는 WID (Women in Development) 접근법과 GAD (Gender and Development) 접근법의 비교 연구를 통하여 과거의 경제 개발 정책과 여성 개발 정책을 비판하고, 나아가 GAD 접근법을 바탕을 해서 중소기업에서의 여성기업가개발이 어떻게 실현될 수 있을 지 검토하는 것이다. WID 와 GAD 의 비교에 있어서 이 글에서는 먼저 WID 접근법에서 GAD 접근법으로 변천하게 되는 역사적인 배경을 살펴보게 된다. WID 접근법은 처음으로 여성들의 현실과 발전에 있어서의 그들의 중요한 역할을 강조했다는 점에서 그 의미를 찾을 수 있다. 그러나 WID의 지나친 여성 강조 성향은 남성과 구분 짓는 여성만의 구획화 (sectorization)를 낳았다. 뿐만 아니라, 여성을 수동적이고 주변적인 대상으로 보는 WID의 전제는 여성들이 적극적인 주체로서 발전할 수 있는 다양한 잠재력을 제한하는 결과를 초래했다. 그리하여 학계와 발전 기구에서 여성 발전을 위해 일하는 학자와 정책 입안자들은 WID의 한계점을 깨닫고 새로운 접근법을 모색하던 중 GAD접근법에 도달하게 된다. 발전 과정에서의 성 (gender) 불평등 문제를 다루는 데 있어서 GAD접근법은 다면적이고 총체적이며 실질적이다. 또한 구획화 보다는 협력과 통합에 초점을 맞추는 경향이 있다. GAD접근법은 밑으로부터의 풀뿌리 대중 운동이나 동원을 강조한다. 따라서, GAD 접근법을 토대로 ‘발전’의개념은 토론과 참여의 복합적인 과정을 통한 개인과 사회의 사회적, 경제적, 정치적, 문화적 향상을 의미하게 된다. 이러한 발전 개념은 과거의 경제 발전 정책의 반성을 거쳐 등장하게된 지속 가능한 발전 (sustainable development) 과 깊은 연관이 있다. 대규모의 중앙 집중적인 산업화를 주장하던 정책 입안자들은 과거 발전 정책의 통화 침투효과 (trickle-down effect)의 한계를 인정해왔다. 이는 곧, 개발정책 뿐만 아니라 여성 정책에 있어서 변화를 의미하고, 그 변화는 상의하달 (上意下達) 식이 아닌 하의상달 (下意上達) 식의 일반 대중의 참여가 중요한 역할을 한다는 것을 의미한다. 발전과정에서의 여성들의 참여의 기회가 GAD 접근법과 중소기업개발 (SMID) 이 공통적으로 가지고 있는 밑으로부터의 풀뿌리 대중운동이나 하의상달식의 대중 참여의 특징으로 인해증가하게 되었다. 경제, 사회 발전에서의 중소기업의 중요성과 중소기업개발의 긍정적인 측면은 정부와 정책 입안자들이 여성중소기업가개발 증진에 관심을 가지게 한다. 그러나 성에 근거한 불평등과 여성에 대한 속박으로 인해 개발도상국의 많은 여성들은 자기 자신의 사업체를 운영할 수 있는 기회도 가지지 못한 채 빈곤 상태에 있다. 이러한 상황에서 GAD접근법을 바탕으로 한 정책 개발이 요구되는 것이다. 본 논문에서는 GAD접근법이 여성기업가개발정책에 어떻게 반영될 수 있는지를 알아보기 위해 유엔공업개발기구(UNIDO)의 활동을 소개한다. ; This thesis, by comparing Women in Development (WID) approach and Gender and Development (GAD) Approach, aims to discuss how past approaches to economic development and to women development can be criticized and how women entrepreneurship development in small and medium-industries (SMIs) can be accomplished, using the GAD approach as its foundation. In comparing WID and GAD, this paper examines the historical background of the shift from the WID to the GAD. The WID approach was very meaningful in highlighting the situation of women and significant role women play in economic development. However, its overemphasis on women resulted in sectorization of women. Also, its limited premise of women as passive and marginal subjects restricted women‘s potential to become active agents. Considering the limits of the WID, those who worked for women‘s development in development agencies and academia came to explore other kinds of approaches. Thus, the GAD approach arose. In terms of dealing with gender inequality in the process of development, the GAD approach is multi-dimensional, holistic and substantial. The approach focuses on cooperation and integration rather than sectorization. It also emphasizes the importance of grassroots level mobilization. Hence, the concept of development on the basis of the GAD approach can be vied as a social, economic, political and cultural betterment of individuals and of society as a whole through a complex process of discussion and participation. This notion of development can be equivalent to that of “sustainable development” which appeared the contemplating the past development policies. Policy makes who used to insist on large-scale, centralized industrialization have acknowledged the limit of “trickle-down” effects. In other words, there in a shift in the approach to development as well as to women, specifically the emergence of bottom-up mobilization. With the characteristics between GAD and small and medium-scale industry development (SMID) of bottom-up or grassroots level mobilization, women came to have more opportunities to play as active participants the process of development. The significance of SMIs for economic and social development and positive aspects of SMID are powerful enough to persuade government and policy makers to promote women entrepreneurship development in SMIs. However, due to the gender-based problems and constraints against women, many women in developing countries are still in acute poverty, far from having any chance to run their own firms. Here, the GAD approach can be fully engaged. In order to see how the GAD approach can be adapted to women entrepreneurship development. this paper introduces the distinctive activities of UNIDO.
