The role of the United States in the Korean reunification process : multilateral security relations of the four major powers in Norheast Asia

Abstract

The thesis, in the context of power dynamics in the Northeast Asian region, is analyzing the implication of the role played by the United in the process of reunifying the Korean peninsula. It is undeniable that the United States is indispensable in maintaining order and conditional peace on the Korean peninsula and in Northeast Asia as a whole. The United States has been Korea‘s close ally and supporter for a long time. However, there have been criticisms that such heavy reliance on the U. S. power may not be healthy in the long run for South Korea to actively engage other major regional powers, i. e. China, Japan and Russia. The four powers, including the United States, have been known to be more interested in maintaining the status quo than in the actual implementation of the Korean reunification process. Their belief is that the Korean reunification has the potential to bring about harmful repercussions for the region and for their own interests ultimately. However, instead of accepting that attitude of the major powers, South Korea needs to take a more aggressive stance in making the four powers change their perceptions of the reality and accommodate a reunified Korea. The four powers should change their previous perceptions and accept that the Korea reunification has more positive outcomes for themselves. South Korea will need to maintain a close relationship with the United States even after the reunification, yet there are limits for South Korea to rely on the United States to build its way to the reunification. In line with the multilateral cooperation for the reunification, South Korea should have foresight and nurture close relationships with China and Japan, as well as take precaution not to neglect Russia. ; 본 논문은 동북아 지역내의 권력 역학 측면에서 한반도 통일 과정상 미국이 담당한 역할의 영향을 분석하고 있다 한반도 및 동북안 전반에서 질서와 조건부 평화를 유지하는 데에 있어서 미국이 필요불가결 하다는 점은 부정할 수 없다. 미국은 오랜 기간 동안 한국의 친밀한 동맹국이자 지원국이었다. 그러나 미국의 국력에 대한 의존이 한반도 통일 실현에 장기적으로 해가 될 수도 있다는 비판이 일고 있다. 국제 정치 판국의 변화는 한국으로 하여금 중국, 일본 및 러시아와 같은 나머지 지역내 강대국과의 적극적 협력을 불가피하게 만들었다. 4강은 남북한 통일의 실현보다는 현상 유지를 선호하고 있는 것으로 알려겼다. 한반도 통일이 지역뿐만 아니라 각국의 이해 관계에 부정적 반동이 있다는 것이 4강의 확신이다. 그러나 한국은 이러한 4강의 인식을 변화시키고 통일된 한국을 받아들일 수 있도록 더욱 적극적인 노력을 해야 한다. 4강 역시 과거의 인식을 버리고 한반도 통일이 긍정적인 결과를 가져다 줄 것이라는 사실을 인정해야 한다. 한국은 통일 이후에도 미국과 긴밀한 관계를 유지해야 하지만, 통일 과정에서 미국에 의존하는 것에는 한계가 있다. 통일을 위한 다자간 협력의 일안으로, 한국은 앞을 내다보고 중국, 일본 및 러시아와의 관계를 돈독히 해야 한다.
