The role of FDI in economic development : a comparative analysis of East Asia and Latin America

Abstract

지난 수 십년에 걸친 개발도상국들의 경제 발전 과정에서 외국인직접투자의 유입은 꾸준히 이루어져 왔으며 최근 세계 경제의 통합이 가속화하면서 그 흐름은 더욱 활발히 전개되고 있다. 그러나 개발도상국들의 경제 발전 논의에 있어 외국인직접투자의 유입이 갖는 의미는 오랜 기간동안 논란거리로 존재해 왔다. 특히 외국인직접투자에 대한 논의에는 단순한 경제적 효과 뿐만이 아니라 정치, 사회적 요소들이 개입되는 경우가 많았으며 대개의 경우 외국인직접투자가 개발도상국에 미치는 부정적 효과가 부각되어왔다. 이러한 부정적 평가와 더불어, 외국인직접투자가 가져오는 직접적인 이익에 대한 논의도 발전해왔다. 개발도상국의 입장에서 외국인직접투자의 유입은 부족한 자본을 확보할 수 있는 기회라고 볼 수 있다. 국내저축만으로는 경제 개발을 위한 충분한 투자를 이행할 수 없는 개발도상국에게 외국인직접투자는 이를 보충할 수 있는 자금의 유입을 의미한다. 또한 외국인직접투자로 인해 유발되는 기술이전, 고용창출, 경영기법의 발전 또한 이러한 요소들을 절실히 요구하는 개발도상국들에게는 발전의 원동력으로 평가될 수 있다. 본 논문은 이러한 외국인직접투자가 개발도상국들의 경제발전에 직접적으로 미치는 영향을 분석하고자 했다. 외국인직접투자의 유입과 경제성장 간의 관계를 통계적 방법을 통해 분석한 뒤 이에 대한 평가를 내리고자 했다. 동아시아와 중남미 개발도상국들에서 이루어진 외국인직접투자와 이것이 이들 국가들의 경제성장에 미치는 직접적인 영향을 분석한 결과 외국인직접투자는 보편적으로 경제성장과 상관관계를 갖고 있는 것으로 나타났으나 지역별, 그리고 국가별로 큰 차이가 있음을 보여주었다. 본 논문은 기존의 문헌들을 통해 그러한 차이가 발생한 이유에 대해 설명을 시도하고자 했으며 그 가운데 동아시아와 중남미 지역의 경제발전전략의 차이를 중요한 요인이라고 보았다. 동아시아의 수출주도 성장전략과 중남미 지역의 수입 대체 발전전략은 외국인직접투자의 유형과 역할에도 큰 영향을 미쳤다고 할 수 있다. 수출주도 외국인투자와 수입대체 외국인투자는 국제무역수지 등을 통해 개발도상국들의 전체 경제 성장에 있어 각기 다른 역할을 했다. 이밖에 인적자원의 발전과 누적 역시 생산성에 영향을 미쳐 외국인직접투자 기업을 통해 보다 높은 부가가치를 창출할 수 있도록 하는 요소라고 설명할 수 있다. 동아시아에서 이루어진 인적자원의 축적은 외국인기업이 이들 국가에서 창출해 낸 부가가치와 상관관계를 갖는 것으로 보인다. 마지막으로 전 세계 경제의 급속한 통합 과정을 고려할 때 개발도상국들이 세계 경제에 효율적으로 통합되고 경쟁력을 갖기 위해서는 외국인직접투자를 잘 이용해야 한다고 제언할 수 있다. 보다 많은 외국인직접투자를 유치하기 위한 노력과 더불어 이들로부터 더 많은 이익을 이끌어 낼 수 있는 전략을 추구해야 할 것이다. ; During last several decades, foreign direct investment (FDI) became prevalent in developing countries that have sought economic development. Naturally, FDI have been a crucial issue to discuss economic development. Even though FDI inflow and economic development coincided in the developing countries of East Asia and Latin America, the role of FDI in economic development has been a matter of intense controversy. Despite the negative assessment on FDI, which engages to political debates, the occurrence of FDI has importance to developing countries since they have not yet cumulated their own capital. To the developing countries in which domestic savings and investment is not enough for economic development, FDI is an opportunity to complement the lack of capital, because FDI includes technology, job and management skill as well as financial capital, all that are desperately needed for economic development. The objective of this thesis is to analyze how FDI actually contributed to the economic development of developing countries for last 20 years, especially in relatively large economies in East Asia and Latin America. Moreover, this thesis tried to demonstrate the FDI-Economic growth relation statistically. The result showed that, in general, FDI and economic growth have positive relationship in developing countries. But the fact that country divergence was evidently vivid in the research deserves to be noted. This thesis made an attempt to explain the regional and country divergence in FDI-Economic growth relationship by examining the distinguished characteristics of developmental strategy and initial factor to affect the performance of FDI. Research relying on the literature showed the industrial policy has important implication for FDI s role in developing countries. The export-oriented investment and import-substituting investment that represent the main developmental policies had different effect to economic development. Finally, this thesis suggested some policies for developing countries that need FDI as an engine of growth. To be integrated to the global economy and to be more competitive in world market, developing countries should try both to be more attractive to foreign investors and to design policies to receive more from FDI.
