Korea's financial reforms under global era : comparative study of Korea and Taiwan

Abstract

한국은 타이완과 함께 최근 30여년간 아시아 경제의 급속한 성장을 대표하는 국가였다. 그러나 성공적으로 평가 받아온 한국의 개발정책은 1997년 아시아를 휩쓴 외환위기를 통해 큰 도전을 받고 있다. 한편, 한국과 함께 아시아의 대표적 신흥공업국가(NICS)로 주목 받아온 홍콩, 대만, 싱가폴 등의 3개국은 그러나 同 위기를 무리 없이 극복해 낸 것으로 평가 받고 있다. 특히 근대경제사에 있어 많은 부문 한국과 가장 유사한 대만의 경제적 建制는 한국이 금융개혁을 추진하고 있는 現 상황에서 꼭 짚어볼 문제가 아닐 수없다. 이는 유사한 전통과 배경을 가지고 비슷한 발전전략을 취해 온 것으로 평가되는 두 나라의 경제가 洞 위기에 다른 반응을 보인 원인을 비교연구 함으로써, 한국이 추진하고 있는 금융개혁 및 기업구조조정 등의 중요정책에 새로운 방향의 제시가 가능하기 때문이다. 세계화시대 지구촌 시장경제의 통합은 개별국가의 경제가 더 이상 고립될 수 없도록 하였고, 개별경제의 무역 및 외부경제와의 相關性을 크게 증진시켰다. 이제 지구촌 시대에 국가는 경제활동을 위해 국내외의 경제·정치 및 기타의 모든 가능한 상황을 함께 예측하고 분석해야 하는 것이다. 통합경제시대에 개별 국의 외환보유고와 그 보유구조는 결국 해당국의 경제상황을 보여주는 하나의 중요한 기준이다. 이러한 의미에서, 외환보유고 부족으로 1997년 국가파산의 위기를 겪은 한국이 개방경제에 적응하기 위한 경쟁력 있는 금융체계를 수립하는 것은 과거권위주의 시대와는 사뭇 다른 시각에서 진행되어야 하는 것이다. 따라서 본 연구는 지구촌시대에 자유롭게 入出되는 국제자븐에 대한 효과적 운용, 관리 및 금융과 기업부문의 동시개혁, 다양한 투자원천의 확보 그리고 기업지배구조의 합리화를 위한 논의를 시도했다. 본 연구에서 행해진 논의와 제안된 정책은 한국이 良質의 인적자원을 포함한 그 고유 경쟁력을 활용해 오늘날 세계경제에 맞는 새로운 금융체계를 형성하는데 도움을 줄 것으로 기대 한다. ; Korea has achieved remarkable economic growth along with Taiwan for recent three decades. Korea‘s confidence on its successful development strategy, however, was greatly challenged by the financial crisis of 1997. On the other hand, Taiwan‘s economy which in many parts is similar to Korea‘s one did not experience such serious economic problem as Korea during the same time. Both Korea and Taiwan have developed its economy with state0led development strategy. One of major policy by two countries was export-oriented one, resulting in increase of nations’ dependence on trade and of their economies‘ vulnerability to external economic situation. In addition, recent global trend of market integration has made Korea more sensitive to changes of external economic environment. Comparisons of two nations, having many similarities in tradition, financial system, and so on are done to help inference of solutions for current Korean financial problems. Differences in monetary policy, financial structure, size of firms, corporate finance, sources of investment founds, and exchange control are taken into account importantly in making the policy suggestions proper to Korean economic restructuring. General discussions of efficient management of international capital under open market in global era, and suggestions on, in particular, necessity of simultaneous reforms of financial and corporate sectors, diversity of source of investment fund, and establishment of corporate governance discipline are examined in this study. These discussions and policy implications are expected to help Korea to both utilize its inherent strength like competitive human capital and build new incentives and institutional framework in tune with today‘s global economy.
