Abstract
On April 8, 1886, William Ewart Gladstone introduced the Irish Home Rule Bill for devolution to Ireland into the House of Commons for settling the "Irish Question," long time triggering problem of England. He believed that the Bill would help settling the "Irish question" and at last, reinforcing the unity of the British Empire. However, Ireland had been an important colony of England for a long time and had existed as a part of the United Kingdom since 1800. Accordingly, the concern that a part of the United Kingdom, the heart of the British Empire, would be dissolved brought about tremendous social responses in English society. The Conversative united immediately under the slogan of Unity of the Empire . Moderate whigs and part of radicals which defected the Liberal cooperated with it, and formed the Unionist. As a result, the Home Rule Bill was rejected at 2nd reading on June 8, 1886 in spite of the efforts of Gladstone and Irish nationalists to pass the Bill in the Parliament. This event has been studied with importance in English political history for a long time because of its critical political aftermaths; the division of the Liberal over the Bill, the fortification of the Conservative government on the basis of imperialism, and the conflict between England and Ireland etc. However, besides existing understandings, it seems possible to draw out a new meaning from the event if we look at the arguments around the Bill in the light of the change of Britishness in the time of imperialism since the 1870 s. In the early 19th century, Britishness was established on the firm basis of Protestantism. It had been influenced by various historical events such as the Reformation in 1534 from Catholic to Protestantism, the creation of Great Britain by the union of two Protestant countries, England and Scotland in 1707, and wars with France, Catholic country, continued throughout almost 18th century. The representative character of Britishness was the elitism of Englishmen, precisely the pride of what so-called the Freedom of English Man was. It was based on the exclusive attitude of Protestant toward un-English elements, particularly, the Catholic. The traditional identity, however, got a severe blow by the union between England and Catholic Ireland in 1800 and also the end of wars against France in 1815. Now, England had to explore a new way to justify her Protestant identity as her traditional other, Catholic, disappeared. Accordingly, the danger of elements against Protestant basis of Britishness became much remark able. The efforts of the government to accept the Catholic legally seemed to damage English Protestant identity. For example, the Catholic Relief Act of 1829 caused general anti-Catholic sentiment in English society. It explained that England which lost traditional other, Catholic, in early 19th century became more aggressive in maintaining her Protestant identity. The truth that the essential basis of Britishness was Protestantism was never changed despite the fact that Catholic inside as well as outside the nation wasn t an intimidating enemy any more. It was because the international relationship between England and France changed and England wasn t a country that consisted of only Protestants. The English identity had been becoming more exclusive since the 1870 s. This change was influenced by the Great Depression and active imperial policies of the government since the 1870 s. In those days, the rivals of England such as France, Germany, and America developed rapidly. Compared to these countries, England seemed relatively stagnant. Such perception made English anxious. Accordingly, the most important question in those days was to maintain the glory of England. Active imperial policies were a solution. All the movements, which threatened the position of England, were taken as a subject of precaution in the atmosphere stirred up exclusive nationalism among English. In this situation, the "Irish question" calling for Irish national demands strongly tested the English imperial policy for the first time. In the 1880 s, England had two obstacles in settling the "Irish question". The first was related to imperialism. Since Ireland was an essential part of the United Kingdom, the devolution to Ireland had a danger being considered as a sign of disintegration of the Empire at ease. The second was a problem related to Protestant identity of the England. Ireland was a representative un-Protestant element that England had to accept as it expanded her territories. Hence, solving the "Irish question" well was important. Basically, it meant the disappearance of England s a long troublesome question. More importantly, England possessing a number of colonies which had nothing in common with England in terms of religion, race, and culture could have a critical precedent for an effective rule of the Empire. The Home Rule Bill of 1886 made the two parties of England face with important two problems, the settlement of the "Irish question" and the maintenance of unity of Empire. In this situation, the Liberal and the Conversative chose a different way. The Liberal suggested that the United Kingdom was a multi-national state. This state contained within its boundaries certain historic nations with their own political traditions and identities. Therefore, only by accepting the fact could bring bonds and harmonious relationships to nations within the United Kingdom. The attitude of the Liberal toward Britishness could help solving problems following the expansion of the Empire and, at the same time, breaking the present crisis by bringing a firmer unity of Empire. That is, the Liberal thought that English traditional exclusive identity should be revised to adapt a changed situation. Compared to the viewpoint of the Liberal, the Unionists including the Conversative chose an opposite way to reinforce the essential exclusiveness of Britishness. They didn t want the truth that England was the center of Britishness to be changed. They claimed that only strengthening existing Britishness and doing this making the unity of the Empire firmer could overcome immediate crisis and maintain the glory of the Empire. The United Kingdom should be, the Unionist thought, a unitary state in terms of politics or culture. To the Conservative, therefore, the idea of the Liberal that England had to recognize the individuality of nations within the United Kingdom and give them rights of self-government was nothing more than a trial for disintegrating the Empire. The Conservative defeated the Liberal on debates over the Irish Home Rule in 1886. Judging from the difference of opinions between the two parties regarding the future direction of English identity, results implied that the policies of England toward its colonies at this historical moment had a potential to process in the direction of emphasizing an exclusive identity as an identity of the age of imperialism. Howevern, the opinion of the Unionist was just a reflection of the atmosphere of English society that had been getting conservative more and more throughout the late 19th century. What England wanted in the age of imperialism and ultra-nationalism was not harmony and toleration between England and its colonies, let alone, among nations within the United Kingdom, but a strong Empire, which was an integrated United Kingdom. Therefore, in that reason, the event of 1886 is a good case to show the change of Britishness in a transition period from the mid-Victorian period to the New Imperialism in the late 19 th century. ; 886년 4월 8일, 글래드스턴은 영국의 오랜 난제였던 아일랜드 문제를 해결하기 위해 아일랜드에 입법적 자치권을 허용하는 아일랜드 자치 법안을 의회에 입안했다. 글래드스턴은 이 법안으로 아일랜드 문제의 해결은 물론, 궁극적으로 영제국의 통합이 더욱 공고해질 것이라고 믿었다. 그러나 영제국의 핵심을 이루고 있는 연합 왕국(United Kingdom)의 일부가 분리된다는 생각은 엄청난 사회적 파장을 일으켰다. 보수당은 즉각 제국 통합이라는 구호 아래 단결했고, 여기에 자유당을 이탈한 온건 휘그파와 일부 급진파들이 가세하여 통합주의 세력을 이루었다. 그 결과, 글래드스턴과 아일랜드 민족주의자들의 노력에도 불구하고 자치 법안은 6월 8일 제 2독회에서 기각되었다. 이 사건은 법안을 둘러싼 자유당의 분열, 이후 20여년간 이어지는 보수당 정권의 탄생, 그리고 영국과 아일랜드의 대립이라는 측면에서 오랫동안 주로 정치사적 관심의 대상이었다. 그러나 이것을 영국의 전반적인 위상이 위협받는 상황에서 전개되고 있던 제국주의 시대에 일어난 영국 정체성의 변화라는 측면에서 본다면 위와는 다른 새로운 의미를 발견할 수 있다. 19세기초 영국 정체성은 굳건한 신교의 토대 위에 성립되어 있었다. 여기에는 1534년 가톨릭에서 신교로의 종교개혁과 1707년 신교국가인 잉글랜드와 스코틀랜드의 합병, 그리고 18세기동안 계속된 가톨릭 국가인 프랑스와의 전쟁과 같은 역사적 사건들이 중요한 영향을 끼쳤다. 구체적으로 그 모습은 비신교적인 요소, 그 중에서도 가톨릭에 대한 신교의 배타적인 태도를 토대로 한 영국인의 선민 의식, 특히 영국인의 자유에 대한 자부심으로 나타났다. 그러나 이러한 전통적인 정체성은 19세기초 가톨릭을 신봉하는 아일랜드의 합병과 대 프랑스 전쟁의 종결로 크게 타격을 받을 수밖에 없었다. 이제 영국은 가톨릭이라는 위협적인 타자가 사라짐에 따라 자신들의 신교적 정체성을 정당화할 수 있는 새로운 길을 모색해야 했다. 이러한 분위기 속에서 기존의 신교적 토대에 반하는 요소들의 위험성은 더욱 크게 부각되었다. 가톨릭을 합법적으로 수용하려는 정부의 노력은 영국의 신교적 정체성을 훼손하는 것으로 받아들여졌고, 1829년 가톨릭 해방령과 같은 조치는 사회 내에 전반적인 반가톨릭 정서를 고조시켰다. 요컨대, 19세기초 가톨릭이라는 전통적인 타자를 상실한 이후 영국은 기존의 신교적 정체성의 유지에 더욱 예민해지게 되었다. 즉, 국제 정세의 변화로 가톨릭은 더 이상 영국의 위협적인 적이 아니고, 또 영제국이 확대됨에 따라 영국이 더 이상 순수하게 신교적인 요소로 이루어지지 않게 되었음에도 불구하고, 영국 정체성의 신교적 토대에는 변화가 없었고, 이것을 변화시키려는 시도도 용납하지 않았다. 1870년대 이후 대불황과 제국주의 정책이 적극적으로 전개됨에 따라 영국 정체성은 더욱 배타적인 성격을 띄기 시작했다. 프랑스, 독일, 미국과 같은 경쟁 국가들의 빠른 성장에 비해 영국은 상대적으로 정체되어 있는 것처럼 보였고, 이러한 현실 인식 속에서 불안감이 크게 확산되었다. 따라서 이 시기의 가장 중요한 과제는 영국의 영광을 유지하는 것이었다. 적극적인 제국주의 정책은 그 해결책이었다. 그리고 이와 같이 배타적인 민족주의를 고양하는 사회 분위기 속에서 현재의 영국의 지위를 위협하는 모든 움직임은 경계의 대상이 되었다. 그런 맥락에서 19세기 후반기에 접어들면서 강경하게 민족주의적 요구를 내세우고 있던 아일랜드 문제는 당시 영국 제국주의 정책의 중요한 시험대였다. 1880년대에 이르러 아일랜드 문제의 해결은 두 가지 장애물을 지니고 있었다. 첫 번째는 제국주의적인 문제였다. 아일랜드는 연합 왕국 영국의 핵심을 이루고 있었기 때문에, 아일랜드로의 자치권 이양은 자칫 제국 분열의 전조로 보일 수 있었다. 두 번째는 영국의 신교적 정체성과 관련이 있었다. 아일랜드는 전통적인 신교 국가인 영국이 팽창함에 따라 수용하게 된 대표적인 비신교적 요소였다. 그러므로 아일랜드 문제를 순조롭게 해결한다는 것을 중요한 의미를 지닐 수 있었다. 기본적으로 그것은 영국의 오랜 난제의 소멸을 뜻했다. 그러나 더 크게는 제국의 확장으로 인종적·종교적·문화적 공통점이 전혀 없는 수많은 식민지들을 소유하게 된 영국이 효과적인 제국 통제를 위한 선례를 가지게 된다는 점을 의미했다. 이와 같은 아일랜드 문제의 해결과 제국 통합의 유지라는 난제에 직면하여 자유당과 보수당은 선택을 달리했다. 자유당은 영국이 다민족으로 이루어져 있다는 사실을 받아들여야 한다고 주장했다. 그럼으로써, 영제국 내 다양한 민족들 사이에 유대가 회복될 수 있을 것이고, 조화로운 관계가 유지될 것이었다. 그리고 궁극적으로 영제국의 팽창에 따른 문제가 해결됨과 동시에, 더 공고한 제국의 통합이 이루어져 현재의 위기를 타개해 나갈 수 있을 것이라 믿었다. 즉, 자유당은 영제국을 둘러싼 환경이 변한 상황에서 전통적인 배타적 성향이 강한 영국의 신교적 정체성은 수정이 불가피하다고 보았던 것이다. 이러한 자유당의 관점에 비해, 보수당을 비롯한 통합주의자들은 영국 정체성이 가지고 있던 배타성을 더욱 강화하는 방향을 택했다. 이들은 당면한 현실의 위협을 극복하고 영국의 영광을 유지하기 위해서는 기존의 잉글랜드 중심의 정체성을 더욱 강화하여 제국의 통합을 도모해야 한다고 보았다. 그들이 생각하기에 영국은 정치적 단일체일 뿐만 아니라 문화적으로도 단일체였다. 그러므로 영국 내 한 민족의 개별성을 인정하여 자치권을 부여한다는 자유당의 생각은 제국 분열의 시도 이외에는 아무 것도 아니었다. 1886년 아일랜드 자치 법안을 둘러싼 논쟁에서 자유당은 결국 통합주의자들에게 패배했다. 영국 정체성의 향방에 대한 두 당의 견해 차이를 생각해 볼 때, 이것은 곧 다가올 제국주의의 시대에 영국이 더욱 배타적인 정체성을 수용할 것이라는 사실을 암시하는 것이었다. 따라서 이 사건에서 제국주의 시대 영국 정체성의 모습을 엿볼 수 있다. 왜냐하면 통합주의자들의 견해는 우경화되어 가는 영국 사회의 분위기를 반영한 것에 지나지 않는 것이었기 때문이다. 제국주의와 국수주의가 득세하는 현실 속에서 당시의 영국 사회가 원했던 것은 조화와 관용보다는 단결된 영국 중심의 강한 제국이었다. 그러므로 1886년의 사건은 제국주의로의 전환기에 영국 정체성의 변화를 보여주는 좋은 사례라 할 수 있다.
