1970년대 재야 민주화운동 연구

Abstract

이 논문은 1970년대 박정희 체제 하에서 전개되었던 재야 민주화운동의 운동방식과 성격에 대한 연구이다. 1970년대 학생, 농민, 노동자, 정치인, 언론인, 문인, 종교계 등의 사회운동의 대부분은 권위주의 체제를 종식시키고 군사독재를 타도하자는 민주화 운동이었다. 재야 민주화 운동이란 학생운동, 노동운동, 농민운동과 같이 단일한 정체성으로 묶이지 않는 민주화 운동을 포괄적으로 통칭하는 개념이다. 1970년대 민주화운동에 있어서 영향력이 컸으며 활발히 활동을 전개한 세력은 바로 재야 민주화운동 세력이었다. 따라서 이 재야 라는 개념을 적극적으로 활용할 필요가 있다. 학생운동, 노동운동, 농민운동 등의 1970년대 사회운동과 더불어 재야세력의 민주화 운동이 연구될 때에 1970년대 민주화 운동의 전체적인 모습이 드러난다. 기존논의를 보면 1970년대 재야로 분류되는 집단들은 주로 민주화 운동을 했던 종교계, 해직언론인, 해직교수, 제도권 밖에서 활동했던 정치인, 문인 집단들이다. 기존논의에서는 이 세력들을 한꺼번에 재야라는 이름 하에 묶고 이들 민주화 운동의 성격에 대해서 설명을 시도하였다. 따라서 1970년대 재야 민주화 운동은 기층민중과 연계되지 못했다 또는 민중주의적 성격을 띠었다 등으로 상이하게 평가가 내려졌다. 이 논문은 민주화 운동의 활동방식과 민중과의 연계정도에 있어서 재야 민주화 운동세력 내에 차이가 나타난다고 보았으며, 따라서 재야세력을 크게 두 세력으로 구분하여 분석하였다. 첫 번째 세력은 재야 민주화운동세력 내의 상층연합세력이다. 언론인, 교수, 종교계, 문인, 정치인, 변호사 등 주로 지식인들로 구성된 이들 세력은 1970년대에 연합적으로 민주화운동을 해 나갔다. 상층연합세력은 주로 선언서와 성명서를 발표하는 형태로 활동하였으므로 이 논문에서는 이들 상층연합세력이 발표한 선언서와 성명서를 분석하였다. 1970년대 민주화 운동에 있어서 재야 상층연합세력의 역할은 지배 이데올로기에 대항하여 저항 담론을 일으키고 여론을 선도하며 정치적 공간을 확보함으로써 대항 헤게모니를 형성한 것이다. 재야 민주화 운동세력의 다른 한 축은 종교계 단체들이다. 상층연합세력이 정권에 대하여 대항 헤게모니를 형성했다고 하더라도 반정부 투쟁은 사회전반적인 호응이 있어야 성공할 수 있는 것이다. 이 역할을 담당한 것이 종교계 일부 단체들이었다. 종교계 집단의 경우 일부는 상층연합에서 활동했고, 다른 일부는 노동운동·농민운동과 직접적으로 연대하여 활동했다. 종교계는 상층연합세력과 노동운동·농민운동을 매개시켜 주는 역할을 하였다. 이 논문에서 분석대상으로 삼은 단체는 크리스챤 아카데미 , 도시산업선교회 , 가톨릭노동청년회 , 가톨릭 농민회 의 4개단체이다. 노동자, 농민들과 직접 연대한 이들의 민주화 활동은 상층연합세력의 활동과 구분된다. 재야를 두 개의 세력으로 구분하여 분석하는 것은 1970년대 재야 민주화 운동의 운동방식과 성격을 이해하는데 있어서 유용한 분석틀이다. 1970년대 후반에 이르면 재야 상층연합세력과 노동운동·농민운동은 종교계 단체들을 매개로 느슨하게나마 연대하게 되고, 이는 억압적인 권위주의 정권에 대항하여 강력한 반대세력을 형성하게 된다.; This study is about the form and character of Chaeya democratic movement under the Park s regime in 1970s. In 1970s most of the social movements including the students movement, peasants movement, and labor movement and campaigns of politicians, journalists, Catholics, and Christians were aimed at ending Park s military dictatorship and authoritarianism. Chaeya democratic movement is a concept that denotes the democratic movement of groups of people who do not share a unitary identity, in contrast to movements of students, peasants, and workers with unitary identity. It was the force of Chaeya democratic movement that played an important role with a strong influence in 1970s democratic movements. Therefore the word Chaeya is worth being used in a more active point of view. The force of Chaeya democratic movement needs to be studied with equal emphasis as the various social movements in the 1970s such as the movements of students, peasants, and workers, thus providing a general understanding of the 1970s democratic movement as a whole. The force of Chaeya will be classified into two groups, based on the method of activity and the intensity of connection with the working class. One is the upper group alliance among the force of Chaeya democratic movement. This upper group alliance is mostly composed of the educated such as journalists, professors, Christians, Catholics, lawyers, and politicians, which joined forces against the Park regime in 1970s. Since they acted primarily in ways of announcing statements and expressing their political views, this study will analyze the statements and declarations proclaimed by them. The main role of the upper group alliance in the 1970s democratic movement was to form a counter hegemony against the Park s regime. The other group is of religious parties. In case of religious groups, a part of them played a role in the upper group alliance and the rest reached out directly to the working class and the peasants, forming an alliance. Therefore the religious circles perfomed the role of intermediating between the upper group alliance of the Chaeya force and the working class. This study focuses on four religious parties - Christian Academy , Urban Industrial Mission , JOC , Catholic Farmers Movement . These groups are distinguished from the upper group alliances in the aspect of their direct alliance with the working class. By classifying the force of Chaeya into two groups and analyzing them separately, a useful framework of the Chaeya democratic movement in the 1970s can be constructed, allowing an in-depth comprehension for the form and character of the movement. In late 1970s, Chaeya upper group alliance and the working class came to unite by the mediation of the religious groups, and this united force formed a strong counter force against Park s oppressive government.
