통일사회를 대비한 북한 사회과 교과서 내용 연구

Abstract

본 연구의 목적은 우리와 이질적인 방향을 걷고 있는 북한의 사회과 교육 내용을 알아보는 것이며, 궁극적으로는 통일 후 사회에서 남북한이 진정한 사회통합을 이루기 위해서 사회과에서 강조해야 하는 내용요소에 대한 기초자료로서의 역할을 수행하기 위한 것이다. 본 연구의 구체적인 연구문제는 다음과 같다. 첫째, 북한 중등사회과의 이념 및 목표는 무엇인가? 둘째, 남한의 사회과 교과서 내용과 비교해서 북한 중등사회과 교과서 내용의 특징은 무엇인가? 셋째, 북한 사회과 내용의 특성상 통일 후 진정한 민족 통합을 이루기 위한 사회과교육 내용요소-기존의 통일교육과 민주시민교육의 내용 체제를 중심으로-는 어떠해야 하는가? 본 연구는 현재 북한에서 사용되고 있는 중등사회과 교과서 김일성·김정일 관련 교과서(평양:교육도서출판사, 1996) 5권을 대상으로 분석하였다. 분석을 통하여 얻어진 연구결과는 다음과 같다. 첫째, 북한 사회과 교육의 이념은 지·덕·체를 갖춘 공산주의적 새인간으로 키우는 것이며, 목표는 공산주의 혁명인재를 양성하는 것이다. 둘째, 북한 사회과 교과서 내용 분석결과는, 1. 정치·경제·사회체제의 사회화를 위한 내용이 전체 사회과 교과 내용의 81%를 차지하며, 특히 김일성과 김정일 찬양에 관한 내용 이 대부분을 차지하고 있다. 2. 사회 현상 인식을 위해 제시된 내용을 정치, 경제, 사회 체제에 대한 지식의 측면에서 살펴보면, 0.7%에 해당이 되어 매우 적은 분 량이 이에 해당되었다. 3. 역사적인 내용으로는 주로 김일성의 항일독립운동에 관한 것을 다루면서 사실에 대한 왜곡과 미국과 남한을 비방하는 내용을 언급 하고 있다. 4. 외국 상황 및 대외 관계에 대한 내용은 전체 내용 중 0.7%를 차지 하고 있다. 5. 교과서 내용 체제의 특징을 살펴보면 교과서 서두나 중간에 김일 성 교시 또는 김정일의 말씀 을 인용하면서 강조하고 있다. 셋째, 북한 사회과교과서 분석 결과를 통해서, 통일 후 사회과 교육에 서 강조해야 할 내용요소는 다음과 같다. 1. 통일 교육의 측면에서는 민족 공동체의식과 전통윤리의식을 반영 하는 내용을 강조해야 한다. 2. 민주시민교육의 측면에서는 ①지식: 북한학생들은 사회과에서 특별히 지식을 다루는 내용이 없 으므로 정치·경제·사회 체제 및 사회 문화에 전반에 대한 지식을 강조해야 하며, 남한의 학생들에게는 북한에 대한 지 식을 가르쳐야 한다. ②기능: 통일 후의 사회통합을 이루기 위해서는 남북한 학생들 모두 에게 합리적 의사결정과정, 사실과 가치의 구분은 중요한 기 능이다. ③가치 및 태도: 북한 학생들에게는 책임을 전제로 한 자유를, 남한 학생들에게는 평등을 보다 강조해야 하며, 민족 공동체의식을 함양하는 교육내용을 강조해야 한다. ④참여: 북한 학생들은 정치참여에 대해서, 그리고 남한 학생들은 공 익을 위한 정치참여를 배워야 한다. 이상에서 살펴본 바를 종합하여 남북 사회과 통합방향에 대한 제언을 다음 두가지로 요약할 수 있다. 첫째, 사회과 교과서의 내용적 측면에서는 남북한 두 체제간의 상이점과 공통점, 북한의 교육내용 중 수용될 수 있는 부분과 배제되어야 할 부분을 고려하여 남북한 통합 교과서 개발을 위한 시사점을 논의해 보는 후속연구가 있어야 할 것이다. 둘째, 통일에 대비하는 교육정책의 과제로서는 남북한의 교과서 시정 사업을 추진해야 한다.; The purpose of this study is the analysis of North Korean People s secondary school textbook of Social Studies. As a preparation for the contents constituent of the unified Social Studies after the re-unification of Korea； in order to present which contents included in Social studies should be emphasized for an integrated society. The specific research questions are as follows. I. What are the ideas and goal of the North Korean Social Studies? II. What are the characteristics of the content of North Korean Social Studies, compared with the contents of the South Korean Social Studies? III. Which contents included in Social studies and unification education in south Korea should be emphasized for an integrated society after the re-unification of Korea? The theme materials are 5 textbooks of North Korean Social studies named Father & Son Kim(Pyungyang:Educational publishing company, 1996) to analyse those research questions. I. The main idea of North Korean Social studies through the textbook is Jucheism and main goal is to educate students as politic-ideologized people. II. The characteristics of the content of North Korean Social Studies compared with those of South Korean Social Studies are as follows. 1. They emphasize politic-ideological contents which contribute to Kim Il-sung Jucheism in whole textbook. 2. Not do they have any special course to educate economics, but the contents of economics are dispersed in several courses. 3. There are distortion of South & North Korean historical description and of U.S. 4. There are "the Word" that Kim Il-sung & Kim jung-Il announced before in foreword at every chapter. III. Contents included in Social studies and re-unification education in south Korea which should be emphasized for the integrated society after the re-unification of Korea are as follows. 1. unification education: education for ethnic homogeneity and traditional ethics to overcome heterogeneity and psychological gap of nations. 2. democratic citizenship education: ①knowledge: Especially North Korean students need to learn contents of economics, politics, sociology in textbook. ②skills: democratic decision-making process practice should be included in textbook for both part of students after the re-unification of Korea. ③value: freedom especially for North, equality especially for South, ethnic homogeneity for both should be emphasized among the contents constituent of Social studies. ④participation: Because they haven t learned spontaneous political participation, practice is needed for North Korean students.
