ASP 선택기준의 체계적 구조와 상대적 중요도에 관한 연구 : 계층적분석과정의 적용

Abstract

21세기의 기업들은 치열한 세계시장에서 경쟁하기 위하여 인적자원, 기술, 프로세스를 연계하는 기업통합(Enterprise Integration)을 기반으로 보다 효율적인 제품과 서비스의 창출 및 공급을 위하여 파트너들과의 글로벌 연계(Extended Enterprise Collaboration)를 가속화하고 있다. 이러한 기업환경 하에 ASP(Application Service Provider)가 기업 정보시스템 운영의 대안이 될 수 있으며, 특히 파트너들과의 글로벌 연계 촉진으로 ASP 서비스의 걸림돌인 아웃소싱에 대한 거부감이 해소되고 ASP와 고객간의 상호신뢰 구축이 점점 더 용이해지고 있는 것이 사실이다. 그러나 관련 기업의 매출 성장에도 불구하고 ASP 서비스가 성장단계라고 하기에는 아직 이르다. ASP가 정착되어 발전하기 위해서는 서비스 및 시스템에 대한 안정성 및 보안성 등의 여러 가지 선결과제가 남아 있다. 이러한 ASP 시장환경의 확산과 선결과제의 미해결이라는 서로 대립되는 시장상황에서 정보시스템의 대안으로써 ASP의 선택이라는 화제는 그것을 필요로 하는 기업으로써나 ASP사업을 하고 있는 또는, ASP사업을 시작하려는 사업자로써는 결코 간단한 의사결정의 문제가 아닐 수 없다. 본 연구에서는 정보시스템의 대안으로써 ASP를 도입하려는 기업에게 과학적이고 체계적인 방법으로 만들어진 선택기준을 제시하고, 선택기준 들 간에 어떤 상대적 중요도가 있는지 규명해 보기 위해 두 차례의 설문을 실시하였다. 설문을 실시하기 전에 기존 문헌들과 ASP전문가와의 인터뷰를 통해 ASP선택항목에 대한 AHP 모형을 만들었으며, 이 모형에 대한 확인과 검증을 위해 1차 설문을 실시하였다. 1차 설문은 ASP도입가능 기업이라고 판단되는 총 120개 기업에 설문을 배포하였으며, 이중 58부가 수거되어 45부의 설문지가 분석에 사용되었다. 본 연구의 분석단위는 기업이며, 설문 조사의 대상은 기업의 정보시스템 의사결정자를 대상으로 하여 ASP에 대한 인지도와 정보시스템의 대안으로써 ASP선택 시 고려사항이 무엇이며, 고려사항 들간의 우선순위, 고려사항 들 중에 제외된 항목이 무엇인지를 알아보았다. 2차 설문은 1차 설문을 통해 확인된 연구모형에서 각 ASP 선택항목 들 간의 중요도를 알아보기 위해 ASP전문가들이라고 판단되는 ASP사업자들을 대상으로 30개의 설문과 함께 인터뷰를 통해 23개의 회수 설문 중 20건이 분석에 사용되었다. 분석결과 1차 설문을 통하여 기업이 정보시스템을 고려할 때 보안및안정성(12.89), 업무적합성(9.80), 관리비용(9.80), 패키지기능및확장성(9.07), 지원능력(8.71), 서비스범위및유연성(8.35) 등을 고려항목으로 생각하고 있으며, 고려항목 중에서도 업무적합성(20.09), 보안및안정성(14.36), 패키지기능및확장성(12.22)의 항목이 높은 우선순위를 두고 있음이 밝혀졌다. 2차 ASP 전문가들에 의한 고려항목 들 간의 중요도를 살펴본 결과 전략적중요도(0.112), 업무적합성(0.103), 보안및안정성(0.097), 유지보수비용(0.097), 공급사안정성(0.089) 등의 순으로 상대적 중요도를 높게 부여한 것을 볼 수 있으며, SLA 항목에 대해서는 계속해서 커져 가는 ASP 시장에 대한 기업의 요구사항을 반영하기 위해 높은 중요도로 전문가의 의견이 반영되었음을 알 수 있었다. 이와 같은 연구 결과는 향후 ASP에 대한 도입을 고려하는 기업들 또는 ASP 사업을 하는 사업자들에게 ASP 선택 시 고려해야 할 항목들과 고려항목 들 간에 중요도가 어떻게 되는지를 과학적으로 체계적인 방법을 사용하여 제시한 계기가 되었으며, 연구자들에게 향후 ASP에 대한 연구의 기틀을 제공하였다는데 의의가 있다. ; In 21^st century companies is rapidly implementing the extended enterprise collaboration to provide enhanced management services and products based on the enterprise integration that human resources, technologies and the management process. In this corporate environment, ASP (Application Service Provider) is a good alternative for corporate information system management. Global link with partners reduces the risk of outsourcing that comes with ASP and consolidates clients trust to the ASP. Companies with ASP have posted a record growth, however it doesn t translate into the proliferation of ASP services. Issues such as stability and security remain to be solved before ASP takes roots. Businesses are torn between the expansion of ASP services and its unsolved problems, when they have to make a decision about adopting APS or providing ASP services, as an alternative corporation information management system. This research offers the objective criteria for selecting ASP as an alternative information management system and the relative importance among the criteria, based on two field surveys among corporate. Prior to the surveys, AHP model was established through the interviews with the ASP professionals and the research on documentations. The first round of survey was designed to confirm the validity of the AHP model. The first round survey was among 120 businesses that have the most potential to adopt the ASP services. 58 companies responded and 45-survey sheet was analyzed. A business was a unit of analysis. Respondents were the decision makers on the corporate information system. The survey measures the businesses scope of understanding on the ASP, their criteria for selecting the ASP and priority among the criteria. The second survey was among ASP service providers to find out the relative importance of the criteria for selecting ASP based on the valid model on the first survey. The survey sheet was distributed to 30 companies; 23 sheets were returned and 20 sheets underwent the analysis. The respondents in the first survey pointed out security and stability (12.89%), compatibility with the corporate environment (9.80%), package functions and expandability (9.07%), ability of service support (8.71%), the scope of services and flexibility (8.51%). The priority was on compatibility with the corporate environment (20.09 %), security and stability (14.36%) and package functions and expandability (12.22%). In the second survey, ASP professionals put on the priority in the order of strategic importance, reliability of suppliers, compatibility to the corporate environment and the security and stability. They believed SLA takes on the increasing importance to meet the needs of companies in the growing ASP market. Using the scientific survey method, this research offers the criteria and its relative importance among them for both ASP service providers and the end-users to consider before selecting ASP, contributing to the research on ASP in years to come.
