구민회관의 노인여가프로그램 참여자들의 이용실태와 만족에 관한 연구

Abstract

점점 노인인구가 증가하면서 여가가 노인복지차원에서 큰 문제로 대두되었다. 그러므로 복지시설에서의 노인을 위한 여가프로그램이 더욱 필요할 때이다. 현재 사회복지관이나 노인학교 등에서 노인을 위한 여가서비스를 실시하고 있고, 많은 선행논문에서도 위의 기관에 대해 실태조사를 통한 연구가 있었지만 지역사회복지시설로서 구민회관의 노인여가프로그램 이용실태에 대한 선행연구는 전무한 실정이다. 따라서 구민회관은 지역사회에서 그 중요성이 부각될 뿐만 아니라 노인들의 여가활용에 효과적으로 기여할 수 있는 대안이 된다고 사료되어, 본 연구는 현재 구민회관에서 운영하고 있는 노인여가프로그램의 이용실태 및 만족도 조사를 통해 문제점을 도출하고 이를 바탕으로 사회복지적 대안을 마련하는데 목적을 두었다. 위에서 제기한 연구목적을 달성하기 위해 우선 다음과 같은 연구문제를 설정하였다. 첫째, 서울시 구민회관의 노인을 위한 프로그램 종류와 이용실태는 무엇인가? 둘째, 서울시 구민회관의 이용에 대한 만족요인은 무엇이고 그 수준과 차이는 어느 정도인가? 셋째, 노인들의 구민회관 이용확대 및 활성화를 저해하는 문제점과 복지차원에서의 해결방안은 무엇인가? 이에 따른 연구방법으로는 첫째, 문헌고찰을 통하여 노인여가의 필요성, 실태, 여가에 영향을 미치는 요인과 구민회관의 현황과 기능을 살펴보았다. 둘째, 4개 구민회관에서 운영중인 노인여가프로그램에 참가하는 200명의 노인들을 대상으로 설문조사를 실시하였고 조사결과를 바탕으로 이용실태와 만족요인을 도출하였다. 이러한 과정을 통한 연구결과를 요약하면 첫째, 조사대상인 4개의 구민회관에서 실시하고 있는 여가프로그램은 지역적, 재정적 특성에 따라 차이가 있었는데 그 중에서 특기할만한 사항은 비교적 비용이 적게 들고 노인들 스스로 이용할 수 있는 프로그램에 참여율이 편중되어 있었고 이러한 현상은 상대적으로 소득수준이 낮은 GR구와 KA구에서 더욱 두드려졌다. 따라서 경제적 여유가 없는 노인을 위한 할인제도나 요금보조를 통한 이용을 장려하고 저소득층 지역에서는 우선적으로 건강보호나 진단, 상담 등 기능을 부각시켜 신체적, 지역적 균등을 고려한 여가시설 및 프로그램의 운영이 요구된다. 둘째, 본 연구에서 노인들의 구민회관 이용에 대한 만족결정요인들은 접근성요인과 다양성요인의 두 가지로 축약되었다. 접근성은 노인들이 구민회관을 손쉽게 찾을 수 있고 프로그램에 참여하기 쉬운 정도를 나타내는데 본 연구에서 KN구민회관에 대한 접근성이 타 구민회관에 비해 많이 떨어지는 것으로 나타났다. 따라서 접근성을 높이기 위해서는 셔틀버스운행을 실시·확대하고 특히 운행코스를 적절히 배치하여 노인들이 원하는 시간에 쉽게 찾아올 수 있도록 해야할 것이며 무원칙적으로 배분되어졌던 프로그램의 체계적인 분류작업을 통한 재분배가 이루어져야 한다. 또한 다양성은 노인들 개개인의 취향과 신체적, 경제적 여건에 맞게 선택할 수 있는 프로그램과 시간 등의 다양함을 말한다. 본 연구에서는 KA구민회관 노인들의 다양성에 대한 불만이 상대적으로 높았다. 따라서 현재의 일률적이고 단편적인 프로그램과 이용시간을 더욱 다양화시키기 위해 소규모 단위의 프로그램의 활성화 및 보건, 정보, 상담서비스 강화 등을 통해서 지역 노인의 다양한 욕구가 노인중심의 복지기능으로 전환되어져야 한다

; As the elderly is gradually increasing, their by-time emerged as a main issue at the aspect of elderly welfare. Accordingly, nowadays the development of the by-time program for the elderly is being gradually requested at welfare facilities every year. As things stand nows, many welfare facilities have made an effort to develope the by-time program for the elderly, of course, there have been many advance researches which are related to social welfare facilities so far. However, there haven t put into practice the fact-revealing of by-time program for the elderly at the town hall as a main social welfare facility which having an important effect on our community. Accordingly, this paper was designed to represent its utilization method of by-time program development for elderly folks at the town hall and its function enlargement method, in other words enlargement method of community function. On the basis of the fact-revealing, this researcher made an effort to derivate optimal alternatives for its variation and enlargement at the town hall. For this, the researcher would like to make the following questions as the objectives under investigation for the purposes of the objectives represented above. First, with regard to by-time program for the elderly at the town hall in Seoul city, How about their utilization actuality ? what kinds of programs they have ? Second, What kinds of factors influence on the elderly s satisfaction of the town hall in Seoul city. With, How about their satisfaction extent and the difference ? Third, How can we find optimal alternatives for its variation and enlargement at the town hall, and How can we apply our minds to finding the solution at the aspect of social welfare ? In the process of analyzing above things, the research method of this paper were as follows : First, the researcher took into account the necessity of elderly by-time, their utilization actuality, and its present conditions on the basis of the advance-researches which have been represented so far. Second, the researcher surveyed 200 oldsters who are participating in the by-time programs operated by four town-halls in Seoul city. On the basis of the fact finding survey, there took into account their utilization actualities and their satisfaction factors. On the basis of the fact-revealing, the researcher made an effort to derivate optimal alternatives for its variation and enlargement at the town hall. the results of this research can be summarized as follows : First, By-time programs for the elderly at four town-halls under investigation had a significant difference statistically according to regional, financial characteristics. The thing remarkable among these factors is that they showed a marked concern about cost-effective and spontaneously participated-program. This appearance was remarkable in the district of GR-gu and KA-gu which their income level is low relatively. Accordingly, there have to give an impulse to their participation through various auxiliary-equipments for the elderly who are financially unstable, as well there have to make much account of the diversification of program and the consulting program considering health security program and health diagnosis program for the elderly with low-incomes. In other words, there have to make an effort to operate or develope the related-facilities and the related-programs considering their physical conditions, regional equivalences. Second, The satisfaction determinants concerning the elderly s town-hall utilization in this paper can be summarized by the factor of program diversification and the factor of facility accessibility. Here, the facility accessibility means that the elderly go easily to the town-hall, as well, the elderly can move nearer to the programs for them. From the result, the researcher knew that their access to the town-hall at KN-gu was more difficult considering others town-hall. Accordingly, there need to be concern about the proper, diversified operation of shuttle-bus for the purpose of enhancing their facility accessibility. Especially, there need to realign systematically many programs which have been organized unreasonably. In the other hands, program diversification means that the elderly can select various programs which are appropriated to their individuality and physical, financial conditions. In this paper, the researcher ascertained that the elderly of the town-hall at KA-gu was more difficult considering others town-hall at the aspect of program diversification. Therefore, there have to make an continuos effort to satisfy their various desirabilities by planning its flexible time-schedule excluding from the existing monotonous and desultory program, as well the authorities have to make an effort to enhance elderly-centered welfare function gradually by offering the various factors like health service, related-information service, consulting service.
