서울시 공립유치원 종일반 운영에 관한 어머니와 교사의 요구 조사

Abstract

The Purpose of this study were to analysis of mothers and teachers needs on the administration pattern, curriculum, equipment, financial supports, parents participation program, teacher s role and re-education in public kindergarten in Seoul and to make suggestions for furnishing the data for solving disagreement in full-day kindergarten operation. Reseacher questions of study were as follows: 1. What are the mothers and teachers needs of adminstration pattern and grouping form in full-day public kindergartens? 2. What are the mothers and teachers needs of curricular planning and operation in full-day public kindergarten? 3. What are the mothers and teachers needs of equipment and financial supports in full-day public kindergarten? 4. What are the mothers needs of parents participation program in full-day public kindergarten? 5. What are the teachers needs of teacher s role and re-education in full-day public kindergarten? The Participants of this study were 300 mothers of children in public kindergarten in Seoul and 180 teachers being in charge of public kindergarten in Seoul. The methods of this study were two questionnaires. Both were developed by the researcher. One was to examine mothers needs and the others was to examine teachers needs. The data of the study were analyzed using descriptive statistics such as frequencies, percentiles, χ²-test. SPSS program was applied for the statistical processing. The result of the study are summarized as follows: 1. The mothers and teachers needs of adminstration pattern and grouping form in full-day public kindergartens meant that mothers and teachers wished adminstration pattern is fit to each public kindergarten. But they wanted to make small group if children were younger. Both suggested full-day public kindergartens consist of sufficient the teaching staffs. 2. The mothers and teachers needs of curricular planning and operation in full-day public kindergarten were different. Especially mothers needs of afternoon curricular program were contrary to teachers . Mothers requested afternoon curricular program was made up extracurricular activities. For example extracurricular activities were instructing art , music, words, and counting etc. If full-day public kindergarten s afternoon curricular program wasn t made up extracurricular activities, they would not apply to full-day public kindergarten. But teachers favored an emphasis on basic manners. 3. The mothers and teachers needs of equipment and financial supports in full-day public kindergarten meant that an increased financial support was a prerequisite for the successful implementation of full-day public kindergarten system. 4. Mothers recognized parents participation program was necessary in full-day public kindergarten. Many mothers requested their participations in class. 5. Teachers recognized for teacher s most important qualification in full-day public kindergarten is love for children. They recognized e-education s necessity and suggested teaching plan and curriculum for full-day program are most important in re-education. ; 본 연구는 서울 지역에 소재한 공립유치원을 중심으로 유치원에서의 바람직한 종일반 운영을 위해 전반적인 운영형태, 교육계획 및 일과운영, 시설 및 재정지원, 부모 참여, 교사 역할 및 재교육 등에 관한 어머니와 교사의 요구를 분석해보고, 이들의 요구간의 차이를 알아봄으로써 종일반 운영시에 발생할 갈등 요인들의 해결 방안을 모색하기 위한 기초 자료를 제공하고자 하는데 연구의 목적이 있다. 본 연구의 목적에 따른 구체적인 연구문제는 다음과 같다. 1. 공립유치원 종일반의 운영형태 및 집단구성에 관한 어머니와 교사의 요구는 어떠한가? 2. 공립유치원 종일반의 교육계획 및 일과운영에 관한 어머니와 교사의 요구는 어떠한가? 3. 공립유치원 종일반의 시설설비 및 재정지원에 관한 어머니와 교사의 요구는 어떠한가? 4. 공립유치원 종일반의 부모 참여 활동에 관한 어머니의 요구는 어떠한가? 5. 공립유치원 종일반의 교사 역할 및 재교육에 관한 교사의 요구는 어떠한가? 본 연구의 대상은 서울시에 소재한 공립유치원에 자녀를 보내고 있는 어머니 300명과 서울시 공립유치원에 재직중인 교사 180명이다. 연구의 도구로는 공립유치원의 종일반 운영에 관한 어머니의 요구를 조사하기 위해 어머니용 질문지를 사용하였으며, 교사의 요구를 조사하기 위해 교사용 질문지를 사용하였다. 연구에 사용한 어머니용 질문지와 교사용 질문지의 내용은 유치원에서의 종일반 운영에 관련된 문헌 및 선행 연구를 기초로 하고, 본 연구의 5 가지 연구문제에 준하여 연구자가 작성한 것이다. 어머니용 질문지는 일반적인 사항에 관한 문항을 제외하고, 크게 4개 영역으로 구분되며 총 40문항을 사용하였다. 교사용 질문지도 일반적인 사항에 관한 문항을 제외하고, 크게 4개 영역으로 구분되며 총 41문항을 사용하였다. 수집된 자료를 분석하기 위하여 연구문제 1, 연구문제 2, 연구문제 3에 대해서는 각각에 대한 어머니의 요구와 교사의 요구를 알아보기 위해 빈도와 백분율을 계산하였고, 통계적으로 유의한 차이가 있는지를 알아보기 위하여 χ2검증을 실시하였다. 연구문제 4는 어머니를 대상으로, 연구문제 5는 교사를 대상으로 조사하여 빈도와 백분율을 계산하였고, 자유기술식 문항은 유형별로 범주화하였다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 공립유치원 종일반의 운영형태 및 집단구성에 대해서는 어머니와 교사 모두 오후 별도 종일반과 독립된 종일반의 형태 혹은 동일연령반이나 혼합연령반에 대한 요구가 특별히 한쪽으로 치우쳐 있지 않은 것으로 나타나, 종일반을 운영하는 공립유치원의 상황에 따라 적절한 구성을 해야 함을 알 수 있다. 그런데, 교사 대 유아의 비율에서는 어머니와 교사 모두 어린 연령일수록 비율이 더 낮게 나타났고, 종일반의 교사 구성이나 전체 교직원의 구성에서는 어머니와 교사 모두 최대한의 적절한 인원으로 구성되기를 원하였다. 둘째, 공립유치원 종일반의 교육계획 및 일과운영에 대해서는 어머니와 교사의 요구가 전반적으로 유의한 차이를 보였다. 특히 종일반의 오후 교육활동 내용에 대해 서로 상반되는 요구를 나타내었는데, 어머니의 경우에는 미술활동, 음악활동, 글자 지도 및 수 공부 등 특기지도나 특별활동을 매우 원하고 있고, 이러한 내용이 포함되지 않는다면 공립유치원의 종일반을 선택하지 않겠다고 하였다. 이에 반해, 교사의 경우는 기본생활습관지도를 중심으로 오후 교육활동을 해야 하고 대근육 활동, 자유선택활동 등을 전개하겠다고 하였으며, 특기지도나 특별활동을 하지 않아도 부모가 종일반을 선택할 것이라는 예측을 보여 어머니의 요구를 제대로 인식하지 못하고 있음을 알 수 있다. 셋째, 공립유치원 종일반의 시설설비 및 재정지원에 대해서는 어머니와 교사 모두 종일반에 적절한 시설이 갖추어지길 원하고 있어서 현재 공립유치원의 시설을 보완하고 확충해야만 이들의 요구가 반영된 종일반 운영이 이루어질 수 있음을 알 수 있다. 재정지원에 있어서는 어머니는 다양한 종일반 프로그램의 개발에 재정지원이 필요함을 요구하였고, 교사는 오전·오후 별도로 자격 있는 교사를 확보하는데 적극적인 재정지원이 있어야 한다고 하였다. 넷째, 공립유치원 종일반의 부모 참여 활동에 대해서는 어머니들이 필요성을 인식하고 있었다. 그런데 필요하지 않다고 반응한 경우에도 그 이유가 직장 생활로 인해 참여하지 못할 경우 자녀가 소외감을 느낄 것이라는 우려가 가장 많았다. 부모 참여 활동의 형태로서 부모 참관이나 참여 수업을 가장 많이 요구한 것으로 나타났다. 다섯째, 공립유치원 종일반의 교사 역할 및 재교육에 대해서는 종일반 교사에게 요구되는 자질에 관한 교사의 인식을 알아본 결과 1순위로 각 유아에 대해 끊임없는 애정을 갖는다 가 가장 높게 나타났고, 2순위로는 온화하고 명랑하며 인내심 있는 성격을 유지한다 가 가장 높게 나타났다. 재교육의 필요성에 대해서는 68.3%의 교사가 필요하다고 하였고, 재교육의 내용으로는 1순위로 종일반 운영에 관한 교육계획 작성, 교육내용 등에 관련한 내용 을, 2순위로 종일반 유아의 영양, 위생, 건강 관리에 관한 내용 을, 3순위로 종일반 시설 관리 및 운영에 관한 내용 을 원하는 것으로 나타나 교육계획 및 교육내용에 관한 요구가 가장 높음을 알 수 있다.
