IT와 멀티미디어 활용을 기반으로 한 첨단 의료서비스에 관한 연구

Abstract

정보통신기술의 급속한 발달과 그 응용은 인간생활의 모든 면에 큰 변화를 가져오고 있으며 인간의 건강과 생명을 다루는 의료서비스 분야도 예외는 아니어서 다른 어느 분야와 마찬가지로 정보통신과 멀티미디어의 활용을 기반으로 한 e-health 방향으로 빠른 속도로 전환되어 가고 있는 추세에 있다. 이 연구는 다른 분야에 비하여 아직도 발전 초기단계라고 할 수 있는 e-health의 개념과 정의를 확인하고 그 내용을 분야별로 정리한 후, 미국과 한국에서의 사례를 발췌하여 인터넷과 인트라넷 그리고 멀티미디어가 e-healthcare service의 어느 분야에서 어떻게 활용되고 있는가를 살펴보아, 앞으로 e-health 체제가 어떤 방향으로 구축운영 되어야 하는가를 살펴보기 위한 것이다. 연구 방법은 본인의 의료기관 근무경험을 토대로 주로 인터넷 정보검색을 통하여 최신의 정보를 확보 정리하였으며 연구의 제한점으로는 e-health 관련서적과 연구자료가 희귀하여 주로 인터넷에 의존하여 정보를 확보한 것이다. 정보통신기술과 멀티미디어의 활용을 기반으로 한 e-health는 Online 의료/건강정보 전달, 제공, 검색, 교환 및 교류 (Online Medical/Healthcare Information Search, Exchange and Share), 원격 환자진료와 처방 및 관리 (Clinical Care Based on Telemedicine), 원격수술 (Tele-surgery), 의료행정 및 재무관리 (Administrative and Financial Transactions), 의료서비스 제공기관 및 의료진 간의 의료정보 및 자료의 공유 (Information Share Among Healthcare Service Providers and Doctors), 공중보건 (Public Health), 의료 전문가, 의료서비스 분야 종사자, 환자 및 일반인의 교육 (Professional, Patient and Public Education), 의료 서비스 및 생명과학/임상의학 관련 연구 (Healthcare Services, Biomedical, and Clinical Research), 그리고 처방전달 시스템 (Order Communicating System), 전자의료기록 시스템 (EMR: Electronic Medical Record) 및 의료영상 저장 및 전송시스템 (PACS: Picture Archiving & Communication System) 구축운영 등 거의 모든 의료서비스 분야에 걸쳐 확산되고 있다. 이와 같은 e-health는 미국을 비롯한 서방 선진국을 비롯하여 한국에서도 활발히 연구, 개발, 실용화 되어 도입되고 있는 추세에 있으나 아직은 산발적으로 이루어지고 있는 실정이고 국가적차원에서 완전한 체제를 갖추는 데는 얼마간의 시간이 걸릴 것으로 예측되나 그 시간은 그리 길지않을 것으로 전망된다. 따라서 현재의 e-health의 발전 및 도입활용추세로 볼 때 정부를 비롯한 각 의료서비스 제공기관, 의사를 비롯한 의료 서비스 종사자는 물론 환자와 일반인들도 교육과 훈련을 통하여 이러한 e-health의 확산과 e-health 시대의 도래에 적극적으로 대비해야 할 것으로 전망된다. 한편, 이러한 e-health 시스템의 구축과 운영은 그 무엇보다도 인류의 건강과 안녕을 위하여 안전성 (safety), 실효성 (effectiveness), 효율성 (efficiency), 적시성 (timeliness), 공평성 (equity)을 갖추고 환자/고객 중심의 서비스 (patient/client-centered service)를 제공하는 데 그 목표와 주안점을 두어야 할 것이다.

; The development of Information technology has been affecting all aspect of human life and as there is no exception the healthcare service system is also moving fast toward e-health or cyber-health which is based on information and multimedia technology. This study is to clarify the concept and definition of e-health which is considered still in its infancy and to identify the detailed categories of e-health with some case studies in order to see how e-health is practiced and where it is heading for as well as what is the present status of world-wide e-health. The study was performed mainly through up-to-date information search from internet based on the author s work experience as information and international relations officer at hospitals and this could be the limitations of this study. The IT and multimedia-based e-health includes almost all categories of healthcare service tasks such as Online medical/health information search, exchange and share, Clinical care based on telemedicine, Administrative and financial Transactions, Information share among healthcare service providers and doctors, Public health, Professional, patient and public education, Health services, biomedical and clinical research, Order Communicating System, EMR-Electronic Medical Record, and Picture Archiving & Communication System etc. and these are being introduced gradually throughout the world. The e-health system is being developed and applied in developed countries and in Korea as well but it is still practiced randomly in small limited scale and it may take some time to establish a nation-wide complete system. Therefore, in view of the rather fast development and introduction of e-health, it is quite necessary to prepare for the future when e-health is generally practiced by educating and training the general public, patients, healthcare professionals and healthcare administrators. In the mean time, more than anything else, it is very necessary to establish and operate patient-centered safe, effective, efficient, timely and equitable e-health system for the sake of human health and well-being more than anything else.
