재가노인복지서비스를 위한 사례관리적용 연구

Abstract

Recently the old problems of the social capacity are increased continuously, As their desire and problems was variegated and complicated, it was one of the important social issues. It has been essential skill of the Case Management to provide services adapted their various desire at the Case Management a lot of problems. Now a lot of problems has appeared in the Case Management of home care services for the old, because of the directions/overseers oriented for counts and the lack of use capacity and obtention of community resources. Then, these problems can be implement and the delivery of effective service, seek the effective Case Management so, I make the analysis model of case management adapted the of Home Helper Service Center and planed to analysis and evaluation Case Management by the model. It was below the results of case analysis. 1. CT(the old is managed) was to classify three kinds (base, general, concentrate)by their health condition and the other points. this made to avoid the duplication of services other centers provide. 2. It is essential worker s efforts that develop resources and connect them, because his oenter use self-resources more than worker develop external resources. 3. The assessment and monitoring in Case Management is matters of importance in other center. It can be lack of the objectivity bccause of worker s self-decision, as our center has not a meeting of the service-decision or Case Conference 4. Most of CT(the old) is hard to appear their self-expression in operating home case services for the old. It made to a lot of worker intervcnion in planning and operatiing services. A few proposal based on above results are below. 1. It is important to be the distinction in the provision of services by classified (base, general, concentrate) CT for effective management of many cases, but an account fo case is managed by worker is essential to mediate. 2. It must be convince and listed community resources for their practical use and w er must need exert his strenght for efforts of community resources. 3. Case Conference need to evaluating their characteristics, problems, environments more than now. 4. Computer software should be developed and popularized to manage the case effective and systematically. ; 최근 사회적 기능상의 문제를 지닌 노인이 계속적으로 증가하고 더불어 그들의 욕구와 문제도 점점 다양화·복잡화되면서 노인문제가 하나의 큰 사회적 이슈로 떠오르게 되었고 이러한 노인들의 다양한 욕구에 맞는 서비스를 제공하기 위하여 사례관리 방법은 필수적이나 현재 재가노인복지서비스의 사례관리는 지역사회 자원의 동원 및 활용능력미흡과 실적위주의 지도감독으로 인하여 많은 문제점을 나타내고 있다. 따라서 이러한 문제점은 보완하고 보다 효과적인 서비스 전달과 실질적인 사례관리 모색을 위해 본 가정봉사원 파견사업소의 대상노인들에게 적합한 사례관리 분석틀을 마련하고 그틀에 의해 사례관리를 분석, 평가하고자 하였다. 사례분석을 통하여 얻은 결과는 다음과 같다. 첫째, 사례관리 대상노인을 건강상태나 기타사항에 따라 3가지종류(기본적, 일반적, 집중적)로 구분하여 서비스제공에 차별성을 두었고 이로인하여 타기관과의 서비스 중복을 피할수 있었다. 둘째, 클라이언트의 외부서비스자원의 연계보다는 본 기관내의 자원을 더 많이 활용하고 있는 것으로 나타났으며 이를 위하여 자원을 개발하고 지속적으로 연결시키려는 워커의 노력이 필요하다. 셋째, 사례에서 점검과 평가의 단계는 중요하나 본 기관에서는 타 기관과 같은 판정회의나 사례회의 없이 담당워커에 의해 이루어지기 때문에 객관성이 결여 될 수 있다. 넷째, 재가노인서비스를 실행하는데 있어 대상노인 대부분이 자신의 의사표현을 잘하지 못하기 때문에 서비스 계획 수립과 실행시 워커의 개입이 많았다. 이와 같은 결과를 토대로 몇 가지 제안을 하고자 한다. 첫째, 많은 케이스의 효과적 관리를 위해 클라이언트의 구분(집중적, 일반적, 기본적)하여 서비스제공에 차별성을 두는 접근 방법도 좋으나 보다 질적인 서비스 전달을 위해서는 워커의 케이스수의 조정이 필요하다. 둘째, 효과적 서비스제공을 위해 지역사회자원을 목록화하고 활용하는 사회자원의 개발이 필요하다. 셋째, 클라이언트의 특성, 문제, 환경을 보다 다각적으로 사정하고 서비스실행의 점검과 서비스의 효율성을 높이기 위해 사례회의는 필요하다. 넷째, 사례의 체계적이고 효율적인 관리를 위하여 전산시스템의 개발이 필요하다.
