우리나라 국민학교의 학교보건 실태에 관한 조사연구

Abstract

In order to provide necessary information for better school health programs through finding out problems in the schools and understanding the actual status of the school health program, a fact-finding survey was carried out by a mailed survey. Questionnaire forms were sent to a sample of 650(10%) schools systematically selected out of 6,500 elementary schools throughout the nation from August 1st to September 10th 1983. The major findings obtained from 418 responding schools were as follows: 1. In general, schools were older and smaller in the rural area than in the urban area and also rural schools had fewer numbers of students, classes and students per class. 2. From the school health administration aspect, the essential factors for a successful school health program such as organization of a school health committee, health budget, health personnel, health clinic and cooperation with the Health Center in the community were not generally satisfactory; however, the record of urban schools was better than the rural. 3. Regarding activities of school health services, such as health appraisal (entrance physical examination, annual physical examination and daily health observation) and follow-up, communicable disease control, and emergency care etc., most were carried out except for the entrance physical examination; however, the quality of these examinations was poor. 4. Regarding school environmental sanitation, first, desirable requirements such as walking distance, proper drainage of the playground, healthful environment surrounding the school and sufficient area were not satisfactory; however, the rural schools were better than the urban except for walking distance. Second, general conditions of the classrooms (window directed toward the sun, desks and chairs, classroom size, lighting, ventilation, heating, and soundproofing were not satisfactory in either urban or rural schools except for window direction. Third, school water supply and toilet facilities were not satisfactory in either urban or rural schools; however, the urban schools were better than the rural. Fourth, proper supervision by qualified health personnel was not provided for a healthful school environment in many schools. This fact seemed to explain less interest in environmental sanitation in schools. 5. Regarding health education in the schools, the use of educational media, extracurricular health education activities and in-service training of teachers was unsatisfactorily carried out in both urban and rural schools; however, in comparison, the urban areas were relatively better than the rural in these activities.;본 연구는 우리나라 국민학교의 학교보건 실태를 파악하고 문제점에 대한 개선 방향을 모색함으로써 학교보건 발전을 위한 기초적 자료를 제공하고자 계획되었다. 분교를 제외한 전국 6,500개 국민학교를 모집단으로 하여 10% 체계표본추출한 650개 국민학교를 대상으로 1983년 8월 1일부터 동년 9월 10일 까지의 기간 동안 학교보건 실태에 관한 설문조사를 실시하였으며 응답한 418개교에 대한 분석결과중 중요한 내용은 아래와 같았다. 1. 우리나라 국민학교는 군부소재학교가 시부소재학교에 비해 설립년도가 오래되었으며, 학생규모 및 학급규모가 작았고, 학급당 학생수도 적은 경향을 보였다. 2. 우리나라 국민학교는 학교보건사업을 성공적으로 수행하기 위해 모든 학교가 기본적으로 갖추어야 할 요건들 (학교보건계획 협의체, 학교보건예산, 학교보건요원, 보건실, 지역보건(지)소와의 협조체제 등)을 제대로 구비하지 못하고 있는 실정이었다. 3. 우리나라 국민학교는 입학신체검사를 제외한 건강평가(정기신체검사 및 일상건강 관찰) 및 사후조치, 전염병관리, 구급처치 등의 실시율은 높았으나, 질적인 면에서는 그 수준에 미치지 못하였다. 4. 우리나라 국민학교의 교지의 구비조건(도보통학거리 30분 이내, 일광 및 통풍 양호, 운동자 배수 양호, 학교주변에 위험요소·공해요소·정화대상요소 없음, 교지·운동장 면적 충분 등)에 대한 충족도는 도보통학거리를 제외하고 군부소재학교가 시부소재학교 보다 높은 것으로 나타났다. 또한 우리나라 국민학교는 교실이 갖추어야 할 여러 설비면(교실의 방향, 책상 및 의자, 교실면적, 조명시설, 환기시설, 난방시설, 방음장치등)에서 시부소재학교나 군부소재학교나 간에 낮은 충족도를 보여 주었다. 급수원 형태로서 상수도 시설을 사용하고 있는 학교는 시부소재학교중 84.1%와 군부소재학교중 16.8% 였으며, 변소시설 형태가 수세식인 학교는 시부소재학교중 33.0%와 군부소재학교중 0.6%에 불과하였다. 5. 우리나라 국민학교 정규교과과정 외의 비정규 학생보건교육 실시율이 저조하였으며(시부소재학교 35.4%, 군부소재학교 12.7%), 교과서 외의 보건교육매체 사용율이 저조하였다(시부소재학교 52.3%, 군부소재학교 40.3%).
