사회정책분석모델에 관한 연구

Abstract

사회정책분석이라는 새로운 학문분야의 출현은 1960년대에 시작되어 정책설계 및 정책집행의 개선에 대한 학문적 관심으로 발달하여 1970년대 후반에는 가속화되었고, 행정학, 정치학, 경제학 등에서 주로 비용 효용분석모형을 증심으로 발달되어 왔다. 우리나라에도 70년대 후반부터 정책분석에 대한 학문적 관심이 시작되어 주로 행정, 정치학 분야에서 공공정책평가론을 중심으로 연구가 축적 되어 왔다. 사회복지분야 및 여성정책분야에서는 아직 학문적 관심이나 연구축적이 이루어지지 않고 있는 현실이다. 본 논문은 사회복지정책 및 여성정책분야에서도 정책분석론이 활발히 연구되어야 할 필요성의 인식에서 출발하며, 따라서 본 논문은 첫째, 사회정책분석의 주요모형을 중심으로 이론적 배경을 개관하고 둘째, 다양한 사회정책 분석모형 중 비계량적 모델인 Gallagher의 정책집행분석모델을 선정, 소개하고 현재 추진중에 있는 우리나라 미래여성정책과제라 할 수 있는 「여성의 사회참여확대방안」(이하 10대 과제 라 함)을 분석하여 10대과제의 효율적 추진을 위한 제언을 제시함과 동시에 Gallagher 모델의 여성정책분석에의 전이가능성(transferability)을 점검하였다. 셋째, 현행 정부차원에서 수행되고 있는 정책집행분석(평가)과정을 개관했다. 정부내 각 관련 부처가 추진하고 있는 여성정책을 정무장관(제2)실에서 종합한 여성정책연례보고서인 「여성정책추진실적 및 계획」, 10대과제 추진 1년만에 국무총리 행정 조정실에서 종합평가한 「10대과제추진실태평가」 및 「정기심사평가」 등을 10대과제와 관련해서 분석했다. 이러한 분석과정을 통해서 정부차원의 정책분석은 매우 피상적이고 형식적이며 정책나열식이어서 정책효과분석이 거의 이루어지지 않을 뿐 아니라 집행상의 장애요인들을 발견할수 없는 수준이어서 효율적 정책추진을 위한 개선전략의 수립이나 정책수정을 위한 대안제시가 거의 이루어지지 않고 있음을 발견하였다. 넷째, 이러한 분석과정을 통하여 얻은 연구결과를 토대로 정부의 지나치게 단순한 정책분석틀과 Gallagher의 모델을 종합, 절충하여 정부가 실무적 차원에서 정책집행분석(정책평가)을 수행할 때 활용가능한 대안적 모델(안)을 제시하였다.

이상의 대안적 분석모델(안)은 정부에서 추진 중인 정책과제에 대해서 분기별, 또는 연례적 심사평가를 할 때 실무적 차원에서의 활용가능성에 초점을 두고 제시했다. 쉽지 않은 정책결정과정을 거쳐 채택된 여성정책들이 보다 효율적으로 추진될 수 있도록 하기 위해서는 현행 심사평가의 형식적인 분기별 자료제출의 수준에서 탈피하여 체계적인 분석단계를 거쳐서 분석 평가할 수 있는 분석모형이 필요하기 때문이다. 특히 여성정책 및 사회복지정책과 같은 이념체계를 바탕으로 한 규범적 접근에 의한 정책형성 및 정책집행분석에서는 정책목표의 설정단계, 정책의 가치기반에 대한 논의 단계에 역점을 두도록 했다. 본 논문에서 제안한 대안적 분석보델은 앞으로 사회정책분석모델에 대한 더욱 관심있는 연구를 통해서 보다 실질적으로 유용한 모델로 변화, 발전되기를 희망한다. 이는 본 연구결과가 사회정책분야에서 정책분석론이 보다 활발하게 연구되어야 할 필요성과 중요성에 대한 인식이 확산되기를 바라며 지금까지 계량적 분석위주에서 보다 넓은 관점의 분석모델연구에 대한 학문적 관심도 높아지기를 원하기 때문이다. 또한 여성정책 혹은 사회복지정책이 사회의 변화를 민감하게 읽고 새로운 수준의 사회적 요구를 폭넓게 수용하여 정부중심이 아닌 정책수용자중심의 정책형성 및 정책집행이 이루어져야 하는데 기여할 수 있기를 바라기 때문이다. ; Since the advent of a new research field called "Social Policy Analysis" in the sixties, improving policy design and policy implementation have developed into major research concerns during the seventies. They have been introduced to areas such as administration, politics, economics as important models for cost-benefit analysis. In Korea, development of policy analysis as a research field in the late seventies has attributed to the accumulation of knowledge in public policy evaluation in the fields of administration and politics. However, progresses in the research of social welfare fields and women s policy have not been significant yet. This thesis begins by stressing the necessity and importance of intensive policy analyses of current social welfare policy and women s policy. First, theoretical backgrounds of existing major models of social policy analysis were overviewed. Second, of the many social policy analysis models, Dr. Gallagher s "Policy Implementation Model" was introduced. The future women s policy project named "The 10 Policy Priorities" was analyzed using this model. Recommendations for a better and effective implementation of "The 10 Policy Priorities" were then suggested. Also, the transferability of Dr. Gallagher s model towards analyzing women s policies was investigated. Third, analysis process for policy implementation currently being executed at the government level was reviewed. "Annual Report on Women s Policies", published by the Ministry of Political Affairs(II) synthesizing women s policies accomplished by the Government, "Evaluation of the Actual Implementing Results on the 10 Policies Priorities" and "The Regular Policy Examination and Evaluation" which were synthesized by the Administrative Coordination Office under the Prime Minister after one year of initiation of the 10 policy priorities project, have been compared and studied in relation to the 10 policy priorities. Through the evaluation, it was concluded that the policy analyses performed at the Governmental level have been superficial, formal, and enumerative. They were not sufficient and thorough enough to examine policy effect analyses and pick out the barriers to implementation. No reformative strategies were made for effective policy implementations, and no alternatives have been suggested to modify policies. Fourth, the findings observed through this investigation, the extreme simple policy analysis frameworks currently performed by the Government, and Dr. Gallagher s model went through synthetic and eclectic process to recommend an alternative model which could be used by the Government in policy analyses.

The alternative model for analysis described above focused on the practical application during quarterly and annual evaluations of governmental policies. In order to more effectively pursue women s policies which have been established through complicated and less understandable processes, current formal quarterly reports should be changed. Instead, an analysis model for a more systematic analysis is necessary. Moreover, for policy formulation and policy implementation analysis such as women s policies and social welfare policies which are normatively approached based on value systems, goals setting phase was emphasized. The alternative analysis model suggested in this thesis should be developed into a more practical and useful model through more intensive research on social policy analysis models. I hope this thesis will be initiate recognition of the necessity and importance of policy analysis in social policy areas. Analysis model studies should be performed at broader aspects, and not by mere quantitative analyses. Consequently, it will help policies be formulated and implemented at the governmental level for policy beneficiaries, not for the government itself so that women s or social welfare policies become fully compatible with the changes of the society and its new needs such as gender needs and perspectives.
