무용공연예술지원의 현황과 발전방안에 관한 연구

Abstract

높은 문화예술의 수준이 한 사회나 국민의 역량을 간접적으로 보여줄 수 있다는 사실은 더 이상 새로운 것이 아니다. 예술을 통해 인간의 창의성과 다양성을 발전시킬 수 있으며, 삶을 풍요롭게 한다는 것은 당연한 사실로 받아들여지고 있다. 그러나 예술가들의 열악한 창작여건을 개선하고자 하는 지속적인 노력에도 불구하고, 전업 예술가로서 생계유지와 창작여건이 안정적이라고 느끼는 예술가는 많지 않다. 본 논문에서는 무용공연예술의 창조적인 작품 활동을 도모하기 위해, 지원현황을 파악하고, 바람직한 지원정책의 발전방안을 제시함으로써, 무용공연예술이 활성화되고, 한국의 공연문화예술의 주도적인 역할을 하는데 연구의 목적을 갖는다. 이를 위해 먼저, 문화와 문화예술 속에서 무용공연예술의 특징을 살펴보고, 무용공연예술지원의 필요성으로 공공지원과 민간지원의 이론적 근거와 국내외의 지원현황을 살펴보았다. 우리나라 무용에 대한 재정지원은 대부분 공공부문에 많이 의존하고 있으나, 국가 예산제도와 문예진흥원 예산제도는 1년 단위로 하여 기획*집행하고 평가*결산하는 시스템이기 때문에 장기적인 목표를 달성하는 데는 근본적인 취약점을 안고 있다. 또한, 기업메세나의 경우 2002년 총 985건 712억 2400만원에 이르나 이 중 무용은 단 1.2%로 상대적으로 적은 부분을 차지하고 있을 뿐이다. 국외의 무용공연예술분야의 지원은 미국과 유럽의 문화적 특징의 차이점을 가지므로, 미국은 민간지원이 주류를 이루고 있고, 유럽은 안정적으로 공공지원이 이루어지고 있는 현실이다. 이와 같이 국외의 지원정책과 현황을 알아봄으로써 국내의 지원정책에서 보완되어야 할 제도적 대책 마련에 필요한 발전방안을 얻고자 했다. 따라서 본 논문에서는 무용가와 정부와 기업의 세 가지 측면에서 발전방안을 제시하고자 한다. 첫째로, 무용가 및 무용단체의 개선방안으로 전문적인 기획경영을 들 수가 있다. 이를 위해 공연기획자를 영입하고, 무용 후원제도의 통로를 마련하기 위해 우리 실정에 맞는 기금모금방식을 개발하고, 관심 있는 후원자와 친밀한 유대관계를 지속적으로 맺어가야 할 것이다. 또한 합법적인 기금모금을 위해 전문예술법인*단체 지정을, 무엇보다도 관객의 활성화를 위해 수준 높은 레파토리 육성을 제안하였다. 둘째, 국가정책으로써의 지원방안으로 현행 1년 단위의 단기적이고 직접적인 지원형식보다는 상주단체 활성화, 예술인사회보장제도와 같은 장기적이고 간접적인 지원방식을 다양하게 개발하고, 페스티발의 단일화로 국가 정책적으로 무용공연예술을 육성할 것을 제안하였다. 셋째, 기업의 입장에서 본 지원방안을 제안하였다. 기업의 이미지와 브랜드의 가치 상승을 위해 문화마케팅은 이제 보편화되었다. 무용공연 예술의 특성과 기업의 이미지를 결합하고, 지속적으로 지원하여, 브랜드의 고급화와 이미지를 높여, 그 지원방법에 있어서도 기업과 무용계의 상생을 위한 협력적 프로그램을 마련하는 것이 절실히 요구된다. 예술에 대한 기업과 정부의 지원은 기업의 입장에서 보면 사회적 참여의 기회를 넓히는 계기가 되고, 문화예술인에게는 창조적인 작품 활동을 하는데 보다 실질적인 도움을 주게 되어 일반관객에게 더욱 알차고 완성도 높은 작품을 보여줄 수 있다. 또한, 정부의 입장에서는 예술지원을 통해 교육, 외교, 경제 분야까지 파급효과를 얻게 된다. 이 세 가지 측면에서의 지원이 서로 유기적이고, 지속적으로 이루어질 때, 무용가와 무용단체에게는 예술에 전념하면서 좋은 창작 작품을 만들어 낼 수 있는 환경이 조성될 수 있고 아울러, 한국의 무용공연예술이 안정적인 제도적 여건 속에서 더욱 발전할 수 있으리라 사료된다.;It is not any more new fact that high level of culture shows the power of a society or nationality. In these day, it is naturally accepted that human creativity and variety can be developed by fine arts. Although the effort of improving the inferior condition, most artists don't think that the condition of creativity and making a living is enough for their activity. I tried to grasp the present state of assisting dance in arts and suggest the method of desirable assistant policy for the better condition. Then it is the purpose of this study to show the base that dance can be a leading part of fine arts. At first I examined the position of dance performance in fine arts and the theoretical foundation of public and personal assistance. Then the present state of them was investigated. Most parts of assistance for dance artists or dance companies have been depended on public source. As present budget policy of government is a system to plan, practice, assess and make a report by a year, it has the weakness for long term purpose. In case of private companies' Mécénat, total budget for fine arts was 71,224,000,000 won for 985 cases in 2002. The portion for dance genre was only 1.2 percent. Examining the case of foreign countries in assistance for dance genre, there is a great difference between Europe and America. Europe emphasizes public feature of fine arts by whole assistance. They regard it as their obligation and presented resident policy, social security system and theatre only for dance as well as assistance of creativity. These are good example of the long term policy. On the other hand, America is depending on tradition and system of private assistance. Public one is not a great portion. They put it in the free market system. The merit of the system is that the source of income can be various and individuality can be improved. The study will suggest developing methods in three aspects of dancers, government and companies. Dancers and dance companies need professional planned management. For this they can enroll a performance curator. Then they can develop the various method of fund raising and private assistants. Of course good quality of repertory has to be fulfilled with them. In aspect of government policy, the long term and indirect assistance like supporting for permanent groups and social security system for artists has to be executed. The unity of a few dance festivals also can be more effective. Lastly, there is a method through private companies. Culture marketing is now common thing for brand image marketing. We have to find the connection between the value of dance arts and corporate image. It can lead continuous supporting and cooperate program by private companies. As a result, supporting of private companies is the opportunity to participate in social welfare and the chance for artists to show the works of better quality to audience. Government assistance can have the related spreading effect of education, diplomacy and economy by supporting fine arts. As these factors will be settled, dancers and their companies can see the developing future. Futhermore, Korean dance arts will be able to stand up in the world.
