김정일 시대 북한 과학기술담론의 정치

Abstract

본 논문은 김정일 시대 그가 생산한 북한 과학기술담론에 대한 시기별 분석을 통해 김정일이 과학기술을 정치적 목적을 달성하기 위한 수단으로 활용하였다는 것을 밝히고자 한다. 김정일은 체제위기 속에서 공식적인 통치를 시작하면서 과학기술을 두드러지게 강조하고 그에 관한 담론을 무수히 생산해내었다. 이는 북한 과학기술이 정치와 밀접한 관계가 있다는 것을 의미한다. 본 논문이 김정일 시대 북한 과학기술과 정치의 상관관계를 연구 대상으로 채택한 이유는 김정일이 과학기술을 강조한 배경이 체제위기였으며, 과학기술발전의 핵심목표가 김정일의 헤게모니 유지·강화라고 보기 때문이다. 북한 과학기술은 정치에 매우 종속되어 있음에도 불구하고, 그동안 북한 과학기술에 대한 국내 연구는 주로 경제적 측면에서 수행되어왔다. 그러나 과학기술을 경제적 관점에서만 접근하면, 포괄적인 통치기획의 틀 속에서 작동하는 과학기술의 정치적 메커니즘을 포착하지 못하게 된다. 그러한 접근은 과학기술이 미치는 정치사회적 영향력에 무관심하다. 따라서 북한 과학기술을 경제적 측면에서만 다룰 경우 북한 정치는 물론 북한 과학을 이해하는데도 한계가 있을 수밖에 없다. 이에 본 연구는 1998년 김정일이 위기극복을 위해 사상강국, 경제강국, 군사강국 으로 이루어진 ‘강성대국론’을 수립하고, 과학기술을 그 핵심수단으로 채택하여 그 위에서 새로이 고안해낸 통치방식을 ‘과학정치’라는 개념으로 일반화하여 분석한다. 김정일은 과학기술발전을 촉진시키기 위해 과학기술중시사상을 제시하였다. 그런 다음 그것을 기초로 과학기술의 중요성에 대한 인식을 전 사회적으로 확산시켰다. 이어서 그는 과학기술 실천운동을 전개하였다. 이러한 과정들을 통해 과학정치는 제도화되었다. 이 모든 것은 철저한 담론기획에 의해 이루어졌다. 이러한 맥락에서 본 연구는 김정일의 과학기술담론을 북한 주민이 절대적인 수령 절대숭배를 받아들이게 하는 기제로 보고 그것에 헤게모니 개념으로 접근한다. 과학기술담론을 헤게모니 관계로 보면 지배와 저항(물론 북한의 경우 약하게 나타나지만)의 계기를 포착할 수 있다. 본 연구는 김정일이 과학정치를 통해 자신의 권력을 강화해가는 과정을 크게 두 단계로 추적하였다. 첫 번째 단계는 김정일의 권력을 강화한 단계이고, 두 번째 단계는 김정은 후계체제를 구축한 단계이다. 두 단계를 구체적으로 설명하면 다음과 같다. 우선, 김정일은 ‘강성대국론’의 틀 속에서 과학기술정책을 추진하여 군사강국건설과 더불어 북한이 그동안 추진해왔던 외연적 성장체제의 한계점을 극복하고 내포적 성장체제를 구축하여 경제강국을 건설하려 하였다. 그 일환으로, 김정일은 시장원리를 도입한 실용주의 노선을 채택하였다. 그에 따라 김정일 시대 북한 과학기술은 경제건설과 체제수호라는 임무를 부여받고 정치무대의 전면에 나서게 되었다. 그런데 김정일의 과학기술담론은 생산성 촉진 및 국방력 강화를 목적으로 한 것이었지만 그밖에 권력의 정당성 확보 및 주민의 사상성 강화라는 또 다른 목적도 가지고 있었다. 그는 ‘대중적 기술혁신운동’을 적극 추진하면서 이 목적들을 관철시키려 하였다. 그러나 2000년대 초 미국 부시행정부의 대북압박정책이 강화되자 김정일 시대를 대표하는 강성대국론은 변형되었고 그에 따라 과학기술정책의 목표도 경제강국 건설보다 군사강국 건설을 추진하는 쪽으로 바뀌었다. 김정일은 경제발전보다 자신의 독재 리더십 강화를 선택한 것이다. 그는 담론상으로는 과학기술로 인민들을 위해 경제적 번영을 추구하는 듯하였으나, 실제로는 국방력을 다지는데 전념했다. 그는 국가경제가 어려워질수록 과학적인 주장을 반복하면서 과학정치를 더욱 강화하여 고비마다 미사일을 발사하고 핵실험을 감행함으로써 상당할 정도의 국가안보와 독재체제의 안전을 획득하였다. 다음으로, 김정일은 김정은 후계체제를 구축하는데서도 과학정치를 적극 활용하였다. 2008년 김정일의 건강에 이상이 생기게 되자 김정은을 후계자로 지정하고 후계체제구축작업에 착수하였다. 그는 예전의 대중적 기술혁신운동을 ‘첨단돌파운동’으로 진화시킨 다음, 그것을 전사회적으로 확산시켰다. ‘첨단돌파운동’은 김정일이 아들 김정은에게 정치적 활동의 장을 열어주기 위한 제도적 장치였다. ‘첨단돌파운동’을 통해 김정은은 첨단지도자로 만들어졌고 그의 권력승계는 정당화되었다. 이리하여 김정일 체제 및 김정은 후계체제는 공고해졌지만, 그에 비례해서 북한경제는 더욱 황폐해졌다. 이러한 역설이 발생한 이유는 김정일이 한정된 자금, 자원, 그리고 기술을 첨단무기 개발에 많이 썼기 때문이다. 그럼에도 불구하고 북한당국은 과학기술이 자주성 실현, 인간해방을 목적으로 하는 주체사상의 실천수단이라고 선전하였다. 그러나 실제로 김정일 시대 북한 과학기술은 주민에 대한 억압과 예속의 수단으로 기능하였다고 할 수 있다. 이는 마르크스의 기술관, 심지어 김일성의 초기 기술관으로부터도 완전히 벗어난 것이다. 중요한 것은 앞으로도 북한이 과학기술을 정치적 도구로 더 많이 활용하리라는 점이다. 왜냐하면 자원과 자금이 고갈된 최악의 상황에서 체제를 유지하려면 첨단무기에 의존할 수밖에 없기 때문이다. 비록 실패했지만, 김정일이 권력을 승계한 후 지난 4월에 감행한 광명성 3호의 발사와 제3차 핵실험 의지의 표명 등은 그것을 잘 보여준다.;This dissertation tries to reveal that Kim Jung-Il had utilized science-technology as the means of achieving the his political purposes through a analysis on the time-periodic characteristics of North Korean science-technology discourse which he had producted in the Kim Jung-Il era. Kim Jung-Il had focused remarkably on science-technology and had producted innumerable assertion under it, as he had opened his own authority in the system crisis. This means that North Korean science-technology has a lot to do with the political. The reason why this study focuses on the relation of the North Korean science-technology to the political is that I think the background leading up to which Kim Jung-Il had emphasized on science-technology was the crisis of system, and its main objectives were for maintaining and reinforcing his own control power. Thus North Korean science-technology had strongly belonged to the political, but an domestic studies on it have focused mainly in terms of economics. When we simply approach science-technology with economic view, we can't grasp the political mechanism functioning in comprehensive government planning. That approach has no regard to the political-social influence. Therefore when we deal with North Korean science-technology only from an economics eyes, it leads to the limit to understand North Korean science as well as North Korean politic. For this reason, this study can define his new style of the control as science politics and analyzes on it. The Kim's new governing style means that to beat the crisis of Kim's system, he set up 'Great and Strong State Theory' that was consisted of the strong ideological state, the strong military state, the strong economic state and adopted science-technology as it's core means, then invented on it. Kim Jung-Il offered 'Science-technology Centric Idea' to promote science-technology development. Then, being based on it, he spread the recognition about the importance of science-technology all over the country. And he carried out the movement for actualization. Thus science politics was institutionalized through these proceeding. All of these steps accomplished by discourse planning. In this context, this study grasps the Kim's science-technology discourse as mechanism which got North Korean people accept the absolute king pin worship regime and approaches to it with the concept of hegemony. Seeing the science-technology discourses as the relation of hegemony can catch up the momentum of domination and resistance(of course, even though they appear weakly in the case of North Korea). This study tries to pursue through double steps the proceeding which Kim Jung-Il intensified to his own control with science politics. Through double steps as follow. The first is what he strengthened his political power, and the second is regarding how Kim Jung-Il inherited his power to his son. First, Kim Jung-Il tried to set up strong country economically along with a military power by beating the limit of extensive economic growth system and establishing the quality of economic growth system, based on science-technology developing policy in the frame of Great Strong State Theory. The way of his achieving, he adopted a pragmatic line introduced the market principle. Thereby North Korean science-technology took charge of both economic development and protecting his own ruling system and appeared in a head of political stage in the years Kim Jung-Il. In Addition to growth of productivity and defend of system, Kim, Jung Il's Science-technology discourse had another objectives of the justification of power and the reinforcement of ideology. Kim Jung-Il tried to achieve these goals, while actively driving 'Mass Technical Innovation Movement' with argument for science-technology. However, in the beginning of the 2000s, on account of the Gorge Walker Bush's hot pressure policy against Kim Jung-Il's regime, 'Great Strong State Theory' was transformed as follow. That is, the goals of science-technology policies veered to build military power rather economic power. Kim Jung-Il chosen his strengthening tyrannical leadership rather than people's economic prosperity. Kim Jung-Il pretended to pursue only for people's economic prosperity with science-technology in discourse. however, in fact he committed to hardening his military power. The worse national economy became, the more kim Jung-Il hardened science politics, repeating his argument for science-technology, and everytime he faced at crises, he tried to launch long range missile and test nuclear off and on. He could get his national security and his safety of tyrannical system. Next, Kim Jung-Il actively utilized science-technology to build his son, Kim Jung-En's inherited new power system. In 2008, something trouble found in his health, North Korean ruling authority designated his son as a successor and started entrench his son's new power system. Kim Jung-Il evolved 'the mass movement for technological innovation' into 'the movement for gaining high-tech'. Then, through assertion on science-technology, he spread it all over. That high-tech gaining movement was an institutional apparatus to make his son to have new political field. Through the movement for gaining high-tech, Kim Jung-En was shaped high-tech leader, and his inherited power was legitimated . In this way, Kim Jung-Il and Kim Jung-En's power organization had been concreted, nevertheless North Korean economy became worse. The reason coming to this end is that Kim Jung-Il spent to much funds, material and technology in high-tech arm development. North Korean authority propagandized that science-technology was only means for completing ‘Juche Idea’, which had objectives of the realization of independence and human liberation. But, actually North Korea science-technology functioned as the means of suppression and subordination. This is different and far away from Marx-Lenin's technological philosophy and even Kim Il-Sung's early philosophy. What we have to observe on is how North Korea will use more science-technology as political instrument in the future. Because to maintain his regime in worst condition without funds, material, there is no way but depending on high-tech arm. Despite failing, launch artificial satellite on last April, declaration for next coming third nuclear test show it very well.
