Abstract
The purpose of this study was to examine school educational conditions in an attempt to step up the settlement of teenaged North Korean defectors, since there has been an increase in the number of youth who defected from the North. Teenaged North Korean defectors face more difficulties in school adjustment as they become senior students, and many go to specialty high schools or alternative schools when they go to high school. Although many teenaged North Korean defectors want to study in regular high school, they find it hard to fit in regular high school, and it's necessary to pay attention to their troubles and to help step up their school adjustment. If they are disregarded for a long time, they will be reduced to the lower class because of their poor academic background in South Korean society that emphasizes educational level, and that will lead to another great social problems. Earlier studies were analyzed to look into the characteristics, family environments and school lives of teenaged North Korean defectors and existing school educational policies geared toward them. And a survey was conducted on teenaged North Korean defectors and their guardians (parents) in Seoul, Busan and Incheon to find out their educational needs. After the answer sheets from 163 respondents were gathered, the answer sheets from 155 respondents were analyzed. The questionnaire used in this study consisted of 46 items about school instruction, school life, peer relationship, relationship with teachers and suggestions for education and of additional items on basic information to figure out the state of their education and their educational needs. The collected data were analyzed by the statistical package SPSS WIN 19.0 to find out their satisfaction with school and school life and their educational needs. The major findings of the study were as follows: First, like the findings of earlier studies, the teenaged North Korean defectors and their parents were found to be highly satisfied with school life. It indicated that they were contented with school education in South Korea in general, and is linked to the fact that there was a lot of decrease in the rate of school dropout among teenaged North Korean defectors as of 2007. Second, three-month education provided by Hanawon wasn't of great use to the teenaged North Korean defectors, and this view of the students run counter to that of their parents. The parents considered that education to be helpful, but the students themselves didn't think that the education provided by Hanawon was good enough to ensure their adjustment to regular school. Therefore how to improve the curriculum of Hanawon to facilitate the school adjustment of defector students should carefully be considered. Third, the teenaged North Korean defectors and their parents were under heavy pressure due to educational expenses, and they wanted the government to formulate educational policies to expedite their school adjustment. Basically, North Korea provided 11-year compulsory education, though the economic hardship of the North made it difficult to offer free education all the time, and the defector students and their parents faced pressure due to private education spending since the North assumed the responsibility for education in the past. To remedy the situation, one-on-one mentoring should be provided, which is very effective yet isn't yet well known. Fourth, the defector adolescents had a lot of emotional troubles as well while they took a long time to defect from the North, and how to offer emotional assistance for them should be devised. The findings of the study had the following educational implications: First, teenaged North Korean defectors who had lived in social, cultural and political systems that are totally different from those of the South are sent to regular school after they receive three-month education in South Korea, and they face lots of difficulties in school adjustment. Specifically, more careful consideration should be given to them in terms of emotion. The three-month short-term and formal adjustment education provided by Hanawon should be replaced with more long-term and authentic education. Second, the teenaged North Korean defectors investigated in this study were eager to get ahead in society, but their learning stages weren't high enough to get their dream job when they become senior students. Therefore it's required to shed light on career education geared toward defector students. As their parents also were eager to participate in educational programs for the sake of their children, the educational network for defectors should be more backed up from diverse angles. Third, the teenaged North Korean defectors wanted to be helped in their studies. So the government should offer more financial assistance so that they could benefit from inclusive support that involves academic, emotional and physical backing. Since just a survey was conducted in this study to find out the educational needs of defector students to step up their school adjustment, the findings might not be generalizable. The students and parents gave different replies when they were asked whether education provided by Hanawon was conducive to school adjustment or not, but it's not possible in this study to pinpoint the reason. In the future, what made the parents and students reacted differently and what measures should be taken about that should be considered. On the other hand, there was much room for improvement in emotional education provided by Hanawon, and teenaged North Korean defectors who get hurt while they tried to defect from the North for a long time are forced to adapt themselves to competitive South Korean society without being healed at all. So research efforts should be channeled in the future into their emotional healing and the development of effective programs for Hanawon.;본 연구의 목적은 계속적으로 증가하는 북한이탈 청소년들의 국내 정착을 돕기 위해 북한이탈 청소년의 학교적응 실태를 파악하고 그들을 위한 학교교육정책을 모색하는 것이다. 북한 이탈 청소년들은 고학년으로 올라갈수록 일반학교 적응에 어려움을 느낀다. 그러므로 고등학생이 되면 특성화 고등학교나 대안학교로 빠지는 경우가 많다. 북한이탈 청소년들이 일반 고등학교에서 계속 수학하기를 원하는 경우가 많음에도 불구하고, 그들은 일반 고등학교에서의 학교생활을 힘들어하고 있다. 그들이 느끼는 어려움을 인식하고 학교생활 적응을 도와주는 것은 필요한 일이다. 이를 장기간 방치할 경우, 학벌 위주의 남한 사회에서 이들의 낮은 교육수준은 계층화 문제로 이어지고, 이것은 더 큰 사회적 문제를 야기할 수 있다. 이 연구에서는 북한이탈 청소년들의 학교 적응을 돕기 위한 교육지원방안 모색이라는 과제를 수행하기 위하여 기존의 연구들을 통해 북한이탈 청소년들의 특성과 가정환경 실태, 학교생활 실태를 살펴보고, 그들을 위한 기존의 학교교육 정책들을 살펴보았다. 그리고 그들의 교육적 요구를 모색하기 위하여, 서울과 부산, 인천에 있는 북한이탈 청소년들과 그들의 보호자(학부모)를 대상으로 설문을 실시하였으며, 총 163부를 회수하여 155부를 최종적으로 분석하였다. 북한이탈 청소년 및 보호자의 교육실태 및 요구를 학교수업 측면, 학교생활과 또래 및 교사와의 관계 측면, 교육제안 등 세 부분으로 나누어 기본 정보를 묻는 문항을 제외한 총 46문항을 통해 측정하였다. 그리고 북한이탈 청소년의 학교 적응을 위한 학교 및 학교생활 만족도, 교육 요구 등을 분석하기 위하여 SPSS 19.0를 이용하여 수집된 자료를 통계 처리하였다. 본 연구를 통해 얻어진 결과를 요약하면 다음과 같다. 첫째, 북한이탈 학생들과 학부모의 학교생활 만족도는 기존의 다른 연구들과 마찬가지로 높게 나타났다. 이는 남한에서의 학교교육에 대체로 만족한다고 볼 수 있다. 이는 북한이탈 청소년들의 학교 중도 탈락률이 2007년을 기준으로 많이 줄어든 것을 뒷받침해 주는 자료가 될 수 있다. 둘째, 하나원에서의 3개월의 교육경험은 북한이탈 청소년들에게 큰 도움이 되지 못하고 있다. 이는 부모들과의 생각과는 반대로 나타났다. 부모들은 도움이 된다고 느끼지만, 정작 학생들은 하나원에서의 교육이 일반학교 적응에 부족하다고 느끼고 있다고 볼 수 있다. 그러므로 하나원에서의 교육과정이 학교 적응과 연계할 수 있는 방법을 모색해야 할 것이다. 셋째, 북한이탈 청소년들과 학부모들은 교육비 지출에 크나큰 부담을 갖고 있었고, 학교 적응을 위한 교육정책 마련을 원하고 있었다. 북한은 11년 의무교육제도이고, 나라에서 교육을 책임져 주는 것이 익숙한 탈북학생들과 학부모들은 남한에서의 사교육비 지출을 버거워하고 있었다. 이를 위해 효과에 비해 덜 알려진 일대일 멘토링 제도를 확대 시행하여 내용의 내실화가 이루어져야 할 것이다. 넷째, 탈북의 긴 시간동안 북한이탈 청소년들은 정서적으로도 많은 어려움을 겪고 있었다. 하나원에서의 3개월 적응기간을 통해서 탈북으로 인한 상처를 치유하기에는 부족한 시간이므로, 그들을 위한 지속적인 정서 지원이 모색되어야 할 것이다. 이상의 내용을 바탕으로 다음과 같은 교육적 시사점을 얻을 수 있다. 첫째, 사회·문화·정치적으로 전혀 다른 사회체제에서 살던 북한이탈 청소년들은 남한으로 입국한 후 3개월의 교육과정을 거쳐 일반학교에 보내진다. 북한이탈 학생들은 학교생활 적응에 적지 않은 어려움을 경험한다. 3개월간의 교육을 통해서는 북한이탈 청소년들의 탈북 과정의 상처가 치유되기에는 부족한 시간이다. 장기적으로 북한이탈 청소년들의 정서적 측면에서 교육적 배려가 요구된다. 하나원에서의 3개월간의 단기적이고 형식적인 적응 교육이 아니라 장기적이고 실효성 있는 교육적 관심이 요구된다. 둘째, 조사결과 북한이탈 청소년들의 사회적 성공의 열망은 높다. 하지만 연구결과에서, 학년이 높아질수록 희망하는 직업과 원하는 공부단계에 차이가 나는 것을 볼 수 있었다. 이를 위해 북한이탈 학생들을 위한 진로교육 또한 다시 짚어봐야 하겠다. 부모들 역시 자녀들을 위한 프로그램에 참여하고 싶은 높은 열의를 느꼈다. 그들을 위한 교육 사회연결망의 다양하고 활발한 지원이 있어야겠다. 셋째, 북한 이탈 청소년들은 좀 더 양질의 학업 지원을 받고 싶어 한다. 그들의 학업 지원뿐만 아니라 정서적, 신체적인 것을 포함한 통합적인 지원을 위한 교육 재정적 뒷받침이 있어야겠다. 이 연구는 탈북 청소년의 학교적응을 위한 교육요구를 알아보기 위해 설문조사를 사용하였기에 좀 더 구체적 요구를 알아보기 위한 한계를 가지고 있다. 그래서 하나원에서의 교육이 학교적응에 도움이 되었느냐는 질문에 학생과 학부모가 다른 반응을 보였는데, 그 질문에 대한 구체적인 내용과 원인들을 밝히는 데는 한계를 보였다. 그러므로 후속연구에서는 하나원에서 부모와 아이가 실제로 다른 반응을 보인 원인과 대책들을 찾아볼 필요가 있다. 또한, 북한 이탈 청소년들의 하나원에서의 정서적 교육은 많이 부족한 실정이고, 아이들은 긴 탈북생활을 통한 심리적 상처를 제대로 치료받지 못한 채 남한의 경쟁 사회 속으로 몰아진다. 그들의 정서적 치유를 위한 연구들이 뒷받침 되어야겠다. 또한 하나원에서의 효과적인 프로그램들을 위한 후속 연구도 강구되어야 할 것이다.
