교회 매체 센터의 설립에 관한 연구

Abstract

교회의 교육적 기능은 예배, 선교의 기능 못지않게 중요한 위치를 차지하고 있다. 이와 같은 교회의 교육적 사명을 충실히 완수하기 위해서는 교사의 주입식, 설명식 교육방법이 아닌 새로운 교육 방법의 개발이 요구된다. 즉 단지 성서내용의 전달이 아닌 성서적 삶과의 만남을 이루기 위한 다양한시도가 행해져야 한다. 그동안 많은 교회학교 교사들은 교회학교 교육의 효과를 높이기 위해 매체 활용이 필요함을 인식하여왔고 실제로 교회에 다양한 매체들이 소장되어 교사들에 의해 활용되고 있는 것으로 나타났다. 그러나 매체를 효율적으로 일관성있게 관리하고 폭넓은 서비스를 제공하려면 교회 매체센터의 체계적인 설립이 우선 되어야 한다. 따라서 본 연구의 목적은 한국의 중·대형 교회를 위한 교회 매체 센터의 설립안을 고안, 제시하는데 있다. 이러한 목적을 달성하기 이하여 먼저 교회 매체센터의 현황 및 바라는 상황을 조사하였다. 조사대상은 층별표집체계에 의해 전국 모든 교파에 속해 있는 교인수 약 500명 이상인 교회 400개를 선정하여 그 교회의 매체센터 담당 책임자(없는 교회는 교육담당 목사 또는 전도사)를 대상으로 하였다. 총 응답교회는 202개 교회로서 회수율은 50.5%였다. 또한 조사도구인 설문지는 현황조사와 바라는 상황 조사 설문지로 이루어져 있는데 교회 자체가 일단의 매체를 확보하고 교회교육에 이를 활용하는 경우 현황과 바라는 상황조사에 모두 응답하게 하였다. 그 결과 현황과 바라는 상황 모두에 응답한 교회는 101개 교회였으며 바라는 상황에만 응답한 교회도 101개 교회였다. 조사결과를 요인별로 요약하면 다음과 같다. 1. 조직 현재 대부분의 교회가 인쇄매체와 시청각 매체를 완전 분산관리하고 있었으며 특히 시청각 매체의 관리는 체계적으로 이루어지지 못하고 있었다. 인쇄매체와 시청각매체의 통합 관리를 원하는 경우는 29.7%였다. 2. 요원 전임 담당자를 두는 것에 대해서는 긍정적인 생각을 가지고 있으나 현재로서는 전임 담당자가 있는 교회가 적었고, 전임 담당자의 수는 1명 정도면 된다고 생각하고 있었다. 3. 시설 교회 매체센터를 위한 독립공간이 확보되어 있는 교회가 적고 어린이용 공간과 성인용 공간이 구분되어 있지 않으며, 자료 보관공간의 역할만을 주로 하는 등 시설면에서 전반적으로 열악한 상태에 있었다. 특히 시청각 매체의 제작 및 시사, 청취 공간의 확보가 미비한 상태였다. 그러나 대부분이 독립공간을 원했고 어린이용 공간과 성인용 공간이 분리되기를 원했으며 자료 보관 공간 이외에 대출공간, 요원의 작업공간, 전시공간, 독서, 시사 및 청취 공간 등 다양한 공간이 확보되기를 원했다. 4. 예산 독립적으로 책정된 예산이 있는 교회가 응답 교회 중 50.5%이었으며 대부분의 교회가 독립 예산이 책정되기 원했다. 5. 서비스 운영목적은 ‘교회학교 교사에게 도움을 주기 위하여’, ‘성도의 신앙성장을 돕기 위하여’가 주된 것이다. 그러나 바라는 상황에서는 ‘목회자에게 매체를 공급하기 위하여’, ‘지역사회에 봉사하기 위하여’등 더욱 다양한 목적을 달성하기 원하는 것으로 나타났다. 또한 융판 자료, 괘도, 그림 등의 비투사 매체 뿐 아니라 비디오 테잎, 슬라이드, 녹음테잎, 투시물 자료 등 전기장치를 사용하는 매체를 다양하게 보유하고 있었다. 또한 앞으로 더욱 많은 종류의 매체를 보유하기 원했다. 제공하는 서비스는 교수매체의 보관, 대출, 정리하는 일을 주로 하고 있었는데 앞으로 이외에도 연구, 매체제작, 기재의 조작, 관리, 홍보, 평가, 교육 및 상담등 다양한 서비스가 제공되기 원했다. 이와같은 조사 결과와 문헌 연구에 의거하여 우리나라 중·대형 교회를 위한 교회 매체센터 설립안 초안을 구성하였다. 설립안 초안은 교회의 제반 특성을 집락분석하여 나누어진 2개의 집락을 대상으로 만들어 졌다. 본 연구자가 제시한 초안에 대한 의견 일치도를 조사하기 위해 설문 응답자 중 100명 단순 무작위 추출하여 의견 일치도 조사표를 우송하였다. 그 중 73명이 응답하였는데 그 결과의 분석에 의거하여 초안 모형을 수정하고 설립안을 제시하였다. 또한 설립안에 대한 전문가 검증을 위하여 기독교인 교육공학과 교수 3인과 한국교회 교단연합 교육전문기관인 대한 기독교 교육 협회 총무가 추천한 기독교 교육협회 목사 1인, 前 한국 기독교 시청각 총장, 3개 교단의 교육국장 3인, 교육국 목사 1인 및 사무국장 1인 등 10인을 방문하여 의견을 수렴하였다. 본 연구의 결과인 집락별 교회 매체센터의 설립안은 다음과 같다. 본 설립안을 적용하려는 교회의 전제조건 기독교 교육의 목표를 단순히 성서내용의 지식 전달에 두는 것이 아니라 학생(모든 교인이 학생이 됨)들로 하여금 성서적 삶을 경험하고 실천하도록 격려하는데 있다고 생각하는 교회이어야 한다. 또한 교회의 모든 부서가 체계적이고 전문화되어야 한다는 것을 인식하는 교회이어야 한다. 1. 집락1에 속한 교회를 위한 설립안 <집락1에 속한 교회의 제반 특성> 교인수 약 500명 이상부터 약 1000명 미만, 교육담당 목사수(교육목사와 각 부서별로 교육을 담당하는 부목사 포함) 약2명, 교육 담당 전도사수 약 3명, 교회학교 교사수 약 50명, 교회학교 학생수 약 250명, 교회학교 부서수 5-6개(노인부나 지체부자유자부가 거의 없음), 교회학교 프로그램 수 약6가지, 교육을 위해 활용되는 방의 수 약 5개인 교회로서 도시나 도시 근교에 위치하고 교회 조직상 교육위원회가 있으며 대부분 교육관이 있으나 교육관이 없는 교회도 포함된다. <서비스> 교회학교 교사의 교육활동에 도움을 주고 본 교회 성도들의 신앙성장을 돕는 것을 주요 운영목적으로 한다. 목적을 달성하기 위하여 제공하는 서비스는 매체를 보관, 정리, 대출하고 시청각 기재를 조작, 관리하는 것이다. 또한 소장 매체의 종류는 인쇄매체인 도서, 정기간행물, 참고서, 교회학교 교재, 교회 역사사료, 시청각 교재인 비디오 테잎, 슬라이드, 녹음테잎, 괘도, 융판교재, 그림, 투시물 자료, 시청각 기재인 VTR, 녹음기, 슬라이드용 환등기, 라디오, 컴류터, OHP등이다. <조직> 전문 요원 1명이 효율적으로 서비스를 수행하기 위하여 인쇄매체와 시청각 매체를 통합하여 관리하도록 한다. 또한 교회 교육위원회의 산하기관으로서 교육위원회 위원을 교회 매체센터의 院長으로 한다. 그리고 교회 매체센터 운영위원회는 따로 구성하지 않는다. 부서는 서비스를 효과적으로 수행하도록 정리부, 대출부, 기재관리부를 둔다. <요원> 교육담당 목사의 수가 적으므로 교회교육 위원회 위원을 매체센터의 院長으로 한다. 단 교회 교육과 매체센터에 관심을 갖고 매체관련 전문 지식이나 기술을 가진자로 한다. 그리고 교회 매체센터의 서비스가 단기적인 것이 아니고 영속적인 것이 되기 위하여 전문요원 1명을 유급 전임 담당자로 임명한다. 부서별 책임자(총3명)는 자원봉사자로 한다. <시설> 교회 매체센터를 위한 독립공간을 마련하되 위치는 건물의 1층으로 하며 가능한한 교회학교 교실과 인접한 곳으로 한다. 현재는 시설이 미비한 상태이므로 어린이용 공간과 성인용 공간의 구분을 하지 않는다(단 충분한 공간이 확보되었을시 어린이용 공간과 성인용 공간을 간막이로 구분한다). 또한 제공되는 공간은 대출(대여)공간, 독서공간, 요원의 작업공간, 인쇄 및 시청각 매체 보관 공간이다. <예산> 교회 매체센터의 주 재정은 교회 전체 예산 중에서 정식으로 책정되며 예산신청은 세부항목별로 한다. 2. 집락2에 속하는 교회를 위한 설립안 <집락2에 속하는 교회의 특성> 교인수 1000명 이상, 교육담당 목사수<교육목사와 각 부서별로 교육을 담당하는 부목사 포함> 약 4명, 교육담당 전도사수 약 5명, 교회학교 교사수 약 80명, 교회학교 학생수 약 700명, 교회학교 부서수 약 7개(노인부나 지체부자유자부가 있는 교회 포함), 교회학교 프로그램 수 약 8가지, 교육을 위해 활용되는 방의 수 약8개인 교회로서 도시에 위치하고 교회 조직상 교육위원회가 있으며 교육관이 있다. <서비스> 교회학교 교사의 교육활동에 도움을 주고 본 교회 성도들의 신앙성장을 도우며 목회자(교역자)에게 필요한 매체를 공급하는 것을 주요 목적으로 한다. 목적을 달성하기 위하여 제공되는 서비스는 매체의 보관, 정리, 대출과 기재의 조작 및 관리, 자료개발을 위한 연구, 매체활용에 관한 교육 및 상담이다. 소장 매체의 종류는 인쇄매체인 도서, 정기간행물, 참고서, 교회학교 교재, 교회 역사자료등, 시청각 교재인 괘도, 사진, 그림, 지도, 융판자료, 비디오 테잎, 슬라이드, 녹음테잎, 투시물 자료 등, 시청각 기재인 VTR, 라디오, 녹음기, 슬라이드용 환등기, 라디오, 컴퓨터, OHP등이다. <조직> 전문 요원 1명이 효율적으로 서비스를 수행하기 위하여 인쇄매체와 시청각 매체를 통합하여 관리하도록 한다. 교회 교육위원회의 사나 기관으로서 운영위원회를 두고 교육담당목사를 교회 매체센터의 院長으로 한다. 서비스를 효율적으로 제공하기위해 정리부, 대출부, 기재관리부, 교육부, 연구부를 조직한다. <요원> 교육담당 목사를 매체센터의 院長으로 한다. 또한 교회 매체센터의 서비스가 단기적인 것이 아니고 영속적인 것이 되기 위하여 전문요원 1명을 유급 전임 담당자로 임명한다. 부서별 책임자(총5명)는 자원봉사자로 한다. 또한 필요시에 보조자나 아르바이트생의 도움을 받는다. <시설> 교회 매체센터를 위한 독립공간을 마련하되 위치는 건물의 1층으로 하며 엘리베이터가 있는 경우 2층이상으로 할 수 있다. 또한 가능한한 사무실이나 교회학교 교실과 인접한 곳으로 한다. 현재는 시설이 미비한 상태이므로 어린이용 공간과 성인용 공간의 구분을 두지 않는다(단 충분한 공간이 확보되었을시 각 방으로 어린이용공간과 성인용 공간을 구분한다). 제공되는 공간은 대출(대여)공간, 독서공간, 요원의 작업공간, 전시공간, 인쇄 및 시청각 매체 보관 공간이다. <예산> 교회 매체센터의 주 재정은 교회 전체 예산 중에서 정식으로 책정되며 예산신청은 세부항목별로 한다. 본 설립안을 교인수 약 500명 이하인 교회나 초대형 교회에 적용시키는데 다소간의 문제가 따르리라 사료된다. 따라서 소형교회의 경우 요원의 수를 줄이고 조직을 축소시키는 등의 수정을 할 수 있을 것이다. 또한 초대형 교회의 경우 교회 매체센터를 담임목사 직속기관으로 하고 교회 매체센터의 院長을 별도로 두는 등 조직상의 변형을 고려하고 다양한 공간확보와 전임요원의 증원을 통해 많은 사용자에게 더욱 효율적인 서비스를 제공할 수 있는 여건을 마련할 수 있다.;The purpose of this study was to design the prototype for establishment of church media center in Korea. The procedure of this study was as follows. 1. The survey on current status and hope for the church media center was carried out. 2. For the survey the 400 questionnaires were distributed to pastors or missionaries who are responsible for education, or personnels in church library media center in Korea. The churches that they belong to have above approximately 500 church members. Among the distributed questionnaires, the 202 were collected. The results of the survey are as follows. (1) organization The printed media and AV media were managed separately in most churches. Especially, AV media was not managed systematically. 29.7% of respondents hoped integrated management system of printed media and AV media. (2) personnel The full time personnel was enlisted in only 23 churches. Most respondents hoped one full time personnel was enlisted. (3) facility Many church media center was shared the space with other program. The space was allotted mainly for storage. Most respondents hoped that they have a variety of areas in their churches. (4) budget 50.5% of respondents had formal budget from churches. Most churches hoped formal budget. (5) service The main purpose of the service was to help church school teachers. But it was hoped that various purposes of the service was accomplished. A variety of AV media was collected in most churches. But service was restricted to store, circulate, and process the media. It was hoped that more various service was accomplished. 3. Based on the literature review and the results of the survey, the draft prototypes for the establishment of church media center was made. The draft prototypes are for the 2 groups of the churches which are divided by cluster analysis on general characteristics of the church. The characteristics of churches in each cluster are as follows. Characteristics of churches in the cluster 1 The church is located in the city or suburb. Most churches have educational building. The educational committee is organized. The churches have over 500 church members and below 1000 church members, about 2 pastors who are responsible for education, about 3 missionaries who are responsible for education, about 50 teachers in church school, about 250 students in church school, about 6 kinds of church school programs, about 5-6 departments in church school(excepting department for handicapped persons), about 5 rooms for the education. Characteristics of churches in the cluster 2 The church is located in the city. All the churches have educational building. The educational committee is organized. The churches have above 1000 church members, about 4 pastors who are responsible for education, about 5 missionaries who are responsible for education, about 80 teachers in church school, about 700 students in church school, about 8 kinds of church school programs, about 7 departments in church school(including department for elders and handicapped persons), aout 8 rooms for the education. 3. To collect the opinion on the draft prototype, the questionnaires were distributed to 100 people selected by random sampling among 202 people who involved in survey of current status and hope. Among them, 73 were collected. According to the degree of agreement to the draft prototype, the draft prototype was corrected. 4. To validate the corrected prototype, 10 specialists who are involved in educational technology and Christian education were visited. The prototypes for the establishment of church media center in Korea are as follows; I. The prototype for establishment of church media center for churches in cluster 1 (service) The purposes for the service are to help the teachers of church school and to promote the spiritual growth of the church members. The services are to keep, to process(classifying and cataloging), to circulate the media(printed and audio visual media), and to operate and manage the audio visual equipment. The collections are printed media(book, periodicals, reference, textbook, church history book, etc.), audio visual materials(video tape, slide, cassette tape, flip chart, material of flannel board, picture, transparency, etc.), and audio visual equipments(VTR, cassette tape recorder, slide projector, radio, computer, OHP, etc.) (organization) Management of printed media and audio visual media is unified. Organization is affiliated with church education committee and the member of church education committee is the director of church media center. The church media center committee is not organized. The departments for technical process, circulation, and management of equipment are organized. (personnel) The director of church education committee is that of church media center. The director of church media center should be interested in church media center and have knowledge or skills on the media. And a specialist who is paid and full-time personnel is enlisted. The directors of each department( 3 persons ) are Volunteers. (facility) The space only for the church media center is allocated. It is located in the first floor of the building. As much as possible, it is near the classroom of church school. The space is consisted of circulation area, reading area, working area for the personnel, and storing area. There is no separation between the space for adults and that for children.(When enough space for the church media center is allocated, the space can be separated by partitions). (budget) The financial source is formally allotted from the church budget. Itemized budgeting is adopted. II. The prototype for establishment of church media center for churches in cluster 2 (service) The purposes for the service are to help the teacher of church school to promote the spiritual growth of the church members, and to provide media for pastors. The services are to keep, to process(classifying and cataloging), to circulate the media(printed and audio visual media), to operate and manage the audio visual equipment, to make researches for the development of media, and to educate and give counsel to the users. The collections are printed media(books, periodicals, references, textbooks, church history books, etc.), audio visual materials(video tape, slide, cassette tape, transparency, flip chart, material of flannel board picture, photography, maps, etc), and audio visual equipments(VTR, cassette tape recorder, slide projector, radio, computer, OHP, etc.). (organization) Management of printed media and audio visual media in unified. Organization is affiliated with church education committee. But the director of church media center is pastor who is in charge of education. The church media center committee is organized. The departments for technical process, circulation, management of equipment, education, and research are organized. (personnel) The pastor who is in charge of education is the director of church media center. And a specialist who is paid and full-time personnel is enlisted. The directors of each department(5 persons) are volunteers. (facility) The space only for the church library media center is allocated. It is located in the first floor of the building. If there is elevators in the church, it may be located above first floor. The space is consisted of circulation area, reading area, working area for the personnel, display area and storing area. There is no separation between the space for adults and that for children(When enough space for the church media center is allocated, the space can be separated by partitions). (budget) The financial source is formally allotted from the church budget. Itemized budgeting is adopted. The prototype is not well adjusted to small size or very large size of the churches.
