Abstract
Although the social network and social capital theory has gained popularity in migration literatures, it is less examined within the limits of South Asian migrant workers in Korea. In this dissertation, I attempted to measure the positive and negative effect of social networks among South Asian migrant workers in Korea, which may help to void the gap in literatures. The social capital of migrant networks contributes both positively and negatively. With about 100 self-administrated semi-structured questionnaires, I have surveyed 260 and interviewed 50 South Asian workers in 2009 and 2010. Since it is a qualitative study, the purpose of the survey is to strengthen the analysis and description of this study. I met participants in their work places, dormitory, cafeteria, detention center, hospital bed, churches, welfare shelters, social clubs, and public gatherings which enriched the quality of this research. I observed training centers and detention centers many times with the help of community members and Korean activists. Observing the first day of newcomers at the training centers and listening to the detainees at final day of their stay in Korea at detention center helped me to understand a complete cycle of migration. With these varieties of research technics, I have presented a holistic picture of the chosen subject in this study. Social networks among South Asian Workers include ties based on migrant communities, Korean communities and governmental institutions and bureaucrats of sending and receiving countries. In the migrant communities networks are constructed by the place of origin, political ideology and other common grounds. Migrant workers network to the Korean community have been extended through religious and non-religious organizations. It is observed that social networks have played a double role in South Asian communities; it has provided crucial information and important assistance to South Asian workers. On the other hand, these capitals also have influenced them for extra legal and anti-social activities. Migrant and Korean both community both contributed to produce positive and negative capital. On the positive side, networks have enabled them to get emotional support, legal and financial assistance and food, shelters and medical checkup at free of cost. On the negative side, these networks have encouraged and influenced faking marriages and identities, overstaying visa, prostitution, and cohabitation. Previous studies claim that overstaying as an outcome of discrimination and systematic failure of government program. However, this study has found strong correlation between migrants’ social network and overstaying. Similarly prostitutions, cohabitation and other forms of socially unacceptable activities are taken place with help of information and assistances available in migrant networks. In the absence of adequate support from the weak ties, south Asian workers depend on strong ties, however strong ties also produce disrupted and fragmented capitals which cannot provide help and assistance continuously. This study also found that South Asian workers are double discriminated in Korea-as a foreign worker and a worker from distinct culture and religion. Among the south Asians, the people with dark skin and Muslim religion are more discriminated against. South Asian women workers are sexually abused and assaulted at the Korean work place, society and also in migrant communities. Foreign workers have been an integral part of South Korean export based economy since two decades but their livings and working conditions didn’t became issues of mass concern. In recent years, however, media and a strand of civil societies have highlighted foreign workers plight and misery in different dimensions, which has broken the ice. Yet there was scarcity of the study of South Asian workers in Korea from network perspective. This study has taken initiatives to void this theoretical and empirical gap. It has attempted to further the understanding on the subject of international migration of labor in general and to establish a new trend of the study in Korean case. Further, this study found the use of network as heterogeneous. There are differences though nominal, on the use of network by visa status, gender, and nationality. Undocumented workers network is stronger with Korean and brokers. Women network is not much resourceful like male network. It has also examined the greater strength of strong ties to produce negative and positive social capital. Key Words: Migrant Network, Positive & Negative Social Capital, and South Asian Workers;본 논문은 한국에 거주하고 있는 남아시아 이주 노동자들 사이에서의 사회연결망(Social network)의 긍정적이거나 혹은 부정적인 효과들의 측정을 시도하였다. 이주민 네트워크 속에 내재되어 있는 사회적 자본(Social capital)들은 긍정적이거나 부정적인 활동에 모두 기여하는 것으로 나타났다. 본 연구를 위하여 2009년에서 2010년까지 설문지조사와 인터뷰조사 및 참여관찰을 수행하였다. 이를 통하여 양적인 데이터 및 다양한 질적 데이터를 얻고 이에 대한 분석을 통하여 본 연구의 설명력을 높였다. 설문지는 총 100문항으로 260명의 한국내 남아시아 이주 노동자를 대상으로 진행하였다. 인터뷰는 총 50명명의 한국내 남아시아 이주 노동자를 대상으로 진행하였다. 그 밖에 작업장이나, 기숙사의 식당, 보호소, 병원, 교회, 복지 쉼터, 다양한 모임 등에서 활동하고 있는 외국인 노동자들을 집적 만나서 다양한 질적 데이터를 수집하였다. 마지막으로 외국인 신분인 연구자의 장점을 활용하여 직접 외국인 훈련 센터나 보호소등을 관찰하였다. 연구에서 밝혀낸 내용 및 시사점은 다음과 같다. 첫째, 본 연구는 이주노동자들과 관련있는 연결망들의 역할 및 연결망을 통해 생산되는 자원들을 밝혀 냈다. 남아시아 이주노동자사이의 사회 연결망은 이주민 커뮤니티, 한국인 커뮤니티, 송출국과 수입국의 정부 기관이나 관료를 바탕으로 묶여있다. 특히 이주민 커뮤니티 네트워크들은 출신국, 정치적 이데올로기 혹은 기타 공통점들을 바탕으로 생성되었다. 이주민 노동자와 한국 커뮤니티들은 종교적이거나 혹은 비종교적인 기관들을 통해 확장되고 있으며, 이러한 연결들은 남아시아커뮤니티 내에서 이중의 역할을 수행하고 있는 것으로 나타났다. 이러한 연결망들은 다양한 수단을 통해 남아시아 이주 노동자들에게 중요한 도움과 정보를 제공하기도 하지만, 동시에 남아시아 이주 노동자들에게 법의 영역 밖이나 혹은 반 사회적 활동들을 위한 부정적 역할을 수행하기도 한다. 이주민 커뮤니티와 한국인 커뮤니티는 모두 긍정적이면서도 부정적인 자원들을 생성하는데 기여하고 있는데, 긍정적인 측면의 기여로는 감정적 지지와, 법적·재정적 도움의 제공이, 부정적 자원 생성의 기여로는 위장 결혼이나, 위장 신분증, 성매춘, 비자연장을 위한 동거 등의 알선이 있다. 둘째, 본 연구는 사회연결망과 체류시한위반의 강력한 관계를 증명하였다. 기존의 연구들은 체류시한위반(overstay)을 정부 정책의 제도적인 실패 및 국내의 차별의 결과물로써만 설명하고 있는데, 본 연구는 이러한 한계를 벗어나 체류시한 위반을 사회 연결망과 연계시켜 설명하고 있다. 약한 연결망의 부재로 인해, 남아시아이주노동자들은 강한 연결망에 의존하게 되는데, 강한 연결망은 이주민들에게 지속적인 지원과 도움을 줄 수 없도록 사회적 자원을 방해하거나 분절화 시킨다. 셋째, 본 연구는 네트워크의 사용이 매우 이질적임을 밝혀냈다. 등록노동자와 비등록 노동자, 여성 노동자와 남성 노동자들의 네트워크 이용에 차이가 있었다. 비등록 노동자의 네트워크는 한국인 및 브로커와 매우 강력하게 연결되어 있었으며, 여성의 네트워크는 남성 네트워크만큼 풍부하지 못했다. 또한 강한 유대가 부정적이고 긍정적인 사회 자원을 생성하는데 있어 강력한 힘을 발휘하고 있다. 마지막으로, 본 논문은 남아시아 이주 노동자들이 외국인 신분의 노동자로 겪는 차별과 더불어 문화 종교적으로 구별되어 받게 되는 이중의 차별을 밝혀냈다. 남아시아인들 사이에서도, 특히 어두운 피부색이면서 무슬림일 경우 더 큰 차별을 받게 된다. 남아시아 이주 여성 노동자들은 한국 내 작업장이나 사회 심지어는 이주민 커뮤니티 내에서 성적인 학대와 성적인 학대뿐만 아니라 성폭행을 당하기도 한다. 본 연구는 한국 내의 남아시아 이주 노동자들의 실태를 밝히는 데 있어, 기존의 연구 차별성을 지니고 있다. 이주 연구 분야에 있어 사회연결망이론(Social network theory)이나 사회적자원이론(Social capital theory)들은 다양하게 활용되고 있지만, 한국내의 남아시아 이주 노동자들을 조사한 경우는 많지 않았다. 본 연구는 사회연결망이론을 통해 한국의 남아시아 이주 노동자의 사례조사 연구를 수행함으로써 이론적 연구와 경험적 연구 사이의 간격을 좁혀냈다. 또한 한국의 이주 분야 연구에 있어 새로운 시사점 및 방향성을 제시해주었다.
