dc.description.abstractAccess to safe water is a fundamental human need and necessary to achieve sustainable development and alleviate poverty. Despite the fact that water is vital, there is severe water scarcity in rural regions of Ethiopia. This study aims to analyze manmade factors that contribute to water scarcity. It is argued that social factors such as deforestation, water pollution as well as poor governance and management are the main causes of water scarcity. This study is based on the primary data which was collected from in-depth interviews of women, men and Officials of the Water Resource Development Bureau in the East Gojjam Administrative Zone. Due to Ethiopia’s rapid population growth there is high rate of deforestation. Thus as a solution, cultivation of eucalyptus has become increasingly more popular, however, the tree has high water absorbing nature and aggravate water scarcity. Also, poor governance and poor water management as well as water pollution are identified as causes of water scarcity. More specifically, the lack of a central monitoring system and evaluation and low capacity of regions such as inadequate budget and staffing and insignificant involvement of private sectors in water resource development, all deter access to safe water. Although the issue of women was not the initial focus, the study shows how the problem of water scarcity has significantly impacted the lives of women more than it has men.;안전한 물의 사용은 인간의 기본적인 욕구이며 지속가능한 발전과 빈곤 감소를 위해 필요하다. 이러한 사실에도 불구하고 에티오피아 농촌 지역의 물 부족은 매우 심각한 상황이다. 본 연구의 목표는 물 부족에 영향을 미치는 인적 요인을 분석하는 것이다. 삼림 채벌, 물의 오염, 관리의 어려움 등이 물 부족 현상을 야기하는 주요 원인들이다. 본 연구는 동부 Gojjam 지역에 위치한 수자원 발전사무국 남녀 직원의 심층 면접을 통해 얻은 1차 데이터를 바탕으로 한다. 에디오피아의 급속한 인구 증가로 인해 높은 비율의 삼림 채벌이 이루어지고 있다. 이에 대한 대책으로 유칼립투스 나무 재배가 늘고 있지만, 이 나무의 경작을 위해서는 많은 양의 물을 필요로 하기 때문에 물 부족을 악화시키고 있다. 또한, 서툰 정책과 경영은 물 부족뿐만 아니라 물 오염의 원인으로도 확인되고 있다. 특히, 중앙 감시 시스템의 부족과 부적절한 예산 책정 책정 및 인력 배분, 민간기업의 무의미한 수자원 개발 참여와 같은 지방 정부의 역량 부족은 안전한 물에 대한 접근성을 막고있다. 여성과 관련된 문제는 본 연구의 초기 관심사가 아니라 할지라도, 본 연구는 물 부족 현상이 남성보다 여성의 삶에 더욱 심각한 영향을 미치고 있다는 것 또한 보여주고자 한다.-
