Abstract

이 연구는 정부의 정책이 스리랑카의 중소기업의 발전에 미치는 영향을 평가한다. 특히 이 연구는 스리랑카의 중소기업 분야와 기업을 개발하는 노력에 정부의 역할을 평가하려고 한다. 분석은 전략의 체계, 스리랑카 정부가 중소기업 개발 활동을 시행하는 데 도입한 방법과 정책 도구에 초점을 두고 있다. 이 연구는 역사적인 관점을 취하고 있고 지원 극대화와 중재 최소화의 분쟁에서 기업의 역할을 비판적으로 논증한다. 이 연구의 주요 결과는 역대 정부와 정치인들은 중소기업보다 대규모의 분야를 강화시키기 위해 많은 전략을 취해왔다는 것이다. 이는 더욱 큰 분야로부터 획득해 왔고 정치적 안정과 안보에 중대적으로 결정적인 역할을 하는 이익 때문이다. 더욱 구체적으로 인프라 부족, 적은 기술 접근성, 연구와 개발의 부족, 기관에 재정 지원을 하는 낮은 접근성, 낮은 가치의 인력, 세금과 다른 관련 할인의 부족, 스리랑카의 중소기업을 개발을 지지하는 주요 요소인 서비스, 시설, 정보에 대한 접근성 부족이다. 이런 관점은 모두 두 가지 핵심적인 현상에 기반을 두고 있다; 경제 개발에 중소기업 분야의 중요성에 관한 정부의 인식 부족과 정치적인 이익 부족이다. 따라서 이 연구는 카테고리별로 중소기업에 원천을 둔 강하고 넓은 정책 체계를 가질 것을 권유한다. 중소기업은 공평한 경쟁의 장, 중소기업을 위한 착수 사업 지원 과정, 중소기업자들의 경쟁적인 기업 능력, 중소기업 촉진과 연관된 정부 공무원들의 관련 능력 함양과 기본 인프라 시설에 대한 쉬운 접근을 보장한다.;This study assesses the impact of government policies in developing Small and medium Enterprises (SMEs) sector in Sri Lanka. Specifically this study tries to assess the role of the government in the endeavor of development of SME sector and entrepreneurs in Sri Lanka. The analysis focuses on the framework of strategies, the methods and policy instruments adopted by the Sri Lankan government in implementing the SME development activities. This paper, taking the historical perspective, critically examines the government’s role in the contest of maximum support and minimum intervention. The main findings of the study include that successive government and politicians has taken many strategies for strengthening the large scale sector than SMEs. This may be because of the benefits they used to obtain from the larger sector which are very determinant factors in political stability and security. More specifically lack of infrastructure, less accessibility to technology, lack of research and development, low accessibility to finance institutions, low quality of human resources, lack of tax and other related concession, lack of or less accessibility to services, facilities and to information are the major factors that hold back the development of SMEs in Sri Lanka. These aspects are all based on two underline phenomenon; the lack of government low wakefulness about the importance of SME sector in economic development, and lack of political interest. Finally this study categorically recommend to have a strong and broad policy frameworks oriented towards SME sector which ensure level playing field, start-up support process for SMEs, building competitive business capacities of small and medium entrepreneurs and the relevant capacities of government officers in relation to SME facilitation and making easy access to basic infrastructure facilities.
