Abstract
불발병기(Unexploded ordnance, 이하 UXO)는 베트남 전쟁 당시 미국 공군에서 사용 되었던 폭탄 중에서 폭발하지 않은 채 땅에 묻혀있는 것을 말한다. UXO는 물리적 충격이나 연소에 의해 언제든지 폭발할 수 있다. 지난 30년 간 라오스 정부는UXO 제거 작업과 지뢰 위험 교육을 통해 UXO에 대한 대응을 해 온 상태이다. 하지만 UXO 대응책은 국가 개발 계획에서 우선시 되지 않았고 전반적인 국가 발전 전략과 통합적으로 이루어지지 않았기 때문에 UXO는 지속적으로 국가적인 발전과 빈곤 퇴치의 장애물로 여겨지고 있다. 본 논문은 UXO가 어느 정도까지 라오스 빈곤에 영향을 미치고 개발을 저해하는 요소로 작용하는 지를 고찰하고, 이에 대한 라오스 정부의 전략적인 대응책이 무엇인지 알아보고자 하였다. 저자는 UXO의 분포와 빈곤의 연계성을 설명함으로써 어떻게 UXO가 빈곤의 주요한 원인이 될 수 있는 지 제시하였다. UXO가 분포된 지역은 농산물 재배가 어려워 해당 지역에 식량 위기가 찾아오고, 공공 서비스를 제공 받을 수 있는 장소와 기반 시설 확보가 어렵다. 이러한 이유로 라오스에서 UXO에 대한 고려 없이는 빈곤과 저개발의 대책 마련이 불가능 하다고 보는 것이다. 라오스 내의 UXO 분포는 광범위 하기 때문에 UXO의 영향을 줄이기 위해서는 많은 자금과 시간이 필요하다. 이에 본 연구는 빈곤 및 저개발에 대한 대응책으로 라오스 정부가 UXO 관련 장기적인 정책을 도입하고 이를 실행하기 위한 전략을 마련해야 한다고 결론짓고, UXO 문제의 효과적인 해결을 위한 후속 대책을 포함한 몇 가지 정책적 권장 사항을 제시하였다.;Unexploded Ordnance or in short known as UXO, is an explosive remnants of war including cluster munitions, landmines, artillery shells, mortars and other explosive munitions. These UXOs were used by the US Air Force and conflicting parties during the Vietnam War and they failed to explode or detonate on impact, they were left buried in the land. It would explode at any time when it is struck or burn. This research is intended to investigate to what extent Unexploded Ordnance contributes to poverty and constrains development in Laos, and how successful is the Lao Government’s strategy in addressing UXO problem as it strives to reduce poverty and ensure sustainable development. Over the last three decades, the Lao Government has made great efforts to address the impact of Unexploded Ordnance by undertaking clearance operations and mine risk education with a view to addressing poverty and advance development effort. However, poverty persists because Unexploded Ordnance has been insufficiently prioritized in the national development plan and it has not been addressed in a comprehensive approach that is in line with the overall national development strategy. In this context, the research tries to reaffirm the linkage between UXO contamination and poverty in Laos. A contaminated field stops people from farming and creates food insecurity, and contaminated public areas stop communities from having the space and infrastructure for social services-both these are significant factors contributing to poverty in Laos. Since UXO contamination in the Lao PDR is so extensive and it requires huge funding and time consuming, this research will be of importance in providing a long-term strategy for the UXO sector as a whole in alleviating the impact of UXO on development in the Lao PDR. The research has found that although effort and funding has extensively focused on addressing the issue of UXO over the past two decades, UXO remains as an enormous obstacle to development and poverty. This is because UXO has not been adequately addressed in the context of development and poverty eradication. If it is understood that UXO is directly linked to poverty, it is important that UXO clearance is part of poverty reduction program. This has just been recognized by the Lao Government recently. Therefore, this research has made several recommendations for future action on addressing UXO impact including on effective follow-up mechanism to ensure an effective outcome.
